Planning Meeting 1st October 2012

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1888    Apologies for absence

Cllr Kelly proposed apologies be accepted from Cllrs Barnett & Phillips, Seconded Cllr Kingdom, All in favour.

 

1889    Approval of Previous Planning Meeting Minutes (3rd September 2012)

Cllr L. Turner proposed that the minutes of the 3rd September 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr L. 1890   Declarations of Interest

There were seven declaration of interest:

Cllr L Turner declared a non pecuniary interest in minute reference 1891(ii)

Cllr Hardy declared a non pecuniary interest in minute reference 1891(ii)

Cllr Lenton declared a non pecuniary interest in item 1891(i) and Pecuniary interests in minute references 1894 (i) & (ii)

Cllr Munby declared a non pecuniary interest in minute reference 1892 (i)

Cllr Batemam declared non pecuniary interest in minute reference 1894 (iii)

 

1891    Current Plans to consider

(i)12/03597/STREM – Erection of buildings for use within Use Classes B1, B2, and B8 and associated site works following outline permission 11/04989/STOUT (Assess, Layout, Appearance & Landscaping to be considered) at Spanridge Limited Storage Depot, Stonepit Road, South Cave for Spanridge Ltd

Application Type: Strategic – Reserved Matters

Cllr Kingdom proposed the Parish Council raise no objection and recommends two conditions to the application:

(i)Additional Lighting is included for highway safety along Stone Pit Lane.

(ii)A hedge/tree screen along willow flats to the North and Eastern boundary is included in evergreen.

 (ii)12/03689/PLF – Alterations to roof to create space and change of use of ground floor to offices (A2) and coffee shop (A3) at Jonathan Foreman Architects, 54 West End, South Cave for Mr J Forman

Application Type: Full Planning Permission

Cllr Munby proposed the Parish Council recommend refusal of the application for the following reasons:

(i)Dominance and massing – the proposal has already been subject to previous alterations and is in a prominent position on this main street within the conservation area.

(ii)Windows to the South, East & West are overlooking neighbouring properties, if East Riding of Yorkshire Council is minded to approve the application the Parish Council would request obscure glass be installed.

(iii)Parking – the increase in vehicles will add to the current problems in an already congested area.

(vi)There is no flood Report included with the application, this property falls within a flood zone 2 area.

(vii)The Parish Council object as this is an undesirable retail outlet located in a residential area of the village.

(viii)There may be noise & odour problems for neighbouring properties.

Seconded Cllr Kelly, All in favour.

(iii)12/03779/PLF – Erection of single storey extension to rear at 21 Ferry Road, South Cave for Mr Steve Thompson

Application Type: Full Planning Permission

Cllr Lenton proposed the Parish Council raise no objection to the application as this will have no major effect on Neighbouring Properties or Streetscene.  Seconded Cllr L. Turner, All in favour.

(iv)12/03716/PLF – Erection of single storey extension to rear at 41 West End, South Cave for Ms Sara Thomas

Application Type: Full Planning Permission

Cllr Kingdom proposed the Parish Council raise no objection to the application as this will not have any impact on neighbouring properties or streetsceen and will not be visible from the road.  It should be noted the application is in a flood zone two area and a flood risk assessment should be completed as floor levels may need to be increased. The ownership boundary seems to be incorrect within the plans.  Seconded Cllr Munby, All in favour.

(v)12/03851/PLF – Erection of dwelling and detached garage at Lane West of 14 Pinfold, South Cave for Brooklands Property Holdings Ltd

Application Type: Full Planning Permission

Cllr Munby proposed the Parish Council raise no objection to the application as this will have no adverse effect on neighbouring properties or streetscene.  The Parish Council request if East Riding of Yorkshire Council is minded to approve the application, the design is respectful to number 12A and that the floor levels and overall heights are compatible. The Parish Council also note that the ownership plan may be incompatible with the application form and the application states the application does not fall within a flood zone, and request the East Riding of Yorkshire Council notes the application falls within a flood zone two area.  Seconded Cllr Kingdom, All in favour.

 

1892    Tree Applications to consider

(i)12/03907/TPO – TPO South Cave – 1989 (REF.273) And South Cave East Conservation Area – Canopy rise 2 Maple, 1 Ash and 1 Hornbeam to 3m to allow more light into garden, improve shape and improve maintenance under the trees at 12 The Parklands, South Cave for Mr Graham Watson

Cllr kingdom recommended refusal to the application as the trees form part of the main tree belt and these works may form a president for the remaining trees to be decimated.  The trees form part of the northern boundary and the Parish Council cannot see where light can be lost from these trees.  Seconded Cllr Kelly, vote 7 for, 1 abstention.

 

1893    Trees Application Decisions

(i)DC/12/03966/TDD – Notification to FELL DANGEROUS tree within a Conservation Area at South View, 16 Church Street, South Cave.

The Parish Council noted the decision made by the East Riding of Yorkshire Council.

 

1894    Other Matters

Cllr Lenton resigned from the room for items (i) & (ii)

(i) The Parish Council noted letter received from ERYC relating to LDF ‘Fact Checking’ exercise and consider comments and the Parish Council requested a Sub-Committee meeting be held to complete the exercise

(ii)The Parish Council noted the ERYC draft statement of Community Involvement Questionnaire and the Parish Council requested a Sub-Committee meeting be held to complete the exercise

(iii)The Parish Council noted ERYC update relating to Planning Application 12/00950/PLF (42 West End, South Cave)

(iv)The Parish Council noted update relating to Market Place Parking problems
