The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

2023    Apologies for absence

Cllr Warren proposed apologies is accepted from Cllr Kelly, seconded Cllr Kingdom, All in favour.

 

2024    Declarations of Interest

Cllr Franks declared a non pecuniary interest in item reference 2025 (iii)

Cllr Bateman declared a non pecuniary interest in item reference 2025 (i)  & (iv)

2025    Planning

            (i)14/00564/VAR – Variation of Conditions

 

Proposal:

(ii)14/01396/STPLF – Strategic – Full Planning Permission

 

Proposal:

Change of use of land for the siting of 18no workers caravans

Cllr Kingdom proposed the Parish Council raise no objection to the application with the following conditions:

(i)Permission is restricted for up to five years for reasons of residential amenity in keeping the units in good repair, the caravans be used for the South Cave workers only

(ii)Tree & hedge screening on the two open sites to the road and countryside

(iii)Occupancy for eleven months of the year only to prevent permanent residential occupation

(iv)The occupation of the site does not take place until the existing site is closed and caravans removed for the interests of restricting the number of caravans on the site

Proposal:

Cllr Kingdom proposed the Parish Council raised no objection to the application, having no visual impact on the streetscene and no impact on neighbouring properties.  The extension will be close to a neighbouring tree this and surrounding tees should be protected whilst the buildings works are being completed.   The design of the extension should account for the presence of tree roots.   There is no reason for the Thuja tree to be removed and in the event of this being removed a suitable replacement, preferably to the front of the property should be re-planted as this application is within a conservation area.  Seconded Cllr L. Turner, Vote 6 in favour, 1 abstention

 

(iv)14/01623/PLF – Full Planning Permission

Proposal:

Erection of a replacement detached dwelling and garage (Revised scheme of 08/03635/PLF)

Cllr Munby proposed the Parish Council raise no objection to the application, having no detrimental impact on the streetscene providing the current tree screen and hedging remain.  Seconded Cllr L. Turner, All in favour

 

(v)14/01774/PLF – Full Planning Permission

Proposal:

Erection of double detached garage following demolition of existing car port

Location:

2 Pinfold, South Cave

Cllr Warren  proposed the Parish Council raise no objection to the application having no detrimental impact on neighbouring properties or the streetscene, the tree located to the boundary of the site within the neighbouring property, should be protected whilst the works are being completed, Seconded Cllr Bateman, All in favour

(ii)Appeal Ref: APP/E2001/A/14/2214687

Land north of The Stray, The Stray, South Cave, Brough HU15 2AL

The appeal is made under section 78 of the Town and Country Planning Act 1990 against

a refusal to grant outline planning permission.

The appeal is made by Mr David Watts against the decision of East Riding of Yorkshire

Council.

The application Ref 13/03446/OUT, dated 5 August 2013, was refused by notice dated

16 January 2014.

The development proposed is development of up to 24 homes.

Approved (REF)

 

The Parish Council noted the decision made by the East Riding of Yorkshire Council. The Parish Council were extremely disappointed with the decision made, the junction to Little Wold Lane and Beverley Road will not be improved.  Cllr Kingdom proposed the Parish Council write to the East Riding of Yorkshire Council and Ward Councillors expressing great disappointment that despite members wishes the East Riding of Yorkshire Council officer’s offered no evidence relating to highways and flooding issues.    Seconded Cllr L. Tuner, All in favour

 

2027    Tree Applications

(i)14/01700/TCA - Tree Works in Conservation Areas

Proposal:

 SOUTH CAVE CONSERVATION AREA - Remove 4 Conifer trees from the banking around the bowling green due to roots impacting on the playing surface of the green and lifting pavers causing a trip hazard.

Location:

 Church Street Bowling Green Church Street South Cave East Riding Of Yorkshire  

 

Applicant:

 South Cave Bowls Club

 

Cllr Waren proposed the Parish Council recommend refusal to the application, the application includes insufficient grounds for removal.  The trees show no evidence of disease and the loss of these trees with have a detrimental impact on the streetscene within this conservation area.  The trees can be viewed from Church Street which is a main route through the village and the remaining ground within the Bowling Area provides sufficient disabled access for visitors and users.  Seconded Cllr M. Turner

Proposal:

TREE PRESERVATION ORDER – SOUTH CAVE – 1971(REF .268) AND SOUTH CAVE CONSERVATION AREA – Fell four beech trees for safety reasons

Approved (Recommend removal of x1 diseased tree)

The Parish Council noted the decision made by the East Riding of Yorkshire Council
