Planning Meeting 3rd March 2014

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:           Cllrs M. Turner (Chair), Barnett, L. Turner, Kelly, Bateman, Warren, Kingdom, Munby & Foley

1997    Apologies for absence

Cllr Kelly proposed apologies be accepted from Cllr Jamieson, seconded Cllr Munby, All in favour.

 

1998    Declarations of Interest

There were no declaration of interests

 

1999    Planning

(i)14/00108/PLF – Erection of a two storey extension to side and single storey extension to rear (Re-Submission of 13/01066/PLF) at 114 The Stray, South Cave for Mr & Mrs Hughes

Application Type: Full Planning Permission

Cllr Munby proposed the Parish Council raise no objection to the application as this has no adverse effect on the neighbouring properties or the streetscene.  Seconded Cllr Kingdom, All in favour

 

2000    Planning Decisions

(i) Appeal Ref: APP/E2001/A/13/2202567

• The appeal is made under section 78 of the Town and Country Planning Act 1990

Against a refusal to grant planning permission

• The appeal is made by Mr P C Wilson against the decision of East Riding of Yorkshire

Council.

• The application Ref DC/12/04827/PLF/WESTES, dated 29 November 2012, was refused

by notice dated 6 February 2013.

• The development proposed is erection of 3no. Dwellings and garages, use of land for the construction of tennis courts, construction of highway turning facility and provision of

Improved access following demolition of an existing dwelling

Decision

1. The appeal is allowed and planning permission is granted for the erection of 3no. dwellings and garages, use of land for the construction of tennis courts, construction of highway turning facility and provision of improved access following demolition of an existing dwelling at 43 Bacchus Lane, South Cave, Brough, HU15 2ER in accordance with the terms of the application, Ref

DC/12/04827/PLF/WESTES, dated 29 November 2012, subject to the conditions set out in the attached schedule. (REF)

            The Parish Council noted the decision made by the East Riding of Yorkshire Council

 

2001    Trees   

            (i)The Committee noted the Tree Wardens job specification. Cllr Munby proposed the Parish Council proceed with the specification and provide the information to the voluntary Tree Warden.  Seconded Cllr Kingdom, All in Favour.

 

 

 

 

 

2002    Other Matters

(i)The Committee considered the ERYC Street Name Bank and requested a list be presented to Full Council on 17th March 2014

(ii)The Committee noted the verbal update regarding the informal meeting held relating to project at Westcote Farm

(iii)The Committee considered ideas for Charity funding offered by Costcutters and requested Clerk forward the details onto the various Youth provisions within South Cave

(iv)The Committee considered the flyer advertising the defibrillator installation and note the drop in session date.  Cllr Barnett proposed the Parish Council make arrangements for the distribution of the flyer to residents by the Probation Service.  Seconded Cllr L. Turner, All in Favour

(v)The Committee noted ‘The Big Tree’ planting date as Friday 14th March 2014 and requested volunteers for the project.

(vi)The Committee received an update on Ellerker Wind Farm project and considered the recommendation to hold a public meeting in order to gather information from resident and opinions on the project.  The Committee clarified the meeting would be for information purposes only and the Parish Council and its Councillors will not be indicating support or opposition to any potential application, as to do so  would seriously compromise the position should the matter appear on a Parish Council for a decision at a later stage.  Cllr Barnett proposed the Parish Council arrange the Public Meeting for Wednesday 12th March 2014 at South Cave CE Church (Main Hall) commencing 7:30p.m.  A Flyer to residents advertising the meeting to be distributed.  Seconded Cllr Foley, All in favour

 

2003    East Riding Local Plan

(i)The Committee noted the ‘Making it Happen’ East Riding Local Plan – Proposed Submission for Strategy Document and Allocations Document and received a verbal update from Cllr Kingdom.  It was noted the submission includes duplicates of previous comments made on the matter, and the final submission be made by Monday 10th March 2014.

(ii)The Committee considered the information received from HWRCC regarding Neighbourhood Development plan at the Full Council Meeting held on Monday 17th February 2014.  Cllr Barnett proposed the Parish Council proceed no further in a Neighbourhood Development Plan.  Seconded Cllr Munby, All in favour.
