Planning Meeting 12th August 2013

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1956   Apologies for absence

Cllr L. Turner proposed apologies be accepted from Cllrs Bateman, Jamieson & Warren, Seconded Cllr Kelly, All in favour.

 

1957   Declarations of Interest

           (i)There were no declarations of interest.

Cllr Kingdom declared a non pecuniary interest in minute ref: 1961 (i)

(ii)There were no dispensations given to any member of the council in respect of items on the agenda items.

 

1958    Planning Applications

(i)13/01066/PLF – Erection of two storey extension to side at 114 The Stray, South Cave for Mr & Mrs Hughes – Withdrawn (REF)

The Parish Council noted the withdrawn application.

            (ii)13/02174/VAR – Variation of condition 18 (amendments to approved plans) of planning permission 12/00950/PLF at 42 West End, South Cave for Mr & Mr Stow.

Cllr Lenton proposed the parish council raise no objection the application having no impact on the streetscene, the Parish Council would like to draw attention to the close proximity of the adjacent properties windows which may be within 4 metres.  Seconded Cllr Munby, All in favour.

 

1959    Planning Decisions

(i)13/00791/PLF - Erection of a detached brick garage with store above following demolition of existing concrete garage at 95-97 Market Place, South Cave for Mr Nicholas Foster – Approved (No Obj)

(ii)13/00959/PAD - Retention of fascia sign at M E Consulting Ltd, Ground Floor, Unit 2, Westwood House, Annie Med Lane, South Cave for ProQual Awarding Body – Approved (No Obj)

(iii)13/01296/PLF – Erection of a slurry Store to serve existing pig unit (Resubmission of 13/00518/PLF) at Mires Beck, Common Road, South Cave for Mr Robert Tucker – Approved (REF)

(iv)13/01669/PLF – Erection of single storey extension to rear following removal of existing conservatory frame at 25 The Stray, South Cave for Mr & Mrs Bannister – Approved (No Obj)

            The Parish Council noted the decisions made by the East Riding of Yorkshire Council

 

1960    Trees

(i) 13/02498/TPO - Description of Works: TPO SOUTH CAVE - 1971 (Ref 268) AND SOUTH CAVE CONSERVATION AREA - Selective crown lifting and reduction of foliage on Sycamore tree (T1) by approx 2 metres to reduce mechanical loading. Reduce pear tree (T2) to half it's current height leaving around 4 metres remaining due to poor vitality and height. Remove two Sycamore trees (T3 & T4) on safety grounds. Remove Pine tree (T5) to create space for newer trees that will form the long-term planting in this area of the garden.

Cllr M. Turner proposed the Parish Council raise no objections to the works to be undertake on trees T1, T2 T3 & T4.  The Parish Council object to the works considered for tree T5 as this is a significant specimen tree which contributes to the Conservation Area.  Seconded Cllr Kelly, All in favour.

(ii) 13/02475/TPO - Description of Works: TPO SOUTH CAVE - 1971 (Ref 268) AND SOUTH CAVE CONSERVATION AREA - Crown lift mixed Broadleaves (G1) to 2.5 metres, remove epicormics and deadwood. Fell and remove dead Larch tree (T1).

Location; South Cave Church Of England Voluntary Primary School Church Street South Cave East Riding Of Yorkshire HU15 2EP 

Cllr Kingdom proposed the Parish Council raise no objection to the application, but would request a replacement tree be planted in a suitable area.  Seconded Cllr Kelly, All in favour.

(iii)Decision: 13/01865/TCA – South Cave Conservation Area – Fell Cedar Tree (T1) as it has become too large for a small cottage garden and causing concern to property and neighbours – Location: 5 Church Hull, South Cave for Mrs Joan Irving – Approved (No Obj)

The Parish Council noted the decision made by the East Riding of Yorkshire Council

 

1961    Other matters

(i)The Parish Council noted the response received from ERYC re: Update on DLP and feedback on the Parish Council respons.  The Parish Council requested an advisory Committee meeting be held with the East Riding of Yorkshire Council to receive feedback from the response to the consultation.  Clerk to arrange this accordingly.

(ii)The Parish Council considered names for the current HMP Everthorpe.  Cllr L. Turner proposed the Parish Council suggest ‘Everthorpe on the Wolds’ for the renaming of the prison.  Seconded Cllr Kingdom, All in favour.
