The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

2061      Tree Applications

(i)14/03214/TPO

Description of Works: TPO - SOUTH CAVE - 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA - Fell Sycamore (T1) to reduce the risk of the tall tree blowing over in strong winds and on to the adjacent properties.

Cllr Barnett proposed the Parish Council raise no objection to the application providing two mature replacement species are replanted.  Seconded Cllr Franks, All in favour.

(ii) 14/03300/TPO

Description of Works: TPO - SOUTH CAVE - 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA - Fell a Sycamore (T1) due to health and safety reasons

Application Type: Works to Protected Trees

Cllr Kingdom proposed the Parish Council recommend refusal of the application as the works should have been included in the planning application 14/02868/PLF and there is no valid reason such as disease to justify the felling of the tree.  If the East Riding of Yorkshire Council are minded to approve the application, the Parish Council request substantial replacement tree be re-planted.  Seconded Cllr Kelly, All in favour.

(iii) 14/03327/TCA

Description of Works: SOUTH CAVE CONSERVATION AREA - Fell Holly tree as the gradual and visually obvious die back indicates the tree limbs may be weak and could collapse and cause damage to the house, garage or pavement area in front of house.

 2062           Planning Applications

                   (i)14/02747/PLF

Proposal:

Full Planning Permission

Erection of 1no Wind Turbine (36.4m to hub and 46.3m to tip) and associated infrastructure

Location:

Land South East of Mires Beck Nursery, Common Road, South Cave

Applicant:

RL Tucker Farms Ltd

 

Meeting closed at 7:25p.m for member of public to speak. 

Concerns were raised with the close proximity to neighbouring properties and the number of wind turbines/farms proposed to be erected around the skyline of this area.  The area is flat, making tall erections visible from high landscape value areas.  The turbine will be in close proximity t grade ii listed buildings and close to nature reserves and flight paths for migrating birds. 

 Meeting was re-opened at 7:35p.m

Cllr M. Turner proposed the Parish Council recommend refusal to the application on the following grounds:

(i)The proposed site area is located on Wallingfen Cave Common, which forms part of

the flat landscape of the Humberhead Levels. The site is adjacent to a large working

farmstead and a huge complex of glasshouses.  The structure will impose a detrimental impact on properties within close proximity of the site.  The adjacent residential caravan park has not been included in this application.

(ii)The application will be an overdevelopment of agricultural land and will have a detrimental impact on the character of the South Cave. 

The Site is also within close proximity to designated heritage assetts within South Cave and Ellerker including Grades one and two listed buildings.  The Parish Council support the English Heritage view and a full site assessment should be completed prior to any decision being made.

(iii)The detrimental impact on migrating birds as the site lay within a important corridor for wildlife including the Marsh Harrier and the sites close proximity to Nature reserves protecting various species at the Humber Estuary and the Yorkshire Wildlife Trust site at North Cave wetlands. 

(v)The detrimental negative visual impact on Public Footpaths 5, 6 & 15

(vi)The substantial detrimental noise impact on numerous properties within close proximity, the application form states the proposal is for the installation of an 80kW turbine, but the noise assessments are based on a 55kW turbine, a revised noise assessment should be submitted.

                   Cllr Kingdom proposed the Parish Council recommend refusal of the application due to the building not being in keeping with other properties within the vicinity,  the inappropriate over development and massing of the site, its close proximity to the road and neighbouring properties.   The detrimental light impact on the bungalow to the rear (Number 83).   Seconded Cllr Kelly, Vote 9 in favour, 1 abstention

                   Cllr Foley proposed the Parish Council raise no objection to the application, having no impact on neighbouring properties or the streetscene, seconded Cllr Barnett,  All in favour.

 

2063          Tree Decisions

(i) 14/02742/TCA

Proposal: SOUTH CAVE CONSERVATION AREA - Sensitive crown lift and deadwood Sycamore tree (T1) located to the northern front boundary, Remove Sycamore tree (T2) along eastern side boundary, Remove Sycamore tree (T3), Norway Maple (T4) and entire line of self-seeded Norway Maples (Belt 1) from southern rear boundary.

(ii) 14/02775/TPO - TPO - CHURCH STREET, SOUTH CAVE - 1968 (Ref.127) - Fell Evergreen tree located in the front garden due to extreme height, all lower branches have died, causing excessive shading and blocking all light from the lamp post at the end of the close.

2065          Correspondence

                   (i)To note concerns received from Ellerker Parish Council regarding Planning Applications/Consultations.  Cllr Kingdom proposed the Parish Council submit a letter to Yorkshire Water requesting details and capacities of the sewage treatment works at Ellerker.  Seconded Cllr L.
