Planning Meeting 3rd December 2012

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:            Cllrs Barnett (Chair), M. Turner,  L. Turner, Bateman, Lenton, Kelly, Hardy, Munby, Jamieson & Kingdom

1895    Apologies for absence

Cllr L. Turner proposed apologies be accepted from Cllr Phillips, Seconded Cllr Lenton, All in favour.

 

1896    Approval of Previous Planning Meeting Minutes (1st October 2012)

Cllr Kingdom proposed that the minutes of the 1st October 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr M. Turner, All in favour.   

                                                                                                                        

1897   Declarations of Interest

There was one declaration of interest:

Cllr L Turner declared a non pecuniary interest in minute reference 1901(i)

 

1898    Current Plans to consider

(i)12/04463/PLF – Construction of a layby adjacent to a newly installed water pumping station at Layby south of Riplingham Lodge, Riplingham Road, South Cave for Yorkshire Water Services.

Application Type: Full Planning Permission

Cllr M. Turner proposed the Parish Council raise no objection to the application as this will have no major effect on Neighbouring Properties or Streetscene.  Seconded Cllr Munby, All in favour.

(ii)12/04549/PLF – Retention of all weather mιnage and horse walker at 19 Newfield Lane, South Cave for Mr & Mrs D. Long

Application Type: Full Planning Permission

Cllr L. Turner proposed the Parish Council raise no objection to the application as this will have no major effect on Neighbouring Properties or Streetscene.  Seconded Cllr Kingdom, All in favour.

 

1899    Tree Applications to consider

(i)TPO SOUTH CAVE - 1971 (REF. 268) AND SOUTH CAVE EAST CONSERVATION AREA - A - Reduce Holly hedge by 1-2ft to align with previous height, B - Removal of young Oak tree too close to adjoining tree, C - Canopy raise, thin and crown clean Beech tree, D - Removal of young Silver Birch as warped, too close to adjoining trees and growing into Beech canopy, E - Minor pruning of wind damaged branches of Yew tree, F - Removal of young tree (weeping variety) as too close to adjoining trees, G - Canopy raise/tidy young Maple tree, H - Removal and stump grind young Cherry tree to allow other trees in vicinity to thrive, I - Removal and stump grind young Apple tree as not thriving, J - Removal and stump grind young Sycamore to facilitate growth of remaining trees in vicinity and K - Simple tidy/trim top of Holly Bush. At Holly House, 17B Brough Road, South Cave for Mrs Dawn Ward

Application Type: Works to Protected Trees.

Cllr Lenton proposed the Parish Council raise to objection to the application and refer the East Riding of Yorkshire tree officer to the Parish Councils tree wardens report.  Seconded Cllr Kelly, All in favour.

 

1900    Trees Application Decisions

(i) 12/04017/TCA -  SOUTH CAVE EAST CONSERVATION AREA - Fell one Poplar tree due to extensive dieback, shedding branches, potential damage to septic tank in close proximity, causing excessive shading to property and is of low amenity value. at The Grove Stonepit Road South Cave East Riding Of Yorkshire HU15 2BY  for Nu-Lawn Landscapes

Application type: Tree Works in Conservation Areas

Approved recommends where possible the planning of a suitable replacement tree(s) following the removal of the existing. (Defer to the East Riding of Yorkshire Council)

(iii) 12/03886/TCA - SOUTH CAVE EAST CONSERVATION AREA - Remove dead Eucalyptus from northern boundary.  Sycamore and 2 Ash trees on northern boundary require tidying as they are beginning to grow towards neighbours conservatory.  Crown lift 1 Conifer, 1 elongated Sycamore, 1 Lombardy Poplar with evidence of extensive co-dominant stem 1 Alder leaving better shaped second Alder.  Remove 2 White Poplar trees in the southern corner and remove 3 self-seeded elongating Sycamores.  Tidy Laurel by the garage and clear the area behind the garage at 77 Market Place South Cave East Riding Of Yorkshire HU15 2AS  for Mr Neil Ward

Approved (No Obj with conditions)

The Parish Council noted the decisions made by the East Riding of Yorkshire Council.

 

1901    Other Matters

(i) The Parish Council noted For information only letter received from Mr Wilson relating to Development at 43 Bacchus Lane, South Cave.

(ii)The Parish Council noted the Draft Traffic Regulation Order - Beverley Road, South Cave.  Cllr Lenton proposed the Parish Council support the East Riding of Yorkshire Councils proposals in the interests of road Safety.  Seconded Cllr Hardy, All in favour.

(iii)The Parish Council  noted the withdrawal of appeal by Mr C. Taylor, Drewtons cafe and farm shop, Kettlethorpe Hill, South Cave – APP/E2001/H/2177712
