The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

 

Present:               Cllrs L. Turner (Chairman), Barnett, Bateman, Warren, Foley, Franks, Munby, Kelly & M. Turner

Cllr Kelly highlighted the straw around the village, Clerk advised the footway clearer is away on holiday but has made arrangements for the probation service to assist with this work.

 

Cllr Kelly advised King George V hedge is in need of trimming, Clerk advised would make arrangements for this.

 

Cllr Munby advised resident at Market place concerned with cyclists using the properties front winder to rest bicycles whilst visiting the Bakery shop.   The Parish Council requested a site meeting with Highways to discuss the possibility of the ERYC supplying low level Cycle Racks. 

 

Cllr Munby raised concerns with the ERYC Road sweeper and requested a schedule of road be obtained.  The question was raised if the Road Sweeper visited brick set roads.  Clerk advised she would raise the matter with the ERYC.

 (i)The Parish Council noted the English Heritage application submission – Low Drewton, Station Road, South Cave and invitation to comment on submission and there were no further comments to make

(ii)The Parish Council noted the letter received from resident relating to traffic problems at Beverley Road and Market Place, South Cave.  The Parish Council requested a site meeting with ERYC Highways department to discuss the options available

(iii)The Parish Council noted the report regarding Community Partnership meeting Cllr J. Bateman

(iv)The Parish Council noted the Joint Local Access Forum Annual Report

(v)The Parish Council noted the ERYC – Broadband Press release

(vi)The Parish Council noted the ERYC Boundary Referendum

(x)The Parish Council noted the response received from ERYC regarding Bio-Mass boilers at South Cave CE School.  The Parish Council were unhappy with the response and requested the ERYC complete an air quality test as soon as possible

(xii)The Parish Council noted the revised Bus Service Time Table

(xiii)The Parish Council noted the ‘Expressions of Interest for Affordable Housing in South Cave’ survey 2014 and made minor amendments to Question 1 Proposed Cllr Foley, Seconded Cllr Turner, All in favour

(xiv)The Parish Council noted the ERYC Local Plan Strategy Document

(xv)The Parish Council noted the ERYC Rural Strategy – Annual Refresh 2014/15

(xvi)The Parish Council noted the Preservation Society Hanging Basket Competition 2nd place for the Town Hall Baskets  

(xvii)The Parish Council considered the ERYC fouling partnership scheme involvement.  Cllr Bateman proposed the Parish Council do not engage with the scheme, Seconded Cllr Munby, All in favour.

(xviii)The Parish Council noted the Local Council Tax Support Consultation

(xix)The Parish Council noted the SLCC network training event.  Cllr Kelly proposed Cllr Barnett and Clerk attend the event, Seconded Cllr L. Turner, All in favour.

(xx)The Parish Council considered the shed request for Allotment Number 3 Cave Gate Allotment Gardens. Cllr L. Turner proposed the Parish Council raised no objection to the request provided it is to the rules stated in the agreement and is located in the correct position, Seconded Cllr Barnett, All in favour.

(xxi)The Parish Council noted Hull City Council – Independent Commission of Enquiry

(xxii)The Parish Council noted the response from South Cave School relating to South Cave Farmers Market and requested Clerk maintain contact with the Governors to determine the situation regarding the Bonfire Clearance being the responsibility of the bonfire organisers and future markets 

(xxiii)The Parish Council noted the ERYC guidance to 'processes and assessments for speed limits and speed limit enforcement' and requested Clerk contact the ERYC to request the installation of additional actual speed indicators to be placed at the entrances. Proposed Cllr L. Turner, Seconded Cllr Munby, All in favour.

(xxiv)The Parish Council noted the letter received relating to the display of Parish Council Agendas.  The Parish Council request an item is included in the next Parish Newsletter providing information relating to Planning Applications and Potential Applications.  The Parish Council also requested an item be placed detailing the location of Agendas for viewing   

(xxv)The Parish Council considered the purchase of a petrol strimmer for Handyman.  Clerk provided confirmation of insurance and requirements.  Cllr Franks proposed the Parish Council purchase a strimmer at a financial cost of £220.83.  Seconded Cllr Barnett, All in favour

(xxvi)The Parish Council noted the response received from ERYC regarding beck works at Pinfold and requested the ERYC planning department review the position 

(xxvii)The Parish Council noted the Clerk is still awaiting a response relating to Church Street, Carpark – Yellow line extension request

(xxviii)The Parish Council considered the price received for the cleaning to front office floor at The Town Hall.  Cllr Barnett proposed the works be completed at a cost of £170.00.  Seconded Cllr L. Turner, All in favour

(i)The Parish Council noted the response received from Gladman Developments regarding proposals for Land off Little Wold Lane, South Cave – declined the offer of a public meeting

(i)14/02808/TCA - Description of Works: SOUTH CAVE CONSERVATION AREA - Reduce canopy of Rowan/Mountain Ash tree and Crab Apple tree by minor pruning works to remove deadwood and old pruning stubs and to lightly thin the crowns as reducing light to the lawn. Remove dead growth from Cypress tree located at the end of the garden leaving a stem for climbing plants.

(ii)14/02605/TCA - SOUTH CAVE (EAST) CONSERVATION AREA - Remove to ground level two Beech trees (T1 and T2) which are located in the front garden, due to over shading the property.

                            Cllr M. Turner proposed the Parish Council recommend refusal to this application as the trees show no sign of disease.  The loss of these trees would pose a detrimental effect on the streetscene.  If the East Riding of Yorkshire Council are minded to approve the application, the Parish Council have requested replacement trees be planted of similar height.  Seconded Cllr L. Turner, All in favour.

(i) 14/02261/TCA - SOUTH CAVE EAST CONSERVATION AREA - Crown lift Beech tree (T1) from the base to 4.5m removing the 8 lower level branches, Crown reduce the top height of the tree by 2m, the height will be reduced from 12m to 10m and reduce the length of several branches from 6m to between 2.5m and 3m to ensure the shape is maintained
