The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr Munby provided the Parish Council with information on the flooding problems during June 2012.  The Parish Council requested Clerk contact the East Riding of Yorkshire Council to advise the gullies at Shepherds Well have not been cleaned, two gullies located on Little Wold Lane & Shepherds Well were not connected to the main drainage system and Barnards Drive gullies are in need of clearing.  The Silt trap at Trinity Fold also requires clearing. 

Cllr Phillips advised the Parish Council Steep Hill resurfacing works were scheduled around 4 years ago, this is the final topping to be placed.

Cllr. M. Turner advised Planning Applications 12/00951 & 12/00950 will be discussed by Western Area Planning Sub-Committee on the 24 July 2012 at 2.00 pm at County Hall, Beverley.

(i)The Parish Council considered four applications for one vacancy for Co-Option onto the Parish Council.  Cllr Phillips proposed Mrs Bateman be accepted, Seconded Cllr Kelly, Vote  7 for, 2 abstentions & 1 against.

Ward Councilor Tony Galbaith:

Cllr Galbraith advised the East Riding of Yorkshire Council will be monitoring the impact on the diversion system through South Cave.

There are changes to the Housing Benefits and Housing for older people. Further information can be located on the East Riding of Yorkshire Councils website.

(i)PCSO Lynch notified the Parish Council of the Crime Figures for June 2012 consisting of:

Ten offences in total including three vehicles that were attacked at the same location on the same evening.

Criminal damage to a vehicle.

Theft of champagne from a shop.

The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

(i)The Parish Council approved x2 Bus Shelter to be cleaned at a cost of £25.00 each shelter.  Additional petty cash raised (LGA 1953 s4)

(ii)The Parish Council considered Local Business sponsorship for Christmas Lighting 2012 (Website & Newsletter advertising).  Cllr L. Turner proposed website advertising should commence at a costs of £50.00 per annum per business.  Seconded Cllr Barnett, All in favour.

(iii)The Parish Council considered arrangements of ERYC Land valuer and requested the owner of the land be contacted to obtain a update on their intentions.

(iv)The Parish Council considered link of website host on South Cave Parish Council Website, reducing the annual hosting fees to £99.00.  Cllr L. Turner proposed the link be accepted in the interest of good financial management, Seconded Cllr Lenton, All in favour.

(v)The Parish Council considered price for labour of spreading of skelpings at footpath number 7.  Cllr Munby proposed the Parish Council accept the price received at a cost of £350.00.  Seconded Cllr Kelly, All in favour.

57960712         Current Plans to Consider

(i)12/02637/PLF – Erection of first floor extension to side at 62 Castle Drive, South Cave for Mr & Mrs Drewery

Application Type: Full Planning Permission

Cllr Lenton proposed the Parish Council raise no objection to the application as it has no adverse effect on the property, neighbouring properties or the street scene.  Seconded Cllr M. Turner, All in favour.

(ii)12/02362/PLF – Erection of a dwelling and garage at land East of 26 Station Road, South Cave for Mr & Mrs Scott

Application Type: Full Planning Permission

Cllr M. Turner proposed the Parish council recommend refusal of the application as the proposed development is a back land development on a non-Brownfield site.  The Character of the area will be damaged due to the large plot being divided into smaller plots and the potential loss to trees within the development.  There is no information on the application on how access is to be improved and concerns were highlighted for the raised highway verge.  It was proposed the Parish Council requested TPO’s on all trees within the development.  Seconded Cllr Kingdom, Vote 8 for, 1 against & 1 abstention.

(iii)12/02459/PLF – Change of use from agricultural land to construction training site with bounded fence at land North West of Mill Farm, Common Road, South Cave for Mr K & MJ Noble

Application Type: Full Planning Permission

Cllr Munby proposed the Parish Council raise no Objection to the application but ask the East Riding of Yorkshire Council to be mindful if the Application is approved to implement a time limit for temporary use and ensure the land is re-instated to agricultural land on expiry of the temporary use.  Seconded Cllr Lenton, Vote 8 for, 2 abstentions.

(i)The Parish Council noted for Information only response for planning applications, 12/02455/STPLF & 12/02456/PCC decision made at Planning Meeting held on Tuesday 26th June 2012 at WI Hall, South Cave. 

The Parish Council request Cllr Kingdom attends the meeting to be held by Committee, at the East Riding of Yorkshire Council and request to speak.

Application Type: Works to protected trees.

Cllr T. Kelly proposed the Parish Council differ the decision to the ERYC Tree Officer and request the cause of disease is identified.  Seconded Cllr Phillips, Vote 9 for, 1 abstention.

                        (i)The Parish Council noted the East Riding of Yorkshire Councils, Provisional Revenue Footway Slurry Sealing 2012-2013 – Beverley Road, South Cave

(ii)The Parish Council noted the South Cave Bowls Club letter.  Cllr Barnett proposed the Parish Council invite representatives from the club to the Parish Councils Open Spaces Committee meeting to be held on Monday 20th August 2012, Seconded Cllr Munby, All in favour.

(iii)The Parish Council noted South Cave preservation society War Memorial Working Party minutes.

(i)The Parish Council received Code of Conduct ERNLLCA update relating to Registration of Interests July 2012

(ii)The Parish Council considered new design for Parish Council Newsletter.  Cllr Barnett proposed the Parish Council should accept the new design, in the interest of good housekeeping, Seconded Cllr Kelly, All in favour.

(iii)The Parish Council noted the deadline for Newsletter – 12:00noon Friday 20th July 2012.

                        (i)The Parish Council noted update on Steep Hill Resurface.

                        (ii)The Parish Council noted the mechanical problem with Footway Sweeping Machine, Cllr Kingdom offered assistance in obtaining information from Hull City Council on the potential for replacement Parts.
