Planning Meeting 13th May 2013

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:           Cllrs Barnett (Chair), Batemen, Kelly, M. Turner, L. Turner, Warren, Hardy, Munby, & Kingdom

1939    Apologies for absence

Cllr M. Turner proposed apologies be accepted from Cllrs Jamieson & Lenton, Seconded Cllr Kingdom, All in favour.

 

1940    Approval of Previous Planning Meeting Minutes (8th April 2013)

Cllr Kelly proposed that the minutes of the 8th April 2013 be approved and entered into the records as a true and accurate record.  Seconded Cllr Kingdom, All in favour.     

           

1941   Declarations of Interest

           (i)There were three declarations of interest:

           Cllr Bateman declared a non- pecuniary interest in minute reference:  1943 (i)

Cllr L Turner & Barnett declared a non-pecuniary interest in minute reference:  1942 (iv)

(ii)There were no dispensations given to any member of the council in respect of items on the agenda items.

 

1942    Planning Applications

(i)13/00970/PLF – Erection of single storey extension. Alteration to existing dormer window and external alterations to rear and installation of windows to side at Beechwood 13 Castle Drive, South Cave for Mr & Mrs Hancock – Application Type: Full Planning Permission

Cllr Kingdom proposed the Parish Council raise no objection on the grounds the application does not have any adverse effect on the property, neighbouring properties or streetscene.  Seconded Cllr Kelly, All in favour.

(ii)13/01110/PLF – Use of land as residential cartilage at Land North of 51 Little Wold Lane, South Cave for Fiona Palmer, Katrina Gale, Jane Adams & Trevor MacIlwaine – Application Type: Full Planning Permission

Cllr Kingdom proposed the Parish Council recommended refusal of the application due no actual identified residence being attached to the application.  Seconded Cllr Kelly, All in favour.

(iii)13/01095/PLF – Erection of 1x24.6m high to hub, 34.2m to tip Endurance E3120 Wind Turbine at Land West of Weedley Farm, Riplingham Road, South Cave for Mr Neil Sergent – Application Type: Full Planning Permission

Cllr Barnett proposed the Parish Council recommend refusal of the application due to the detrimental visual impact and the close proximity of the development to Beverley Clump, the visual impact from the M62 and the navigational hazard due to the runway line at Mount Airey.  Seconded Cllr Hardy, All in favour.

(iv)13/00944/PLF – Erection of a first floor extension to rear and installation of a window at first floor to side at The Cottage, 27 Pinfold, South Cave for Mr L. Shillito – Application Type: Full Planning Permission

Cllr Mumby proposed the Parish Council recommend refusal to the application due to the overdevelopment of the site which would be out of keeping with the area and what is believed to be the oldest property in the village.  The development would have a detrimental impact of the visual character of the property and the Tumbling brickwork would be spoilt due to the installation of the window.  Seconded Cllr Bateman, All in favour.

(v)13/00734/PLF – Erection of an extension to existing detached garage at 7 & 8 Castle Farm Court, Church Hill, South Cave for Mrs Laura Andrew – Application Type: Full Planning Permission

Cllr M. Turner proposed the Parish Council raise no objection to the application as the development will have no impact on neighbouring properties or the streetscene, Seconded Cllr Warren, All in favour.

(vi)13/00791/PLF – Erection of a detached brick garage with store above following demolition of existing concrete garage at 95/97 Market Place, South Cave for Mr Nicholas Foster – Application Type: Full Planning Permission

Cllr Kingdom proposed the Parish Council raise no objection to the application as the development will have no impact on neighbouring properties or the streetscene, Seconded Cllr Munby, All in favour.

 

1943   Planning Matters

(i)11/02194/PLF - The Parish Council noted the email received from resident relating to development at Brough Road, South Cave and requested Clerk contact the ERYC with the information.  The Parish Council requested the Clerk maintain contact with the complainant and request a diary of event is maintained relating to safety issues on site. 

 

1944    Planning Decisions

(i)13/00518/PLF – Erection of a slurry store to serve existing pig unit at Mires Beck Nursery, Common Road, South Cave for Mr Robert Tucker – Withdrawn (Ref)

(ii)13/00517/PLF – Creation of new access track from Station Road to existing bridleway at Lane at Level Crossing Broomfleet Station Road, Carr Lane, Broomfleet, for Network Rail (Infrastructure) Ltd

Application Type: Full Planning Permission - Approved (No Obj)

(iii)13/00415/PLF – Outline – Erection of a dwelling and construction of a means of vehicular access (all matters reserved) at Land North of 51 Little Wold Lane, South Cave for Palmer, Gale, Adams and MacIllwaine – Approved (No Obj)

The Parish Council noted the decisions made by the East Riding of Yorkshire Council.

 

1945    Other Matters

(i)The Parish Council noted the appeal of planning application: 12/04983/OUT – Outline – Erection of 3 detached dwellings (All matters reserved) at Land South East of 96 Beverley Road, South Cave, HU15 2BB for Mr I. Stanley – Refused (REF)

Cllr Barnett proposed the Parish Council submit a letter to the Planning inspector, Seconded Cllr L Turner, All in favour.
