The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr Kelly notified the Parish Council on the recent vehicle collision involving police vehicles at Ferry Road, South Cave.  The Parish Council requested clerk make contact with the Chief constable of police to raise awareness of the Parish Councils concerns with the excessive police driving in built up areas.

Cllr Warren highlighted the need for footpath number 2 maintenance.  Cllr M. Turner and Cllr Warren to arrange a site meeting to look into this matter further.

Cllr L. Turner raised awareness of the access being used at Wadley Plump.  Clerk advised the Parish Council, the ERYC are aware of the problem and are currently making enquiries into the usage of the assess and historic licences.

59410713            Ward Councillors Reports (For Information Only)

Cllr Galbraith -

Humber Mental Health will be closing the old ward and reopening at two more purpose built locations in Hull.

Consultations have taken place regarding the East Riding advice centres.  The main branches will remain together with Brough.

The Fire Service with is making a £5million cut, one engine will be lost from one of the four stations, following a consultation.

 Awareness was raised regarding access for disabled persons attending a meeting.  The Parish Council considered the options available during the renovations and concluded in the event of a disabled attendee, the meeting would be re-arrange to a suitable location.

The Town Hall meeting the disability access requirements the lower floor being accessible including the facilities to wheelchair user.

Cllr Kelly proposed that these items be paid on the grounds of sound financial   management of the Council, Seconded Cllr Warren, All in favour.

(ii)The Parish Council considered the prices received for the removal of tree located in South Cave Cemetery.  Cllr Barnett proposed the Parish Council accept Wold Trees to complete to works.  Seconded Cllr Kelly, All in favour.

(iii)The Parish Council noted receipt of South Cave Group of East Yorkshire Genealogical Services donation of £36.50 for Hanging Basket located at The Town Hall and requested a thankyou  note be placed in the next Parish Council Newsletter.

(iv)The Parish Council to devolved authority to the August meeting of the Planning Committee to resolve payment of accounts.  Proposed Cllr L. Turner, Seconded Cllr Barnett, All in favour.

(i)The Parish Council noted Councillor Resignation and By-Election & Co-Option notice to be displayed until 13th September 2013.

(ii)The Parish Council noted the response received from ERYC relating to Youth provisions.

(iii)The Parish Council noted the Cottingham Neighbourhood Area Plan.

(iv)The Parish Council noted complaint received relating to Motorbikes at Swinescaife quarry.

(v)The Parish Council noted request received from Brough Police to hold a joint meeting with the Woodland Trust and Clifford Watts relating to problems at Swinescaife quarry - Tuesday 13th August 2013, 7:00.m.  Cllr M. Turner and Cllr Munby will be attending.

(vi)The Parish Council noted HMP Everthorpe and Challenger Troop CIC Challenge Day - Wednesday 31 July 2013 invitation.

(vii)The Parish Council consider Fence & Shed request(s) for Cave Gates Garden Allotments:

Plot number 21 – Erect a Poly tunnel – Approved providing does not exceed 10ft x 8ft

Fencing – Approved providing the fence is constructed of wood and wire and does not exceed 3ft in height.  The Parish Council requested the tenant review the request for 12ft long posts for the fencing. Proposed Cllr M. Turner, Seconded Cllr Barnett, Vote 7 in favour, 1 abstention.

Plot Number 8 – Erection of Shed – Approved providing the Shed does not exceeds 10ft x 8ft

Cold frame – Approved

Fence – Approved providing is wood and wire construction not exceeding 3ft in height.

(viii)The Parish Council noted the Local Heritage Exhibition Invitation.

(ix)The Parish Council noted the Local Grant Fund 2013/14 and consider projects.  The Parish Council considered the option of purchasing a street litter cleaning machine,  the Parish Council requested Clerk submit a application for the purchase of this equipment which would benefit the residents of South Cave and enhance the environment.  Proposed Cllr Barnett, Seconded Cllr Kelly, All in favour.

(x)The Parish Council noted the ERYC taskforce Schedule

(xi)The Parish Council noted the RSA update relating to HMP Everthope Transitions project.

(xii)The Parish Council noted HWRCC information relating to Rural Community Energy Fund.

(xiii)The Parish Council considered the request for use of filing room for home tuition and raised no objection to this.  Proposed Cllr Barnett, Seconded Cllr Turner, All in favour.

(xi)The Parish Council noted the request for Childrens Activities in Playpark during School Summer Holidays.  Cllr Jamieson proposed the Parish Council raise no objection to this, Seconded Cllr Warren, All in favour.

(xii)The Parish Council noted information received relating to Tree Planting Scheme.  Cllr L. Turner proposed the Parish Council proceed with the project, and requested the matter be placed on the next Open Spaces agenda for discussion to locate the areas for planting.  Seconded Cllr M. Turner, All in favour.

(xiii)The Parish Council noted the response received from ERYC regarding halfway junction at Church Street.

(xiv)The Parish Council noted the response received from ERYC regarding off street parking at Pinfold.

(xv)The Parish Council noted and considered the options for the WREN funding application for South Cave Playpark.  Cllr Kelly proposed the Parish Council proceed with the Main Grant Scheme, providing improvements and additional facilities to the playpark.  A public consultation will commence, comprising of details of proposed works been available on the Parish Council website together with a needs questionnaire to be completed by the Playpark visitors.  Seconded Cllr Bateman, All in favour.

 

59480713         Correspondence

(i)The Parish Council noted and considered the letter received from South Cave Preservation Society.  The Parish Council suggested a seat be installed at Castle Drive entrance (Grassed Area) in the memory of Mr Robin Scott, and requested the Family be consulted of the Preservations Society’s intentions.  The tree in the cemetery should also be discussed with the Family of Mr Scott.

 

 

 

Little Wold Plantation- The Parish Council are commencing a planning scheme and this may be a area for which the Open Spaces Committee consider placing some trees.

Christmas Tree – The Parish Council agree to display the sponsorship of the tree in the usual location at The Town Hall.

                                The Parish Council noted the Application as withdrawn

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
