Planning Meeting 7th January 2013

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:            Cllrs Barnett (Chair), M. Turner(Late Attendance),  L. Turner, Bateman, Lenton, Kelly, Munby, & Jamieson

1905    Apologies for absence

Cllr Munby proposed apologies be accepted from Cllr Phillips, Hardy & Kingdom,  Seconded Cllr Kelly, All in favour.

 

1906    Approval of Previous Planning Meeting Minutes (3rd December 2012)

Cllr Kelly proposed that the minutes of the 3rd December 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr M. Bateman, All in favour.   

Approval of Previous Planning Meeting Minutes (4th December 2012)

Cllr Kelly proposed that the minutes of the 4th December 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr Bateman, All in favour.   

           

1907   Declarations of Interest

           (i)There was one declaration of interest:

            Cllr L. Turner declared a non-pecuniary interest in minute reference: 1908

(ii)There were no dispensations given to any member of the council in respect of items on the  agenda items.

 

1908    Current Plans to consider

(i)12/04827/PLF – Erection of 3no. dwellings and garages, use of land for the construction of tennis courts, construction of a highway turning facility and the provision of improved access following demolition of an existing dwelling resubmission of 11/04416/PLF at 43 Bacchus Lane, South Cave for Mr P C. Wilson

Application type: Full Planning Permission

Cllr Barnett proposed the Parish Council recommend refusal of this application for reasons:

·         The proposed development is not within the development line and the Parish survey conducted 2010 indicated 89% of residents did not support additional residential building outside the development line.

·         The Parish Council are unaware of any official donation of Land to the South Cave Sports and Recreation Committee and are on the understanding the Committee have no funds in place for the installation of the proposed additional Tennis Courts.  The Parish Council are concerned at the potential for further development on the site, in the event of the donation of land not being fulfilled.

Seconded Cllr Kelly, vote 7 for, 1 abstention.  

 

Cllr M. Turner joined the meeting at 7:25p.m to discuss the remaining items on the agenda. 

1909    Planning Decisions

(i) 12/03779/PLF – Erection of single storey extension to rear at 21 Ferry Road, South Cave for Mr Steve Thompson

Application Type: Full Planning Permission

Approved (No Obj)

            (ii)12/03597/STREM/STRAT – Erection of buildings for use within Use Classes B1, B2 and B8 and associated site works following outline permission 11/04989/STOUT (Access, Layout, Scale, Appearance & Landscaping to be considered) at Spanridge Limited Storage Depot, Stonepit Road, South Cave for Spanridge Ltd.

(iii)12/04348/PLF – Erection of single storey extension at rear, construction of dormer windows to front and rearm and construction of raised decking area at rear at 5 Castle Drive, South Cave for Mrs Susan Moore.

The Parish Council noted the decisions made by the East Riding of Yorkshire Council.

 

1910    Tree Decisions

(i)12/03907/TPO – TPO South Cave – 1989 (REF.273) And South Cave East Conservation Area – Canopy rise 2 Maple, 1 Ash and 1 Hornbeam to 3m to allow more light into garden, improve shape and improve maintenance under the trees at 12 The Parklands, South Cave for Mr Graham Watson.

(ii) 12/04344/TCA - SOUTH CAVE EAST CONSERVATION AREA - Remove Pine tree as roots are coming up through driveway and is very dangerous to people visiting the property at 70 Church Street South Cave East Riding Of Yorkshire HU15 2EP  for Mrs Bernadette Mitchell

The Parish Council requested a letter be sent to the occupier highlighting the informative section to the Section 211 Notification ‘In order to maintain the character and appearance of the Conservation Area, the Council would encourage and recommend where possible the planting of a suitable replacement tree(s) following he removed of existing tree(s).’

(iii) DC/12/04386/TPO - TPO SOUTH CAVE - 1971 (REF. 268) AND SOUTH CAVE EAST CONSERVATION AREA - A - Reduce Holly hedge by 1-2ft to align with previous height, B - Removal of young Oak tree too close to adjoining tree, C - Canopy raise, thin and crown clean Beech tree, D - Removal of young Silver Birch as warped, too close to adjoining trees and growing into Beech canopy, E - Minor pruning of wind damaged branches of Yew tree, F - Removal of young tree (weeping variety) as too close to adjoining trees, G - Canopy raise/tidy young Maple tree, H - Removal and stump grind young Cherry tree to allow other trees in vicinity to thrive, I - Removal and stump grind young Apple tree as not thriving, J - Removal and stump grind young Sycamore to facilitate growth of remaining trees in vicinity and K - Simple tidy/trim top of Holly Bush.
