SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

The carpark to the rear of the Sports Centre is in need of repairs.  The Parish Council requested Clerk makes contact with the ERYC to establish whose responsibility it is to repair the potholes.

 

An unusual amount of sightings of rats near the school area have been noted.  Cllr P. Smith will speak to the Head teacher to discuss the problems.

Cllr Galbraith advised the site visit for the planning application will be held on 28th November 2014, the committee will discuss the application on 4th December 2014. 

 

The public enquiry for the local plan will be held for South Cave on Tuesday 18th November 2014.  

 

Ward Councillors will be present at the Parish Council surgeries.

 

Cllr Smith advised the lifestyle group from South Cave were awarded the runner up price raising awareness for people affected by Down Syndrome. The Parish Council requested this be placed in the next Parish Newsletter.

Cllr Barnett proposed that the minutes of the 20th October 2014 be approved and entered into records, as a true and accurate record.  Seconded Cllr Jamieson, vote eight in favour, one abstention.

Cllr Kelly proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr L. Turner, All in favour.  The Parish Council approved the order of replacement Market stall boards for the Christmas Light switch on event at a cost of £26.50 per board  Proposed Cllr L. Turner, Seconded Cllr Kelly, All in favour.

(ii)The Parish Council considered the Open Spaces recommendation to proceed with replacement of playpark gate minute reference OSC 376 (ii) at a cost of £360.00. 

(iii)To note National Minimum Wage increase to £6.50 per hour with effect from 1st October 2014 & approve increase from 1st October 2014 for Assistant Clerks hourly rate.  Proposed Cllr L. Turner, Seconded Cllr  Kelly, All in favour.

(iv)The Parish Council considered the Brough Voluntary Action Group s137 Grant Application.  Cllr Kelly proposed the Parish Council resolve in accordance with its power under S137 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure:

(i)The Parish Council noted the response received relating to Wadley Plump grassed area

(ii)The Parish Council considered the cemetery railings improvements.  Cllr Barnett proposed the Parish Council obtain an estimate of works to install low railings to the mesh areas to the entrance to the cemetery.  Seconded Cllr L. Turner, All in favour.

(i)To consider enquiry received from resident regarding road Markings at Market Place, South Cave.  The meeting was closed at 7.35p.m for member of the public to provide information on the current line markings and the actual agreed line markings. 

The meeting was re-opened at 7:55p.m

The Parish Council requested Clerk makes contact with the ERYC to establish the background and intentions of the ERYC.   Proposed Cllr M. Turner, Seconded Cllr M. Franks, Vote 8 in favour, 1 Abstention.

(ii)The Parish Council noted North Lincolnshire Council – Local Development Framework action plan

(iii)The Parish Council noted the ERYC Local Transport Consultation

(iv)The Parish Council noted the Yorkshire Water Fact Sheet – Locating private pumping stations for transfer to Yorkshire Water and requested factsheet be included in Februarys edition of the Parish Council Newsletter.

(v)The Parish Council considered supporting the East Yorkshire Town & Parish Network aims and objectives to form a constituted group representative of ALL town & Parish Councils and join the network which is free to the Parish Council.  Cllr L. Turner proposed the Parish Council resolved to support the Network, the Parish Council representation being Cllr L. Turner, Seconded Cllr Barnett, All in Favour.

(vi)The Parish Council noted the English Heritage decision not to add Threshing Barn and Dovecote range at Low Drewton Farm, Station Road, South Cave to the list of Buildings of Special Architectural or Historical Interest

                                      The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960
