The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr L. Turner – Raised awareness to the Parish Council of the Portable Stables located at Little Wold Lane.  Clerk advised the Parish Council the ERYC had been in contact with the owners to ensure correct procedures have been adhered.

Cllr Bateman – Raised awareness of the broken fence located at the road Leading to the Hull Animal Welfare, this could pose as a Safety hazard due to the access onto the A63.

Cllrs Galbraith & Smith were present at the meeting:

Cllr Galbraith -  The DLP proposals have been sent and the Parish Council have until the 5th April to respond, the ERYC would like the Parish Council to check the vision and place statement and respond regarding its wording.   The ERYC have also requested the Parish Council advise the ERYC on items the Parish Council are happy with.  

Cllr Kingdom – Advised the Ward Councillors he is despondent with the responses received from the Parish Councils previous comments and felt the ERYC are not listening to the Parish Council.  The latest public consultation, was publicised the  day after the consultation commenced.   Cllr Kingdom would like Cllr Galbraith to take the comments back to the ERYC.

Cllr Galbraith - ERYC are pushing forward the energy together scheme.  This is a scheme to buy energy at a cheapest price, the ERYC will be sending leaflets to every home.

The ERYC have introduced changes to bin collections and advised each Bin collected fortnightly from July 2013.

The ERYC have frozen the Council Tax, and it is believed the Public Services have also been frozen.

The ERYC will be reducing spending by 15 million each year for the next 3 yrs. This could involve up to 50 redundancies, which are trying to avoid, by not renewing short term contracts etc.

Cllr Kingdom proposed that the minutes of the 21st January 2013 be approved and entered into records with three minor amendments, as a true and accurate record, seconded Cllr Munby, Vote 8 in favour, 1 abstention.

                        (i)The Parish Council received crime figures for January & February 2013 from PCSO Nick Overton:

                        January 2013 – seven Crimes were reported

February 2013 – four crimes were reported

                        PSCO Overton advised the Parish Council to be aware of fake £20 notes currently in circulation.

Monthly surgeries will commence in South Cave and may consider the use of the Town Hall.

(i)As the Parish has not called a poll, the Parish Council considered the application received for co-option. 

Cllr Barnett proposed that in light of the information contained within the application, Ms Karen Warren should be co-opted to Parish Council, seconded Cllr Kelly, vote: 6 in favour, 2 abstentions, 1 against

                        (i)The Parish Council noted the thank you letter received from resident relating to Footpath number 7 footbridge works.

(ii)The Parish Council noted the invite received for Cave Castle Family Fun Day – 1st April 2013, Cllr Barnett proposed the Parish Council support the event, any charity proceeds received should be in support of Hull Animal Welfare, Seconded Cllr L. Turner, All in favour.

(iii)The Parish Council noted the Minutes of meeting held at Bully field.  Cllr L. Turner requested to be involved in any future meeting in relation to the Bully Field.

(iv)The Parish Council noted the ERNLLCA newsletter.

(v)The Parish Council noted the 2011 Census data release.

(vi)The Parish Council noted the update received relating to HM Everthorpe – Transitions project.

(vii)The Parish Council noted the letter received from resident relating to Beck Lane, South Cave and requested Clerk confirm to resident the Parish Council intends to take action if necessary to ensure improvement works are completed to Beck Lane once the project has been completed at 42 West End, South Cave. 

(viii)The Parish Council noted the ERYC report relating to Community Funds linked to Energy Related Developments.

(ix)The Parish Council noted the ERYC Dog Order review and no alterations were required.

(x)The Parish Council considered SLCC Conference and training programme 2013 and suggested Clerk submit further details on suitable Courses when available.

(xi)The Parish Council noted the advanced Chairmanship development programme 2012-13.

Cllr M. Turner requested dated for 2013 to attend Part 1 of the Advanced Chairmanship course.

(xii)The Parish Council considered the Agenda display on Parish Council website and requested Clerk proceeds with the arrangements.

(xiii)The Parish Council noted the ERNLLCA spring conference 2013.  Cllr Kingdom proposed Clerk and Cllr Kelly attend the conference.  Seconded Cllr Munby, All in favour.

Cllr Kelly proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr Lenton, All in favour.

(ii)The Parish Council noted the Grass Cutting Services arrangements 2013 to be completed by Mr J. Ellerker. Works to be completed using the schedule of works received and any additional work to be authorised by The Clerk.

(iii)The Parish Council noted the recommendation from Open Spaces Committee meeting held Monday 28th January 2013 ref: OSC 311 to resolve that the Council in accordance with its power under s1 of the Local Government Act 1967 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and consider the estimates received.   The Clerk advised this matter will be placed on the next Full Council Agenda as Estimate were unavailable.

(iv) The Parish Council resolved in accordance with its power under S137 & 139 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure:

A £250 donation to the South Cave Womens Institute for maintenance and improvements works to the hall, proposed Cllr Kingdom, seconded Cllr Kelly, All in favour.

(v)The Parish Council received the update relating to Council Tax support 2013/14 and the additional Grant received from the ERYC.  The Parish Council were made aware the additional Grant received may not be available for 2014/15 precepts.

58830213        Other Matters

(i)The Parish Council considered an additional representative for South Cave Preservation Society war memorial working party.  Cllr Bateman volunteered to represent the Parish Council. 

(ii)The Parish Council considered a representative from the RSA Transition team to speak at Annual Parish Meeting May 2013 (date to be set) and requested Clerk make arrangements. 

(iv)The Parish Council received LDF update (now named DLP) and noted receipt of ERYC letter & Draft document. 

(v)The Parish Council noted the additional Planning Meeting scheduled to approve final LDF Draft Consultation response – Monday 25th March 2013

(vi)The Parish Council noted the removal of the Bottle Banks located at Wadley Plump carpark and requested the Footway sweeper re-visit the site to clear the glass.

(vii)The Parish Council noted response received relating to the loss of Litter Bin previously located at Church Street carpark, in which the ERYC advised they no longer supply post mounted bins.

(viii)The Parish Council received an update relating to South Cave Flood Mitigation funding following meeting to be held on Monday 18th February 2013 and noted the proposed improvement.


(ix)The Parish Council noted matters outstanding and received update from The Clerk:

(i)Railings at Little Wold Lane, South Cave – The ERYC are aware of the problem which will be rectified as soon as possible

(ii)Available materials for footpath number 7 repair works – The ERYC are aware the Parish Council have requested the materials and will make contact once they have this in place.

(iii)Market Place & Church Street Parking Problems – The ERYC have advised they are in the process of compiling information and will respond the to Parish Council in due course.

(iv)Stonepit Road – petition update – The ERYC have not provided a update for the Clerk to provide.

(vi)Library Carpark closure – The ERYC have advised the Carpark opening times will remain.

(vii)Market Place school crossing patrol – The ERYC are still advertising this position and will advise the Parish Council in due course.

(viii)Wadley Plump – safety problems – The ERYC have advised the Parish Council they are currently reviewing the budgets and will inform the Parish Council once the matter has been reviewed.
