The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Cllr M. Turner

Grass cutting around the village, with the adverse weather condition the top of willow flats is overgrown with bushes which are overhanging the footpath.  Bull Pasture is also in need of an additional cut.  Clerk to make contact with the East Riding of Yorkshire Council to express the dissatisfaction with the Grass Cutting Services so far this season.

Footpath 2 over the A63 – raised concerns with this footpath being still legally accessible and if the ERYC are minded to divert this footpath, the access to the A63 is removed due to potential safety issues – Clerk to make contact with the ERYC regarding this request.

Received a complaint from a resident at Barnards Drive regarding dog fouling and requested Yellow markings be placed to the corners of West Hall Garth & Barnards Drive – Clerk to make arrangements for this.

Cllr T Galbriath:

Three meetings with ERYC Beverley have been cancelled, including planning due to lack of  items referred to the committee.

ERYC have won a wind farm application rejection appeal, the Planning inspector wanted to uphold the appeal but was overturned by secretary of state, this application was near Burton Agnes Hall and was recommended refusal due to the location of the grade 1 listed building and gardens.  There are already wind farms around, and the landscape would become a wind turbine landscape.  The government did say would take more notice of local opinions on Wind Farm applications and the ERYC are waiting with interest with regards to a sensitive application looking over the Wolds, this will be seen for miles.  The outcome of this application may have implications on the Ellerker Wind Farm Proposals.

The Overview and Scrutiny Committee visited  Goole Hospital, this was a clean hospital, but with an expensive carpark.  It was indicted that the new chief executive has displayed the need to preserve Community Hospitals.  The waiting time in the Minor Injury Unit was around 45 minutes; much lower the Hull Royal Infirmary.  The new hospital in Beverley has a Minor Injury Unit which closes at 5:00p.m, this also has lower waiting times.

(i)PSCO advised there were three crimes reports between 19th May 2014 to 16th June 2014.

PSCO advised speed van has been located in South Cave, with a view to slow traffic in the village.  Cllr Franks requested a Data sheet regarding the number of speeding vehicles caught by the police van.  

Cllr M. Turner requested Clerk follow up the report relating to the accident on Ferry Road 2013 involving a Police Training Vehicle.

The following item was brought forward:

(ii)The Parish Council discussed the additional grass cuts for the cemetery and Clerk provided information regarding the budgets set and the contract completed by the Contractor.  It was noted that any additional services/cuts be authorised by The Clerk to ensure budgets are adhered and any additional spending to be brought to Full Council.   

The meeting closed at 7:25 for Contractor Mr Ellerker to speak regarding the unauthorised invoice of Two Cuts in the cemetery.

The additional invoice was for two additional cuts during May 2014 totalling £875.00.  This was due to the exceptional weather conditions causing the grass to grow more than usual. 

Mr Ellerker also raised awareness to the additional works required when cutting around the Memorial Stones in the Garden of Remembrance.

Mr Ellerker raised awareness to footpath number 21 being in need of additional cuts.

The meeting was re-opened at 7:40p.m

Cllr Barnett explained need to keep within the budgets and proposed the Parish Council authorise the payment of the additional cuts on this occasion, any future additional work must be authorised prior to the work being completed.  Seconded Cllr L. Turner, All in favour. 

The Parish Council requested the Clerk make contact with the Families of those breaching the rules within the Garden of Remembrance and request the boundaries to the stones be removed due to this obstructing the Grass Cutting. 

Cllr M. Turner and Munby advised footpath number 21 will be visit to assess the situation.

(i)The Parish Council noted the temporary road closures:

(i.i)The East Riding of Yorkshire Council hereby gives notice that during the period 2300hrs on Saturday 9 August 2014 until 0900hrs on Sunday 10 August 2014 no person shall cause any vehicle to proceed over Crabley Creek Level Crossing, Crabley Lane, South Cave.

(i.ii) The East Riding of Yorkshire Council hereby gives notice that during the period 2300hrs on Saturday 30 August 2014 until 0900hrs on Sunday 31 August 2014 no person shall cause any vehicle to proceed over Crabley Creek Level Crossing, Crabley Lane, South Cave.

(ii)The Parish Council noted the office closure Monday 30th June 2014 to Tuesday 8th July 2014 (inclusive)

(iii)The Parish Council noted the cancellation of Planning Committee meeting planned for Monday 7th July 2014 & re-arrangement date of Monday 23rd June 2014

(vi)The Parish Council noted the ERYC response relating to Swinescaife Quarry and Clifford Watts and requested Clerk arrange a meeting with the police and Clifford Watts to discuss the problems at the quarry.

(vii)The Parish Council noted the Anti Fracking meeting and update from Cllr Warren –

Cllr Warren explained the current position, and the Parish Council noted the comments provided. 

(viii)The Parish Council noted the update regarding South Cave Post Office proposals and The Post office to remain as it is at present, item to be placed in next Newsletter

(ix)The Parish Council noted the ERYC Emergency Plan session at Town Hall (1Hour scenario session) and requested Clerk make arrangements for an Evening event to be planned.  

(x)The Parish Council noted video footage of Church Street (outside School) Surface water drainage problems and requested this sent to John Hannah.  The Parish Council requested a meeting be arranged with the ERYC regarding the problems and requested ERYC clear the gullies at Castle Drive, Church Street and Market Place.   Proposed Cllr L. Turner, Seconded Cllr B, Munby, All in favour.

(xi)The Parish considered the submission for Grad 11 listing at Low Drewton, Station Road, South Cave and Cllr M. Turner provided details photographs of the building. 

Cllr Foley proposed the Parish Council apply for Grade 11 listing on the building due to the Dove Cote brickwork, and the significant heritage to the location, Seconded Cllr Franks, All in favour.

(xii)The Parish Council discussed the Church Street Car Park problems and noted incidents of visitors being fined when parked in a non marked areas.  The Parish Council requested Clerk clarify with the ERYC requesting clarification on the rules within the Car Park as there is no warning signs displayed regarding fines for parking outside the bays.

(xiii)The Parish Council noted the meeting at South Cave CE School with ERYC Tree Officer regarding Tree Application: 14/01380/TPO – 18th June 2014 at 9:00a.m.

(xiv)The Parish Council noted the ongoing jobs list

 

60830614                Annual Parish Meeting 28th May 2014 – Matters Arising

(i)The Parish Council received draft minutes from Annual Parish Meeting held on Monday 28th May 2014 and consider inclusion in the August 2014 newsletter

(ii)The Parish Council discussed the current position of the Roll of Honour at The Town Hall, and noted the original plans were drawn with the Roll of Honour in its current position as agreed with the ERYC conservation and P & N Design, due to Health & Safety Risks of the Roll of Honour position being to the front centre of the building. 

(iii)The Parish Council considered offering an additional Training session for Defibrillator.  Cllr Jamieson proposed the Parish Council make arrangements for additional training once the location of a additional defibrillator is approved.  Seconded Cllr Warren, All in favour

(iv)The Parish Council Considered the location for additional Defibrillator (Fox & Coney, Market Place, South Cave or the Post Office).  Cllr M. Turner proposed Clerk make contact with the Post office to establish if they would consent to this, seconded Cllr Barnett, All in favour

(v)The Parish Council noted the comments regarding the Preservation Society War Memorial Project.

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960
