SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr Lenton notified the Parish Council of a broken Fire Hydrant sign outside number 22 Northfield, South Cave. Cllr Lenton also notified the Parish Council of broken glass at Church Street, South Cave which requires clearing.

 

Cllr M. Turner raised awareness to the Parish Council of the Roundabout located at the entrance to South Cave, and suggested the ERYC is contacted to establish if any improvements are planned for this. 

 

Cllr M. Turner raised concerns relating the lack of potential parking facilities in South Cave and suggested the Clerk contact the ERYC to be mindful of additional parking requirements in the area.

 

Clerk advised the Parish Council of completion of the Cemetery Railings and the removal of the grass piles located at South Cave Cemetery.

59010413            Ward Councillors Reports (For Information Only)

Cllr Galbriath –

Wind Turbine submission at Raywell has been refused, and has now gone to appeal.  The turbine is very close to a bridleway.  It has been noted the application will only be refused if a recommendation to refuse is received relating to the safety of Air Traffic.

 

Councillors have received extensive training regarding welfare changes, and changes have been made to the ‘Bedroom Tax’ which new exclusions applying.  Full details of the welfare changes and ‘Bedroom Tax’ can be located on the East Riding of Yorkshire Council website.

 

59020413            Approval of Previous Meetings Minutes, 18th March 2013

Cllr Lenton proposed that the minutes of the 18th March 2013 be approved and entered into records with two minor amendments, as a true and accurate record, seconded Cllr M. Turner, All in favour.

(i)There were no declarations of interest.

(i)The Parish Council received crime figures for April 2013 totalling 7 offences.

(i)The Parish Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

59060413            Correspondence

(i) The Parish Council noted the thank you card received from South Cave Playgroup in respect of the s137 grant.

(ii)The Parish Council notes the Surface Dressing at B1230 West Hill, South Cave.

(iii)The Parish Council noted further correspondence received relating to Stonepit Road traffic problems and requested to be informed of any further information being received.

(iv)The Parish Council noted ERNLLCA Newsletter

The Meeting was closed at 7:30p.m for Mr Wilson and Alice Wilson to provide the Parish Council with supporting information relating to ‘Wilsons Willow’.  The meeting was re-opened at 7:40p.m

(v)The Parish Council noted the letter received from Market Place Farm re: Wilsons Willow outdoor learning facility and suggested information on the project be placed in the next Parish council Newsletter. 

(vi)The Parish Council noted the request for support for ‘Independent Retailer Month – July 2013’ and requested further information.

(vii)The Parish Council considered the request received from South Cave WI requesting permission to utilise the fund as part of a 3rd Party fund for grant submission for improvement to the WI hall roof.  The Parish Council noted the s137 grant previously granted (minute ref: 58780213 (iv)) should be amended under to s133 of the LGA.  Proposed Cllr Barnett, Seconded Cllr L. Turner, All in favour.

Cllr M. Turner proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr Munby, All in favour.

(ii)The Parish Council noted  David Walker – Internal Audit completion date of Friday 19th April 2013

(iii)The Parish Council noted the completion of Year End Accounts.

(iv)The Parish Council noted receipt of External Audit 2012/13.

(v)The Parish Council noted the recommendations for increased Cemetery Fees – OSC 318 (i).  Proposed Cllr Jamieson, Seconded Cllr Munby, All in favour.

(vi)The Parish Council considered the estimate received for repairs to Cemetery western boundary fence following the removal of tree to boundary.  Cllr L. Turner proposed the Parish Council accept the quotation received, Seconded Cllr Lenton, All in favour.

(vii)The Parish Council considered  the s137 application and additional information received from Brough Voluntary Action Group.  Cllr Lenton proposed the Parish Council offer a donation of £180.00.  Seconded Cllr Hardy, All in favour.

 

59090413            Annual Parish Meeting

(i)The Parish Council noted the arrangements for the Annual Parish Meeting to be held on 23rd May 2013 at the WI Hall at 7:00p.m.  HMPS Everthorpe and Transitions will be in attendance.  The Parish Council requested a representative from the surgery be present to provide information.

(ii)The Parish Council noted the response received from YORswitch and suggested a public information session be arranged for future schemes.

(i)The Parish Council noted the matters outstanding and received update from The Clerk:

                    (i.i)Railings at Little Wold Lane, South Cave – have now been repaired

(i.ii)Available materials for footpath number 7 repair works – ERYC are in the process sourcing the materials

(i.iii)Market Place & Church Street Parking Problems – Ongoing Matter

(i.iv)Market Place school crossing patrol – Advertisement placed

(i.v)Wadley Plump – safety problems – Ongoing Mater

(i.vi)Norfolk Bank Lane – repairs – ERYC has advised they are aware of the problems and repairs will be implemented this year. 

(ii)The Parish Council reviewed the South Cave Cemetery Rules and requested the matter be placed on the next Open Spaces Agenda.

(iii)The Parish Council noted the donations received from Mr John & Mary Harrison – Glenn Barker Oil Paintings.

(iv)The Parish Council noted the cancellation of Annual Spring Clean – Saturday 23rd March 2013, due to the Weather conditions and consider and requested the event be re-arrange for the End of May 2013.

(v)The Parish Council noted the deadline for Newsletter and considered article(s) of Wednesday 24th April 2013.  

(vi)The Parish Council received an update on Cave Gates Garden allotments.  Concerns were raised with the exposed electric fencing located at Cave Gates erected by a tenant. The Parish Council requested the tenant be informed the electric fencing should be concealed and not exposed to the public, as allotment land is deemed to be open to the public.  If the fencing cannot be concealed this should be removed and alternative provisions made by the tenant, with prior permission from the Parish Council.

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
