Planning Meeting 3rd February 2014

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1989    Apologies for absence

Cllr Barnett proposed apologies be accepted from Cllrs Kingdom & Warren, seconded Cllr Kelly, All in favour.

1991    Planning

(i)14/00018/PLF – Erection of single storey extensions to side and rear at 41 Beverley Road, South Cave for Mr & Mrs Boswell.

Cllr Munby proposed the Parish Council raise no objection to the application as this has no adverse effect on the neighbouring properties or the streetscene.  Seconded Cllr Kelly, All in favour

(ii)14/00059/PLF – Erection of a detached swelling and garage at Land north of 51 Little Wold Lane, South Cave for Mr & Mrs Parker.

Cllr M. Turner proposed the Parish Council raise no objection to the application as this would have no adverse effect on the streetscene.  The Parish Council raised concerns with the access over the dyke and has requested a adequate bridge be installed with sufficient height to ensure no impact on the water flow is incurred.  Seconded Cllr Munby, All in favour.

(iii)13/03971/PLF – Change of use and conversion of redundant barn to include an extension to form a dwelling at Low Drewton, Station Road, South Cave for Mr G Burton.

Cllr Barnett proposed the Parish Council raise no objection to the application having an improvement to the streetscene.  The Parish Council raised awareness to the potential danger driving north on the A1034 and the right turning onto the property and the possible restriction in vision on this very busy road. Seconded Cllr L. Turner, All in favour.

(iv)13/00128/PLF – Erection of first floor extension at 15 The Meadows, South Cave for Mr & Mrs Singleton.

Cllr L. Turner proposed the Parish Council raise no objection to the application having no adverse effect on neighbouring properties or the streetscene.  Seconded Cllr Foley, All in favour.

 

1992    Planning Trees

(i) 14/00102/TPO - Description of Works: TPO SOUTH CAVE - 1971 (Ref 268) AND SOUTH CAVE CONSERVATION AREA - Remove large branch from Scots Pine (T9) which overhangs the public footpath and is potentially dangerous to the public. Prune lower branches of Sycamore tree (T12). Remove two small branches from Maple tree (T14). Prune lower branches of Beech tree (T19) and three Oak trees (T24,T26,T28) to allow greater light penetration. Fell two Scots Pine trees (T48,T51) as represent a potential hazard in high winds and a potential health hazard to grandchildren.

Cllr Foley proposed the Parish Council recommend the following:

Item (T9) The Parish Council raised no objection for these works

Item (T12) The Parish Council raised no objection to limited pruning to the lower branched and for the tree officer to be present and determine the level to be pruned, with minimal impact on the tree

Item (T14) The Parish Council raised no objection to limited pruning to the lower branched and for the tree officer to be present and determine the level to be pruned, with minimal impact on the tree

Items (T19, T24, T26 & T28) The Parish Council raised no objection to limited pruning to the lower branched and for the tree officer to be present and determine the level to be pruned, with minimal impact on the tree

Items (T48 & T51) The Parish Council raised objection to the felling of these trees, having no disease and no not look unhealthy.  If the Tree Office approved the application, the Parish Council have requested the trees should be replaced with the same specimen trees in order to maintain the tree stock.

Seconded Cllr Kelly, Vote 5 in favour, 3 abstentions

(ii) 14/00110/TCA - SOUTH CAVE (EAST) CONSERVATION AREA - Fell one Ash tree, leaving the stump intact to support the beck bank as it drastically reduces the light to the rear of the property, creates a lot of mess to the conservatory roof and the patio and in autumn the leaf fall creates a lot of work.

Application Type: Tree Works in Conservation Areas

Cllr Barnett proposed the Parish Council recommend refusal to the application.  The tree is one of two remaining trees, which were preserved by the East Riding of Yorkshire Council when the developers originally requested planning of Appleton Gardens.  The loss of the tree would have a significant visual impact on the area and the Parish Council would like to maintain the Natural Habitat for wildlife.

(i)13/03446/OUT – Outline – Erection of 24 dwellings (access to be considered) at  Land to north of The Stray, South Cave for David Watts

            The application was refused on the grounds of sustainability, the cumulative impact of traffic, drainage, that preferred sites had been identified in the village and that it contravenes the emerging draft Local Plan. Refused (REF)

            (ii)13/03611/PLB - Installation of replacement windows at Old Cottage 2A Market Place South Cave East Riding Of Yorkshire HU15 2BP for Mr M. Franks – Approved (No Obj)

            (iii)13/03670/PLF – Erection of single storey extension to rear at 10 Castle Farm Court, Church Hill, South Cave for Mr Bury – Approved (No Obj)

            (iv)13/04001/VAR – Variation of Condition 3 (Opening hours) of planning permission 12/01620/PLF at South Cave Bears Day Nursery, South Cave Sports Ground & Pavilion, Church Street, South Cave for Mrs Janina Simpson – Approved (No Obj)

            (v) 13/03919/PLF - Erection of a single storey extension to the rear at 19 Shepherds Well South Cave East Riding Of Yorkshire HU15 2GE for Mr Will Peers – Approved (No Obj)

            (vi)13/03969/PLF – Retention of replacement 1.8m high wall and gates at Low Drewton , Station Road, South Cave for Mr G Burton – Approved (No Obj)

            The Parish Council noted the decisions made by the East Riding of Yorkshire Council

 

1994    Trees Decisions

            (i)13/03871/TPO – Fell 7 beech trees for health and safety reasons at 17 Castle Drive, South Cave for Mr John Garrow – Approved (REF)

            The Parish Council noted the decisions made by the East Riding of Yorkshire Council

 

            The Parish Council requested a meeting be arrange with the head of department for trees at the ERYC to discuss the decision made and also the future of TPO’s around the village. Clerk to make arrangements for this.

 

1995    Forward Planning

(i)The Parish Council noted the North Cave Neighbourhood Plan consultation and note the Area Application published for public consultation running from Monday 13 January to Monday 24 February 2014.

 

1996    Other Matters

(i)The Parish Council  considered HWRCC attendance to Full Council meeting to consider a Community Development plan and requested Clerk make arrangements for a presentation at the next Full Council meeting.

(ii)The Parish Council received the response regarding invite to Public Meeting by WED Renewable - regarding the Ellerker Windfarm Proposals in which a refusal for a meeting at this stage has been received.  Cllr Barnett proposed a leaflet drop to the residents providing information on where to receive further information should be distributed as many residents seem to be unaware of the Wind Farm proposals.  Seconded Cllr Kelly, All in favour.

(iii)The Parish Council received the draft letter to Post Office and MP David Davis regarding, proposed Post Office closure.  Cllr Kelly proposed the letter be forwarded as soon as possible, Seconded Cllr Barnett, All in favour.
