Planning Meeting 6th October 2014

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

2053      Tree Applications

(i)14/02742/TCA - Description of Works: SOUTH CAVE CONSERVATION AREA - Sensitive crown lift and deadwood Sycamore tree (T1) located to the northern front boundary, Remove Sycamore tree (T2) along eastern side boundary, Remove Sycamore tree (T3), Norway Maple (T4) and entire line of self-seeded Norway Maples (Belt 1) from southern rear boundary.

Location; Scouts Hall, Sudbury Heights, 16 Market Place, South Cave East Riding Of Yorkshire, HU15 2BP 

Applicant: Mr Sean Wilson

Application Type: Tree Works in Conservation Areas

Cllr Kingdom proposed the Parish Council recommend refusal of the application.  The Parish Council raised concerns with the ownership of the trees and refuse permission for any works to trees within Parish Council owned land (T1).  The loss of any trees within this application would have a detrimental effect on the visual amenity of the area due to their prominent positions and the Parish Council request TPO’s be placed on the trees under threat.  The application does not clearly identify the land owners being aware of the application.

The Parish Council have requested a meeting be arranged with the applicant, land owner and the Parish Council prior to a decision being made.  Seconded Cllr L. Turner, All in favour

 (ii) 14/02942/TPO - Description of Works: TREE PRESERVATION ORDER - SOUTH CAVE NO.45 - 2011 (REF.1250) -  Reduce major Beech tree limbs by 3-5 metres growing towards the house, reduce limb growing along fence line and crown clean to improve the shape of the tree and reduce the weight of the limbs.

Application Type: Works to Protected Trees

Cllr L. Turner proposed the Parish Council recommend refusal to the application.  This mature tree which has grown well, despite the area being landscaped and is not showing signs of disease or stress is a major asset to the visual amenity and entrance to the village.   It is in a very prominent position and within a conservation area.  The applicant has not put forward a relevant justification for the works and the tree has only recently been protected by a TPO, at which time a assessment was made by the ERYC.  TPO’s can only be obtained under guidelines to which the ERYC adhere and would not have been placed if the tree was failing.  

Seconded Cllr M. Turner, 9 in favour, 1 abstention

(iii) 14/02910/TCA - Description of Works: SOUTH CAVE CONSERVATION AREA - Crown reduce Hornbeam (T1) by 1/3 to improve shape, reduce potential interference with telephone line and keep more manageable.  Re-balance Willow (T2) crown and prevent spread across garden by 15%. Crown reduce Cherry (T3) by 1/3 to manage growth and improve shape. Fell Sycamore (T4) following major limb loss in the past and a poor specimen.

Cllr L. Turner proposed the Parish Council request the ERYC provide a correct and fully completed application to be re-submitted.  Seconded Cllr Kelly, All in favour

(iv) 14/02906/TPO - Description of Works: TREE PRESERVATION ORDER - SOUTH CAVE - 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA - Ring Ivy and canopy raise three Sycamore trees (T1-T3) to 7m, reduce overhang towards property at 23 The Parklands and keep in line with neighbours trees, prune back Holly (T4) to boundary line.

Application Type: Works to Protected Trees

Cllr L Turner proposed the Parish Council recommend refusal to the application due to the excessive work being requested.  Severe pruning is unacceptable and would leave the trees unbalanced and unstable.  Seconded Cllr Kingdom, 9 in favour, 1 against

(v) 14/02775/TPO - Description of Works: TPO - CHURCH STREET, SOUTH CAVE - 1968 (Ref.127) - Fell Evergreen tree located in the front garden due to extreme height, all lower branches have died, causing excessive shading and blocking all light from the lamp post at the end of the close.

                Application Type: Works to Protected Tree

                Cllr Barnett proposed the Parish Council defer the decision to the East Riding of Yorkshire Councils Tree Officer.  If the ERYC are minded to approve the application, a replacement semi mature tree should be replanted of the same species, due to the significant effect the loss of the tree will have on the streetscene.  Seconded CLlr Franks, All in favour.

 

 2054         Tree Decisions

(i)14/02606/TCA - Proposal: SOUTH CAVE (EAST) CONSERVATION AREA - Fell Beech tree (T3) due to being overbearing.

2056          Planning Applications

                   (i)14/02868/PLF – Full Planning Permission

Proposal:

Erection of 3 detached swellings following demolition of existing dwelling (Re-Design of approved scheme allowed on appeal APP/E2001/A/13/2202567)

                   Cllr Warren proposed the Parish Council recommend refusal to the application as follows:

                   (i)The properties should not be any taller than the original proposals, due to the prominent position of the site on a hill, which can be seen from the adjoining conservation area. 

                   (ii)The hedgerow (group 1) should not be reduced in height to 1.8 m as this will allow vision to the playpark to the north of plot 1. 

                   (iii)Plot 1 building should not include a window overlooking the playpark.

                   (iv)Tree 4 is within South Cave Playpark and permission is not granted to prune or fell the tree

                   (v)SUDS systems is not a acceptable method for the site, due to the land being Chalk

                   (v)Access to the Septic Tanks and Soakaways are limited and a review of the access in order for these to be emptied should be accessed by the ERYC.

                   Seconded Cllr Barnett, 9 in favour, 1 Abstention

maybe we could add that on the plans it states that all the hedges not just the hedge adjoining the play-park are to be Pruned down to 1.8 metres. so we could add “along with the southern hedge”. This could be added after the (group 1) in the sentence at 1).
