The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

                                      Public Forum

                                      Concerns were raised with the conservation area to the rear of the School grassed are in which a number of valuable trees are located. The Grass has not been replaced following works completed by the ERYC in relation to drainage improvement works.  Clerk to request the area be rectified.

609081214                 Ward Councillors Reports (For Information Only)

                                      Cllr Galbraith provided a update on the Planning application at Land at The Stray, South Cave.  It was noted the Planning Committee had raised no objection to the application despite concerns being raised for the safety of the road access.

                                     

                                      The proposal for Water Lane has not been addressed by the committee and is likely to be discussed at the meeting planned for 8th January 2015.

 

                                      A meeting will be planned hopefully in the new year to address the problems with motorbikes at Swinescaife quarry, further details will be provided in the new year.

 

                                      The Food report had been prepared by the ERYC and it was noted a scheme be in place for 2017/18, in the meantime, additional monitoring of the beck has been arranged.

Cllr Munby proposed that the minutes of the 17th November 2014 be approved and entered into records, as a true and accurate record.  Seconded Cllr Foley, All in favour.

(i)Eleven crimes were reported.  The Parish Council requested the information provided be amended to identify Cave Castle and Church Hill as separate areas.

(i)The Parish Council received and where necessary adopted the resolutions from within   the minutes of the following committee meetings:

Cllr Bateman proposed that the Committee minutes be approved and entered into records, as a true and accurate record.  Seconded Cllr Minby, Vote 8 in favour, 1 abstention.

Cllr Kelly proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr L. Turner, All in favour. 

(ii)The Parish Council noted the contribution received from South Cave CE School in respect of Bonfire Clearance & noted Clerks clarification that arrangements to be made by the bonfire organisers following future events.   The Parish Council requested the organisers be made aware of the importance of ensuring the site is safe before it is left unsupervised.

(iii) The Parish Council considered the South Cave Scout Group s137 Grant Application Cllr Munby proposed the Parish Council resolve in accordance with its power under S137 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure:

(i)The Parish Council noted the meeting schedule 2015

(ii)The Parish Council received the letter received from South Cave CE School relating to Bio-Mass Boilers located at South Cave CE School  and requested Clerk arrange a meeting with the Parish Council representative and Chair to the Parish Council to discuss the comments contained within.   A meeting to be arranged in the new year to address this matter.

(iii)The Parish Council noted & signed the grant award paperwork received from ERYC for the purchase of defibrillator and considered the arrangement of training event to be arranged once the defibrillator is installed.  Training to be arranged at the WI, Church Street, South Cave.

(iv)The Parish Council resolved to adopt the Health & Safety & Equality Policies

(v)The Parish Council received the report relating to Councillor Surgeries & noted the complaint received relating to Crime Figures published in the Parish Newsletter.  The Parish Council requested a minor inclusion **Church Hill includes Cave Castle Hotel and request a clearer definition of location is included, Proposed Cllr L. Turner, Seconded Cllr Franks, Vote 8 un favour, 1 against.

(vi)The Parish Council noted the report of rats in King George V playing field and requested the situation be monitored.

(vii)The Parish Council discussed potential Parking issues at Pinfold, South Cave.  Cllr L. Turner proposed the Parish Council request the ERYC install anti parking posts in order to preserve the grassed areas within the conservation area.  Seconded Cllr Kelly, All in favour.

(viii)The Parish Council noted the East Riding Local Officer website launch

(i)The Parish Council considered the Chairman’s Awards nominations and

(ii)The Parish Council considered submitting views to East Riding of Yorkshire Council regarding traveller and Traveller encampments on unauthorised land it the East Riding and

(iii)The Parish Council noted the ERYC Lifeline services and considered attendance to a Parish Council Meeting and

(iv)The Parish Council noted The Royal British Legion thank you letter

The meeting was closed at 7:30p.m for members of the public to speak

Mr Leonard of Little Wold Lane addressed the Parish Council providing information on the groups concerns with the proposed development. 

The meeting was re-opened at 7:35p.m

The Parish Council noted the comments and concerns and advised the Parish Council are unable to comment until the official application is received. 

(i)The Parish Council noted the Gadman Developments submission to ERYC for planning at Little Wold Lane, South Cave **Parish Council awaiting official Application, it was noted the application may be in the process of validation with the ERYC and Clerk to Advise the Parish Council once the application is received. 

(ii)The Parish Council noted the email received from resident relating to Gladman Developments

(iii)The Parish Council considered comments for wind turbine pre planning consultation at Miresbeck Farm, South Cave and suggested the Parish Council submit comments upon receipt of the official application .

                                      (i)The Parish Council noted the update on the preparation of the East Riding Local Plan and implications to South Cave and requested the item be placed on the next Full Council meeting for further discussion.

                                      The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960

(i)           The Parish Council approved items for payment for November 2014
