Planning Meeting 2nd June 2014

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

2013    Elect Chair 2014/15

(i)Cllr Munby proposed Cllr M. Turner be elected as Chair, Cllr Turner expressed he did not wish to take the chair.  

Cllr Bateman proposed Cllr L. Turner be elected as Chair for year 2014/15, Seconded Cllr Kelly, All in favour.

 

2014    Apologies for absence

Cllr L. Turner proposed apologies be accepted from Cllrs Kingdom & Barnett, seconded Cllr Munby, All in favour.

2016    Planning

 (i)13/04049/PLF (Amended Plans)

Proposal:

Erection of a single storey extension at rear, and construction of 1.5m high wall along south-eastern boundary (Revised scheme of 13/02758/PLF)

Cllr Munby proposed the Parish Council raise no objection to the application and suggest the Stone Wall to the roadside be kept in keeping with the Grate i listed Church opposite the property.  Seconded Cllr Kelly, Vote: 8 in favour, 1 abstention

Proposal:

Erection of two Storey Extension  to Side

Location:

3A Newfield Lane, South Cave

Cllr Munby proposed the Parish Council raise no objection to the application as this has no adverse effect on the neighbouring properties or the streetscene.  Seconded Cllr Kelly, Vote 8 in favour, 1 abstention

 

(iii)14/01486/PLF – Full Planning

Proposal:

Erection of single Storey Extension to rear

Location:

4 Middle Garth Drive, South Cave

Cllr M. Turner proposed the Parish Council raise no objection to the application as this has no adverse effect on the neighbouring properties or the streetscene.  Seconded Cllr Kelly, All in favour

 

(iv)14/01176/PLF – Full Planning

Proposal:

Erection of 1no. Dwelling with integral triple garage

Location:

Land Rear of 62 Beverley Road, South Cave, HU15 2BB   

Applicant:

Mrs E. Christmas  

Cllr Munby proposed the Parish Council recommend refusal of this application due to massing and dominance of this large proposal, which would be out of character with the surrounding bungalows and have a detrimental effect on the surrounding single dwellings along this side of Beverley Road which are set in large spacious gardens.  Concerns have not been addressed regarding the narrow access road which currently services 5 properties and with planning permission already granted for a sixth, the Parish Council feel this road is not sufficient standard and width to service any more properties, Seconded Cllr M. Turner, All in favour.

 

(v)14/01517/PLF – Full Planning

Proposal:

Installation of 2no biomass boilers and photovoltaic panels

Location:

South Cave Church of England Voluntary  Primary School, Church Street, HU25 3EP

Cllr Munby proposed the Parish Council Recommend refusal of this application due to the following:

i)Although the Parish Council have no objection to Bio-Mass Boilers being installed, grave concerns have been raised in relation to  potential hazardous emissions.  The Bio-mass boiler(s) have been positioned adjacent to the reception and Year one playareas and also the Playgroup playareas

ii)The Design & Access statement is incorrect as much is referring to a Care Home and is not specific to South Cave CE School

iii)The Bio-mass boiler(s) have been installed within close proximity to buildings with the potential hazard of emissions entering open windows

iv)The Bio-mass boilers have been installed with no protective boundary, therefore allowing children/visitors to shelter and play next to and around the housing, increasing the hazard of inhaling hazardous emissions

v)Due to the serious potential Health & Safety hazard posed by this application, the Parish Council have requested Parents/Guardians of those children within the school be consulted and made aware of the application

(vi)The Committee considered the request for pre-planning community consultation received from Earthmill Ltd re: applications 13/01095/PLF & 13/02887/PLF (Withdrawn).  Cllr Munby proposed the Parish Council respond by drawing attention to the aerodrome at Mount Airey, Seconded Cllr Bateman, All in favour

(vii)The Committee noted the letter received from Earthmill Ltd regarding proposed development for a single wind turbine at Becks Farm, North Newbald, YO43 4SQ

(viii)The Committee noted the email received from ERYC regarding Planning at Sewell Garage, South Cave and the Draining improvements being installed

2018    Tree Decisions

(i)14/00743/TPO

Proposal:

TREE PRESERVATION ORDER – SOUTH CAVE – 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA – Fell Sycamore (T1) on safety grounds and crown reduce three Sycamores (T2 – T4) to 19m to reduce the risk of blowing over onto adjacent properties

2019     Local Plan

(i)The Committee noted ‘Making it Happen’ East Riding Local Plan – Submission of Proposed Submission Strategy Document and Allocations Document, being available to view at www.eastriding.gov.uk/localplanexam

 

2020     Trees

(i)The Committee noted the letter received relating to tree replacements at 17 Station Road, South Cave (14/00102/TPO) and expressed appreciation of the works being undertaken to re-plant removed trees

 

 

 

2021    Other Matters

(i)The Committee deferred matter to next Full Council Agenda - To consider request for Grade ii listing on Low Drewton, Station Road, South Cave

(ii)The Committee reviewed the Cemetery Grass cutting services and consider additional cuts (£168.00 additional cut).  Cllr Warren proposed the Committee authorise for once additional cut to be made and further cuts to be referred to Full Council if required, Seconded Cllr Munby, All in favour

(iii)The Committee considered the continuation of Garden Allotment holder for non resident (Plot number 19).  Cllr Munby proposed the Parish Council continue the agreement for the present year 2014/15 and review prior to the new agreement 1st May 2015, when the allotment should be offered to the first resident of South Cave waiting on the list, Seconded Cllr L. Turner, All in favour

(iv)The Committee considered the installation of Shed for Allotment number 5 at Cave Gates Garden Allotments.  Cllr L. Turner proposed the Parish Council raise no objection to the Shed providing this does not exceed 10ft x 8ft, is green in colour and has a felt roof.  Seconded Cllr Munby, All in favour
