SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

 

Present:            Cllrs Barnett (Chairman), Bateman, Hardy, Lenton, L. Turner, M. Turner, Kelly, Kingdom, Jamieson & Munby

Public Forum

Cllr Lenton suggested the Cemetery Wall works are deferred until after the Christmas period.

                        

Cllr Kingdom advised the railings located at Beverley Road/Little Wold Lane have slipped and need re-fixing to avoid any further damage. It was also suggested the East Riding of Yorkshire Council assess the safety of the dyke next to the footpath at Little Wold Lane, to establish is a railing needs installing for safety purposes.

Ward Councilor Tony Galbraith:

Stonledge are re-using the quarry at Newbauld, the speed limit has been reduced to 40mph for turning vehicles, Highways are hoping this will not affect the A1034 traffic

 

                        East Riding of Yorkshire Council have issued 16,000 tickets in their first year.

 

The work on the A164 is slightly ahead of schedule and the works should be finalised April 2013.

Cllr Kingdom proposed that the minutes of the 19th November 2012 be approved and entered into records, as a true and accurate record, Seconded Cllr Lenton, All in favour.

                        There were no PCSO’s present and only one crime was reported during November 2012 within the Parish.

(i)The Parish Council noted letter received relating to flooding/drainage problems, and requested a copy be forwarded to the Environment agency and also East Riding of Yorkshire Council.

(ii)The Parish Council noted the letter received relating to South Cave Parish Council and SCAR.

(ii)The Parish Council noted the letter received from South Cave Show.

Cllr Barnett proposed that these items be paid on the grounds of sound financial   management of the Council, Seconded Cllr Lenton, All in favour.

(ii)The Parish Council noted the donations received at South Cave Christmas Lights switch on event to Hull Animal Welfare - £70.00

 

The Meeting was closed at 7:25p.m for Cllr Lenton to provide details of the following planning application and answer any questions raised.  Cllr Lenton Left the room at 7:30p.m.

 

                         7:30p.m – The meeting was re-opened to transact the following business:

(i)12/04674/REM – Erection of a dwelling following outline approval 11/05856/OUT (access, appearance, landscaping, layout and scale to be considered) at 20 Northfield close, South Cave for Mr & Mrs Graham Lenton

Application Type: Approval of Reserved Matters

Cllr Munby proposed the Parish Council raise no objection to the application.  Seconded Cllr Kelly, Vote 7 for, 2 abstentions.

                        

7:35p.m - Cllr Lenton re-entered the meeting

58551212        Other Matters

(i)The Parish Council noted meeting schedule 2013.

(ii)The Parish Council noted flood mitigation funding update and requested the Clerk ensure the ERYC maintain contact prior and during the study.

(iii)The Parish Council discussed the expenses incurred for additional services provided at Christmas Lights switch on event.  Cllr Kelly proposed the Parish Council request an invoice for expenses incurred not exceeding £100.00, Seconded Cllr Lenton, All in favour.

(iv)The Parish Council noted the update relating the Bull Pasture maintenance 2013 and requested further details relating to costs be provided.

(v)The Parish Council noted the request for U3A presentation on the Parish Council website.  Clerk advised the U3A were not in a position to allow the use of the presentation on the Parish Council website.

(vi)The Parish Council noted the update received relating to Traffic & Parking problems at South Cave CE School, Church Street, South Cave.  Cllr Barnett provided a brief on the Schools request for drop of points and improvements to Wadley Plump access road.  The Parish Council requested the department for Capitol Schemes be contacted to request a scheme is placed for improvement to this area.

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
