Planning Meeting 7th October 2013

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1969   Declarations of Interest

           (i)There were two declarations of interest.

Cllr Lenton declared a pecuniary interest in minute ref: 1972

Cllr Bateman declared a non pecuniary interest in minute ref: 1971

(ii)There were no dispensations given to any member of the council in respect of items on the agenda items

 

1970    Planning

(i)13/02647/STPLF – Erection of a temporary anemometry mast (maximum height 60 metres) for a period of two years at Land South of Ings Lane and East of Crabley Lane, South Cave for Lantanier Ireland Ltd – Application Type – Full Planning Permission

Cllr Lenton proposed the Parish Council recommend refusal of the application as the Structure will be located within a flat clear landscape and will have a detrimental visual impact to the area.  Seconded Cllr Munby, Vote 8 in favour, 1 against

(ii)13/02758/PLF – Erection of single storey extensions to rear at 11 Church Hill, South Cave for Jennifer Hudson – Application type:  Full Planning Permission

Cllr Lenton proposed the Parish Council raise no objection to the application as it will have no adverse effect on the conservation area, surrounding properties or streetscene.  The Parish Council recommends the roadside wall be replaced with matching/similar materials of the adjacent Church wall.  Seconded Cllr Kelly, All in Favour.

(iii)13/02993/PLF – Construction of dormer extensions to sides and alterations to existing and erection of conservatory to rear following demolition of existing conservatory at 14 Castle Drive, South Cave for Mr Sam Hindle – Application Type: Full Planning Permission.

Cllr Munby proposed the Parish Council raise no objection to the application as it will have no adverse effect on the surrounding properties or streetscene. 

(iv)13/02887/PLF – Erection of Wind Turbine (24.8, metres to hub, 34.5 metres to tip) with associated cable run and access to Lane South West of Weedley Farm, Riplingham Road, South Cave for Mr Sergent

Application Type – Full Planning Permission

Cllr Lenton proposed the Parish Council recommend refusal of the application due to the significant detrimental visual impact to the area with high landscape value and the close proximity of the development to Beverley Clump, the visual impact from the M62 and the navigational hazard due to the runway line at Mount Airey.  The information contained within the application was inaccurate as the closest Airfield would be within 1km, this is not mentioned within the application.   The noise created would affect the neighbouring properties as the development has moved closer.  The Parish Council is aware of one fatal aviation accident resulting from low cloud. Seconded Cllr Kingdom, vote 8 in favour, 1 abstention.

(v)13/02780/PLF – Erection of a Dwelling (Re-Submission of 122/03851/PLF)(Amended Plans & documents) at Land West of 14 Pinfold, South Cave for Brooklands Property Holdings Ltd

Application Type: Full Planning Permission

Cllr Kingdom proposed the Parish Council recommend refusal of the application as the revised application does not address the comments the Parish Council raised for the original application:  The Parish Council have concerns relating to the access of the site which is close to the village shopping area, having large pedestrian use, and the safety of the pedestrians due to the difficult vision splay.  The Parish Council also raised awareness to the lack of space for bins to the frontage. Seconded Cllr Barnett, vote 8 in favour, 1 against

(i) 12/04983/OUT/WESTES – Appeal Reference: APP/E2001/A/13/2195678

Land South of 96 Beverley Road, South Cave for Mr I Stanley

The Appeal is made under section 78 of the Town & Country Planning Act 1990 against a refusal to grant outline Planning Permission

Decision:  The Appeal is dismissed

The Parish Council noted the decision made by the East Riding of Yorkshire Council

 

1972    Other matters
