Planning Meeting 13th August 2012

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1871    Apologies for absence

Cllr M. Turner proposed apologies be accepted from Cllr Hardy & Jamieson, Seconded Cllr Munby, All in favour.

 

1872    Approval of Previous Planning Meeting Minutes (26th June 2012 & 2nd July 2012)

Cllr Munby proposed that the minutes of the 26th June 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr L. Turner, All in favour.   

 

Cllr Munby proposed that the minutes of the 2nd July 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr M. Turner, All in favour.

1874    Current Plans to consider

(i)12/02613/PLF – Erection of single storey extension and dormer s to rear and enlarged window to front elevation at 37 Water Lane, South Cave for Andy Pretorius

Application Type: Full Planning

Cllr Lenton proposed the Parish Council raise no objection on the grounds the application does not have any adverse effect on the property, neighbouring properties or streetscene.  Seconded Cllr Kelly, All in favour.

 

1875    Planning Decisions  

(i) 12/02070/STVAR – Variation of Condition 30 (relating to the permitted floor area for use class) to amend the use class restriction for application 11/04989/STOUT at Spanridge Limited Storage Depot, Stonepit Road, South Cave for Spanridge Ltd.

Approved (No Obj)

(ii) 12/01620/PLF – Proposed change of use of part of sports pavilion to a children’s day nursery (AMENDED DESRIPTION) AT South Cave Bears Day Nursery at South Cave Sports Ground, Church Street for South Cave Social and Recreational Committee

- Approved (defer to ERYC)

Cllr Lenton proposed the Parish Council contact the ERYC planning officer to express the Parish Councils concerns to the conditions placed on the application, as no consideration regarding the safety of pedestrians has been included. Seconded Cllr Barnett, All in favour. 

(iii)12/02309/PLF – Erection of 1.8 meter high boundary fence and replacement of existing gates at Wheels, 42 Station Road, South Cave, HU15 2AA for Mr A. Horsley - Approved (REF)

(iv)12/02515/PLF – Erection of conservatory at rear at 44 Wesley Close, South Cave for Mr & Mrs Ward – Approved (REF)

(v)12/00951/PCC – Conservation Area Consent – Demolition of outbuildings to side and rear at 42 West End, South Cave for Mr & Mrs Stow – Approved (REF)

(vi)12/00950/PLF – Erection of two storey extension to rear following demolition of outbuildings to rear and side, erection of 2no. dwellings and widening of Beck Lane to create vehicular access at 42 West End, South Cave for Mr & Mrs Stow – Approved with Conditions (REF)

The Parish Council noted the Decisions made by the East Riding of Yorkshire Council.

Cllr M. Turner proposed a letter be sent to ERYC, highlighting the Parish Councils Concerns for the safety of pedestrians.  Seconded Cllr Lenton, 7 for 1 Abstention.

 

 

1876    Planning – Appeal

(i)12/01037/PAD – Drewtons Cafe and Farm Shop, Kettlethorpe Hill, South Cave – Display of non-illuminated hoarding sign for Mr C. Taylor

Appeal Starting Date 9th July 2012

The Appeal is for the removal of a condition, which was imposed when the planning application was granted. (Condition: The existing Sign C, located at the junction of A1034 and B1230 shall be removed within one month of the display of the sign, hereby approved.  This condition was imposed to ensure there is no increase in sign numbers on the road frontage and to avoid undue clutter.)

The Parish Council noted the Appeal made to the East Riding of Yorkshire Council.

 

1877    Trees

(i)12/03515/TPO - TPO SOUTH CAVE NO. 15 - 1998 (REF: 501) - Beech Tree - Crown lift to remove lower damaged branches and crown thin by 15 - 20% to allow more light to the garden and removal of deadwood and pruned branches. Lime Tree - Crown lift and removal of 2 lower branches and crown thin by 15 - 20% to allow more light through and remove dead wood and squirrel damaged branches. Both trees located in the rear garden at 15 The Limes, South Cave for Mr Cawkwell.

Cllr Lenton proposed the Parish Council provide the ERYC with a copy of the Parish Councils voluntary tree wardens report, and also expressing the Parish Councils concerns for the safety of these trees, which form a prominent line of trees bordering the north side of Ferry Road, South Cave.  The trees located in the estate named The Limes have under the last 12 years, been under attack from its residents.   Although the Parish Council do not hold any abjections to the trees being made safe and or maintained, if the application is approved the Parish Council request the ERYC be mindful to monitor closely the works carried out to these trees.  Seconded Cllr M. Turner, All in favour.

 

1878    Tree Decisions

(i)The Parish Council received comments from ERYC Tree officer relating to replacement tree for application number 12/01804/TPO – TPO Annie Med Lane, South Cave – T3 Fell multi stemmed Ash Tree to Allow Light into neighbouring property and remove risk of damage at 38 The Meadows, South Cave.

Cllr M. Turner proposed the Parish Council request a tree be replaced in the Annie Med Lane area, and arrange for the ERYC tree officer to attend a meeting to discuss the Trees within the Village.  Clerk to Place matter on the Full Council Meeting to be held 17th September 2012.  Seconded Cllr Kelly, All in favour.

Cllr L. Turner proposed that these items be paid on the grounds of sound financial management of the Parish Council, Seconded Cllr Kelly, All in favour.

 

1880    Other Matters                                                                       

(i)The Parish Council considered the usage of Town Hall by Retinopathy screening, Cllr Barnett proposed the Parish Council contact the surgery to enquire as to why the facility has been withdrawn from South Cave Surgery.  Seconded Cllr Munby, Vote 8 For, 1 Abstention.

(ii)The Parish Council considered comments for Market Weighton Canal and Fiver Foulness report and did not note any additional comments. 

(iii)The Parish Council considered the amendment to the existing Code of Conduct (necessary technical revisions following receipt of regulations, which defined pecuniary interests more widely than had been anticipated).  Cllr Barnett proposed the Parish Council adopt the new Code of Conduct.  Seconded Cllr Kelly, All in favour.
