Planning Meeting 11th August 2014

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

2037      Tree Applications

(i) 14/02329/TPO - Description of Works: TPO SOUTH CAVE NO.13 1998 (REF.500) AND SOUTH CAVE EAST CONSERVATION AREA - Fell Lime tree located to the rear of the property due to excessive shading, proximity to the house, loss of light to the garden and the branches interfere with the neighbouring property and debris blocks the guttering.

Location; 3 Appleton Gardens South Cave East Riding Of Yorkshire HU15 2EN 

Applicant: Mrs Rebecca Turney

Application Type: Works to Protected Trees

Cllr Kingdom proposed the Parish Council recommend refusal to this application and recommend the tree be pruned to the satisfaction of the East Riding of Yorkshire Councils tree officer.  If the East Riding of Yorkshire Council are minded to approve the application the Parish Council request a suitable specimen be replanted in the same location.   Seconded Cllr Munby, All in favour.

 

(ii) 14/02353/TPO - Description of Works: TPO - SOUTH CAVE - 1971 (Ref.268) AND SOUTH CAVE EAST CONSERVATION AREA - Fell five Beech trees (T1 - T5) due to being tall poor specimens with limited crown growth their removal would allow surrounding trees to develop, Raise canopy of two Beech trees (T6 and T7) to 5m to improve shape.

Location; 5 Castle Drive South Cave East Riding Of Yorkshire HU15 2ES

Application Type: Works to Protected Trees

Cllr Kingdom proposed the Parish Council recommend refusal of the application as these trees form part of the original tree screen within this Conservation area.  The trees are being felled in small groups which may de-stabilise the remaining trees, causing them more likely to fall or sustain damage.  None of the trees within the application are damaged or diseased.  Sections C & D of the recently approved East Riding of Yorkshire Councils conservation area appraisal highlight the contribution the trees provide to the character and appearance of a Conservation Area and notes they are protected from unnecessary felling and extreme pruning.  It highlights a mature belt of trees to the north of the castle. This area forms part of the Castle Covert and on the one hand blocks views towards the Castle Rise Estate, whilst on the other hand it creates an appropriate setting for the Castle.  The gradual loss of this belt is causing a detrimental effect on the Village lush green Character.  The Parish Council requests a meeting with the East Riding of Yorkshire Councils Tree Officer prior to the ERYC decision being made for this application.  Seconded Cllr Barnett, All in favour.

 

(iii)14/02444/TPO - Description of Works: TPO - SOUTH CAVE No.41 - 2009 (Ref.1205) - Canopy raise lower three tiers of Monkey Puzzle tree to improve the light and shape of the tree.

Cllr Barnett proposed the Parish Council raise no objection to the application, Seconded Cllr L. Turner, All in favour.

 

(iv) 14/02261/TCA - Description of Works: SOUTH CAVE EAST CONSERVATION AREA - Crown lift Beech tree (T1) from the base to 4.5m removing the 8 lower level branches, Crown reduce the top height of the tree by 2m, the height will be reduced from 12m to 10m and reduce the length of several branches from 6m to between 2.5m and 3m to ensure the shape is maintained

Application Type: Tree Works in Conservation Areas

Cllr Warren proposed the Parish Council recommend refusal to the felling of the tree, as the extent of the proposals is excessive.  The Parish Council would not object to light pruning and support the owners suggestions, providing the works are overseen by the East Riding of Yorkshire Councils tree officer ensuring any pruning is not prejudicial to the long term health of the tree.  Seconded Cllr Kingdom,  All in favour.

 

(v) 14/02447/TPO

Description of Works: TPO - SOUTH CAVE - 1971 (Ref.268) AND SOUTH CAVE (EAST) CONSERVATION AREA - Fell Beech trees (T1-T3) as they are poor specimens tall with little crown development and thinning belt would allow other tree crowns to develop.  Canopy raise Beech tree (T4) to 4m to improve the amenity and light.

(ii)The Parish Council noted the National Grid – Application for the Yorkshire and Humber Carbon Capture and Storage (CCS) Cross Country Pipeline Development Consent Order.

(iii)The Parish Council noted the Tree Warden Voluntary post Vacancy
