Planning Meeting 4th February 2013


The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.


Present:            Cllrs Barnett (Chair), M. Turner, L. Turner, Bateman, Lenton, Kelly, Munby, & Jamieson

1912    Apologies for absence

Cllr L. Turner proposed apologies be accepted from Cllr Kingdom,  Seconded Cllr Munby, All in favour.


1913    Approval of Previous Planning Meeting Minutes (7th January 2013)

Cllr Kelly proposed that the minutes of the 7th January 2013 be approved and entered into the records as a true and accurate record.  Seconded Cllr M. Bateman, All in favour.   


1914   Declarations of Interest

           (i)There was three declaration of interest:

            Cllr Bateman declared a non-pecuniary interest in minute reference: 1915 (i)

            Cllr Kelly declared a non-pecuniary interest in minute reference: 1917 (i)

            Cllr Lenton declared a pecuniary interest in minute reference: 1916 (ii)

(ii)There were no dispensations given to any member of the council in respect of items on the  agenda items.

The Meeting was Closed at 7:04pm for members of the public present to raise their comments to the Parish Council for application 12/04983/OUT:

Mr May, Mount Airey Farm – raised three points for objection:

i)Access, the access is dangerous for additional properties due to the usage of farm vehicles and the speed of the access road

ii)Destruction of an ancient Hedgerow, rich in species and High Landscape Value.  This is also a local wildlife site and protected area.

             iii)Steep Hill is part of the historic Wolds Way

Objection letter forwarded to the ERYC and can be viewed on the ERYC planning portal.

(applicant) Mr Stanley provided the Parish Council with a supporting Statement – Copy’s attached in appendix (i) dated 4th February 2013 & (ii) dated 19th November 2012

Resident located at 78 Beverley road – raised objections to the application for the following reasons:

             i)It has been proposed the land is refused as part of the ERYC LDF plan

             ii)The position of the site is elevated causing a visual impact of the residents property

             iii)The development is outside the development limits and should not be accepted for this reason

Gordon Dickinson, 82 Beverley Road – Raised objections to the application for the following reasons:

i)There is inadequate sewage drainage for the area and additional three properties on this land would not provide adequate soak away for the excess water and sewage.

Objection letter forwarded to the ERYC and can be viewed on the ERYC planning portal.

Resident located at 78 Beverley Road – Raised objections to the application for the following reasons:

i)There is a current problem with the flow of water from the elevated fields, an additional three properties on this elevated piece of land would add to the problem.

             ii)There is a increased threat of accidents from vehicles accessing the properties

iii)The 10ft access will not be adequate to cope with the increased traffic

            The Parish Council re-opened the meeting at 7:15p.m


1915    Current Plans to consider

(i)12/04983/OUT – Outline, Erection of 3 detached dwellings (all matters reserved) at Lane South East of 96 Beverley Road, South Cave for Mr I. Stanley

Application Type: Outline Planning Permission

Cllr Munby proposed the Parish Council recommend refusal of the application as the proposed development is not within the development line and the Parish Council does not support additional



residential building outside the development line.  The development is a elevated position and is located on the Wold Way, and will have a detrimental effect on the street scene and visual amenity, by virtue of the development position being to the rear of the frontage dwellings, which would be out of character in this part of the village.

Seconded Cllr M. Turner, Vote 7 for, 1 abstention


1916    Planning Decisions

(i)12/04463/PLF – Construction of layby adjacent to newly installed water pumping station at Layby South Of Riplingham Road, South Cave, for Yorkshire Water Services.

Approved (No Obj)

(ii)12/04674/REM – Erection of a dwelling following outline approval 11/05856/OUT (access, appearance, landscaping, layout and scale to be considered) at 20 Northfield Close, South Cave for Mr & Mrs Graham Lenton.

Approved (No Obj)

(iii)12/04026/PLF – Change of use of first floor shop (A1) to restaurant (A3) and erection of two storey and single storey extension to rear at The Gallery, 67 Market Place, South Cave for Mr G. Wells

Approved (No Obj)

The Parish Council noted the decisions made by the East Riding of Yorkshire Council.


1917    Tree Applications

(i) TPO SOUTH CAVE 1971 (REF.268) AND SOUTH CAVE EAST CONSERVATION AREA - Fell Prunus located in rear of garden - showing signs of stress and signs of bacterial canker on lower to mid stem at Silvertrees 23 Castle Drive South Cave East Riding Of Yorkshire HU15 2ES for Mrs J. Buxton

Cllr Barnett proposed the Parish Council raise no objection to the application.  Seconded Cllr Munby, Vote 6 for, 1 against


1918    Tree Decisions

(i)12/4871/TCA – Removal of two trees and removal of lowest branch close to Tennis clubhouse Tree species unknown.  Trees interring with bowling green conditions due to lack of sunlight and risk of tree roots interfering with the green - Approved

Cllr Lenton proposed the Parish Council contact the ERYC to express concerns with the work to these trees as these trees are in a prominent position and the loss of the trees will have a detrimental visual impact on the streetscene.  Seconded Cllr Barnett, All in favour.


1919    Other Matters

(i) The Parish Council noted the ERYC ‘Making it Happen’ consultation dates and advised will contact the Clerk with attendees and dates.
