The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

2090    Tree Applications

(i) 15/00275/TPO

Description of Works: TPO SOUTH CAVE (REF. 273) - Remove Silver Birch tree (T1) as suppressed under the canopies of T2 and T3.  Reduce Cherry trees (T2, T4, T7) and Maple trees (T3, T5, T8) by 20% and reshape due to dense canopy when in leaf

Cllr Kingdom proposed the Parish Council recommend refusal to the removal of Silver Birch Tree (t1) as this tree is within a conservation area and the loss of the tree will have an detrimental impact on various wildlife species using these trees for their habitat.   It is important the visual amenity of the area is preserved.  If the ERYC are minded to approve the removal of this tree, the Parish Council request a similar mature replacement is replanted.  The Parish Council raised no objection to the 20% reshape of trees T2, T4, T7, T3, T5 and T8.  Seconded Cllr M. Turner, All in favour.

(ii) 15/00461/TPO

Description of Works: TPO SOUTH CAVE (Ref. 268) - Lop Field Maple tree (F1) branches as they extend over the driveway.  Lop Oak tree (O1) at lower level as they extend over the driveway to allow emergency vehicles to use the driveway.  SOUTH CAVE CONSERVATION AREA - Lop Cedar (C1) branch as it protrudes over the house roof and fell Spruce (S1) as the tree and roots are close to the house

Cllr Barnett proposed the Parish Council recommend refusal to the Felling of tree S1, as the loss of this tree would have a detrimental impact on the streetscene and will have a major impact of the visual amenity of this conservation area.  If the ERYC are minded to approve the felling of this tree, the Parish Council request a similar mature replacement is replanted.  The Parish Council raised No Objection to light pruning of Trees C1 and O1.  The Parish Council raised concerns with the works proposed for tree F1 this being within close proximity to the South Cave Playpark.  Any works to this tree must be completed with care and attention to ensuring the tree remains balanced and any pruning should be completed whilst the ERYC tree office is present.  Seconded Cllr L. Turner, Vote 9 in favour, 1 abstention.

(iii) 15/00432/TPO

Description of Works: TPO - THE PARK, SOUTH CAVE - 1989 (REF 273) - Reduce Crown of Silver Birch by half to reshape after previous bad pruning, and tidy up crown, removing weak points.

Cllr L. Turner proposed the Parish Council raise no objection to light pruning of the tree no exceeding 20% and feel the pruning of 50% would be excessive and would have a detrimental impact on the visual amenity of the area, Seconded Cllr Bateman, All in favour.

(iv) 15/00348/TPO

Description of Works: TPO SOUTH CAVE (REF. 273)  - Prune Silver Birch, Cherry, Ash and Maple trees to previous cuts to reduce height and improve shape in rear garden

Cllr Munby proposed the Parish Council raise no objection to no more than 20% pruning of the trees but object to pruning to the height of previous cuts.  Excessive pruning of these trees would have a detrimental effect to the visual amenity of the area.  Seconded Cllr Kelly, All in favour.

 

2091    Tree Decisions

(i) 15/00033/TPO

            Proposal: TPO - SOUTH CAVE NO.20 - 2002 (REF.621) - Crown       reduction to Willow by one third due to split and broken branches, and reduce any branch lengths that overhang neighbouring gardens.
