Planning Meeting 3rd September 2012


The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1881    Apologies for absence

Cllr L. Turner proposed apologies be accepted from Cllrs Barnett, Kingdom & Munby, Seconded Cllr Kelly, All in favour.


1882    Approval of Previous Planning Meeting Minutes (13th August 2012)

Cllr Lenton proposed that the minutes of the 13th August 2012 be approved with three minor amendments and entered into the records as a true and accurate record.  Seconded Cllr Kelly, Vote 7 for 1 abstention.   


1883   Declarations of Interest

Cllr Bateman declared a non pecuniary interest in minute reference 1885 (ii)


1884    Planning Decisions  

(i)12/02613/PLF – Erection of single storey extension and dormer s to rear and enlarged window to front elevation at 37 Water Lane, South Cave for Andy Pretorius

Application Type: Full Planning – Approved (No Obj)

(ii)12/02637/PLF – Erection of first floor extension to side at 62 Castle Drive, South Cave for Mr & Mrs Drewery

Application Type: Full Planning Permission – Approved (No Obj)

(iii)12/02362/PLF – Erection of a dwelling and garage at land East of 26 Station Road, South Cave for Mr & Mrs Scott

Application Type: Full Planning Permission – Withdrawn (REF)

(iv)12/02459/PLF – Change of use for agricultural land to construction training site with bunded fence at Land North West of Mill Farm, Common Road, South Cave for K and MJ Noble.

Application Type: Full Planning Permission – Approved (No Obj)

The Parish Council noted the decisions made by ERYC.


1885    Planning Matters

(i) 12/01620/PLF – Proposed change of use of part of sports pavilion to a children’s day nursery (AMENDED DESRIPTION) AT South Cave Bears Day Nursery at South Cave Sports Ground, Church Street for South Cave Social and Recreational Committee

- Approved (defer to ERYC)

The Parish Council noted ERYC decision.   Cllr L. Turner proposed the Parish Council contact the ERYC in response to their letter to request details of the ownership of the access road and verges.  Seconded Cllr Lenton, All in favour.

(ii)12/00950/PLF – Erection of two storey extension to rear following demolition of outbuildings to rear and side, erection of 2no. dwellings and widening of Beck Lane to create vehicular access at 42 West End, South Cave for Mr & Mrs Stow – Approved with Conditions (REF)

The Parish Council received a update on the ERYC decision and requested Clerk continue to correspond with the Highways Department relating Back Lane.


1886    Trees

(i) TPO SOUTH CAVE NO.15 - 1998 (REF.501) - Crown lift T1-T5 Pine and Larch trees over ten foot and proximity prune T3 to two meters from house at 12 The Limes South Cave East Riding Of Yorkshire HU15 2FG  for Mr R Smith

Application type: Works to Protected Trees

Cllr L. Turner proposed the Parish Council advise the ERYC that although the Parish Council do not hold any objections to the trees being made safe or maintained, if the application is approved the Parish Council request the ERYC be mindful to monitor closely the works carries out to the trees.  Seconded Cllr Phillips, All in Favour.


1887    Finance

(i)The Parish Council noted the loss of two Cllrs being signatories on the Parish Council Bank Mandates.  Cllr L. Turner proposed Cllrs Hardy & Kelly be included on the HSBC Bank Mandate and Cllrs Hardy & M. Turner be included on The Co-Operative Mandate.  Seconded Cllr Bateman, All in Favour.

(ii)The Parish Council approved items for payment for September 2012
