The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Cllr M Turner:

Cllr Kelly reposted damage to the gate at King George V Playing Field and it was noted the gate has now been fixed.

 

Cllr Munby & Cllr M. Turner reported the Lych gate at the Cemetery is not working, Clerk to arrange for the Handyman to rectify

 

Cllr Bateman raised awareness of the high speeds entering the village from the roundabout at the Garage to Brough Road. Clerk to Chase up signage with the ERYC.

 

The footpath at Turks Trodd is in need of attention and the Sign is still not re-installed – Clerk to Chase the ERYC for rectification of this.

 

Cllr M. Turner notified the light outside the Library is in need of repair as the light is dim and the column housing the light and the electricity cables has a split to half the way down.  Clerk advised the matter would be referred to the ERYC.

60350314            Ward Councillors Reports (For Information Only)

Cllr T Galbriath:

It was report the ERYC have three Flood relief schemes in place from the 5th December 2013 floods, homes and businesses will receive three months Council Tax relief and can apply for up to 5k grant for works to improvements to the properties against future flooding.  The ERYC have applied for 15million for compensation for the Farming Industry.

 

The ERYC are now responsible for Land Drainage/Clean water, this is expected to be from October 2014, the ERYC does not feel at this moment they have the expertise in place to handle this.  Cllr M. Turner requested Cllr Galbraith clarify if this will effect any areas within South Cave.

Cllr Barnett proposed that the minutes of the 17th February 2014 be approved and entered into records, as a true and accurate record with one minor amendment.  Seconded Cllr Foley, Vote 7 in favour, 1 abstention

(i)There were no Police present at the meeting, apologies were received and 11 Crimes reported within South Cave.

60400314             Finance

(i)The Parish Council considered the purchase of defibrillator for Market Place, South Cave.  Clerk advised correspondence had been received from the South Cave Preservation Society indicating fundraising was underway for the purchase of a defibrillator.  Clerk advised the matter had been placed on the 14th April 2014 Full Council Agenda for discussion.  It was noted the Chemist had declined the offer of a defibrillator being installed outside the premises and also the Library had declined the offer.

(ii)The Parish Council noted  minute reference PTS 263 (i) ERYC grant received and resolve labour costs for improvement works to footpath 7 (Water Lane to Bull Pasture).  Cllr Munby proposed the Parish Council accept I. Donkin estimate of works totalling £350.00 for the distribution and ground works for the footpath.  Seconded Cllr L. Turner, All in favour

(iii)The Parish Council noted minute reference OPS 347 (i) repairs to Slide at Playpark recommendations for works and Clerk advised works have been booked to complete.

(iv)The Parish Council noted the price for grass seeding at Playpark by Mark Green at £160.00 for Shaded Area Seed.  Cllr L. Turner proposed the Parish Council accept the estimate to complete the works, Seconded Cllr Kelly, All in favour.

60410314            Other Matters

(i)The Parish Council noted the Big Tree Plant completion and response received from South Cave Sports & Recreation Committee regarding the decline of additional tree planning in South Cave Playpark

(ii)The Parish Council amended the Street Name list requested by the East Riding of Yorkshire Council and requested Clerk return to the ERYC.

(iii)The Parish Council approved the ERYC Local Grant fund application – Minute reference 60140114 (vii), Proposed Cllr M. Turner, Seconded Cllr Barnett, All in favour.

(iv)The Parish Council noted the update on Wadley Plump improvements.  Clerk advised the ERYC had confirmed works will commence during the Easter Holidays, including two passing places at Wadley Plump and widened footpath to the entrance for drop off points. 

(v)The Parish Council noted the Bus Shelter Improvement works as per  minute reference PTS 264 (i) and Clerk advised prices are still being awaited.

(vi)The Parish Council noted the update received regarding the Water Measuring device located at Water Lane beck, this is a early warning device in case of increased water levels

(vii)The Parish Council noted the update on dim light located at Church Street (next to Library) and Clerk advised the ERYC are aware of this

(viii)To receive update on Willow Flats standing water problems

(ix)The Parish Council noted the update received relating to the Post Office proposals.  It was noted the Post Office will receive three options by the 21st March 2014.  Clerk to maintain contact with the Post Office to report to the Full Council

(x)The Parish council discussed the Ellerker/South Cave wind farms proposals following the Public Meeting held on Wednesday 12th March 2014.  It was noted 73 residents in attendance.  52 of those who attended completed forms indicating for or against any proposals for wind farm(s) at the site indicated in the Scoping Report.  46 of those who completed the form were against any proposal/scheme, 3 supported the scheme and 3 were undecided

(i)14/00552/PLF – Erection of detached dwelling (dormer bungalow) at Land South Of 14A Wesley Close< South Cave, HU15 2EJ for Mr & Mrs Lumb – Application Type: Full Planning Permission

Cllr M. Turner proposed the Parish Council recommend refusal of the application due to the overdevelopment of site which is adjacent to the conservation area, and would incur a detrimental impact on the streetscene and the Trees within the site which form part of the original Tree Preservation Order Belt.  Seconded Cllr Barnett, All in favour

(ii)14/00615/PLF – Change of use of Butchers shop (A1) to a dwelling, Installation of 2 no. Windows to front following removal of existing shop front and 1 no. Roof light to side for G S & E Lilley Ltd, 23 Church Street, South Cave – Application Type: Full Planning Permission

Cllr Foley proposed the Parish Council raise no objection to the application as this would have no adverse effect on neighbouring properties or the streetscene.  Seconded Cllr Warren, Vote 7 in favour, 1 against

(i) 14/00308/TPO - Description of Works: TPO - SOUTH CAVE NO. 15 - 1998 (REF 501) - Canopy raise three Scots Pine trees (T1-T3) over garden to 5m and crown raise Horse Chestnut (T4) to 4.5m to reduce spread and shading over garden

(ii) 14/00743/TPO - Description of Works: TREE PRESERVATION ORDER - SOUTH CAVE - 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA - Fell Sycamore (T1) on safety grounds and crown reduce three Sycamores (T2 -T4) to 19m to reduce the risk of blowing over onto adjacent properties

                (i)The Parish Council noted the Co-Option notice and expired on 14th March 2014 with no applications received.  The Clerk advised the notice has now been extended to 11th April 2014
