SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

 

Present:                Cllrs M. Turner(Chairman),  Barnett, L Turner, Bateman, Lenton, Jamieson & Warren

Public Forum

Cllr Barnett recommended the Parish Council consider a work placement opportunity from the Hull Studio School.  This would provide a local student with general office experience.  Cllr Lenton proposed the Parish Council make arrangements for the student to be located at the Town Hall with the Clerk ensuring all risk assessments and insurance are in place.  Seconded Cllr M. Turner, All in favour.

Cllr L. Turner raised concerns with the hazard with the bridge at Beck Lane (recently modified).  Clerk to ensure the ERYC are aware of the dangers.

Cllr Warren raised concerns with the junction at Church Street to Market Place and potential hazards caused by larger vehicles, parked at the junction.  The Parish Council have on previous occasions contacted the ERYC with the concerns.   It was noted previously the ERYC had planned to install a halfway junction previously, Clerk to make further enquiries into this.

Cllr M. Turner raised awareness the ditch at the A63 opposite Pinfold in the 2007 was blocked and needed clearing.  This seemed not to be completed.  Clerk to investigate with the Highways and the ERYC to establish who should be clearing this ditch.

Clerk advised the Parish Council the ERYC will be conducting a 7 day traffic survey on Beverley Road.  The proposed position of the monitoring equipment will be outside number 1 The Lea. 

Clerk advised the Parish Council of a invitation to a meeting arranged by the ERYC relating to market Weighton Canal and River Foulness Action Plan.  The Parish Council requested Clerk informs the ERYC to keep the Parish Council informed of any progress on this matter.

Cllr Smith –

Cottingham will be hosting a food event.  Cllr Smith advised she is happy to hand out leaflets for South Cave Farmers Market.  The event is planned for 22nd September 2013.

Cllr Barnett proposed that the minutes of the 20th May 2013 be approved and entered into records, as a true and accurate record, Seconded Cllr Bateman, Vote, 6 in favour, one abstention.

Cllr L. Turner proposed that these items be paid on the grounds of sound financial   management of the Council, Seconded Cllr Bateman, All in favour.

(ii)The Parish Council noted the Open Spaces Committee resolution ref: OSC 326 – Playpark (iii)- to paint sets of swings located in the playpark, following two estimates received, the third not received. 

 

59350613         Other Matters

                        (i)The Parish Council discussed current provisions for youngsters within the village and requested Clerk obtain further information on facilities available and possible grant funding.

                        (ii)The Parish Council noted RSA Transitions meeting be he held 3rd July 2013, Cllrs Barnett,Warren and the Clerk to attend.

                        (iii)The Parish Council noted the  alternative date for Finance & General Policy meeting planned 22nd July 2013 – adjustment to Monday 5th August 2013

                        (iv)The Parish Council noted the National Tree planning scheme 2013and have requested a representative from the scheme attend the next Parish Council meeting.

                        (v)The Parish Council considered the Christmas Light switch on dates and arrangements 2013.  The Parish Council agreed Saturday 30th November 2013 to be set.  Clerk to make arrangements for the advisory group to meet to commence arrangements.

 

 

(vi)The Parish Council noted the proposed bridge removal at footpath number 15.  Cllr Turner and Clerk will be attending a site meeting with the ERYC and will report to the Parish Council at the next Full Council meeting.

(vii)The Parish Council noted the alterations to committee representatives (Open Spaces) as Follows:  Cllr Hardy to be replaced by Cllr Bateman.  Cllr Kelly to be included.

(i)13/01669/PLF – Erection of single storey extension to rear following removal of existing conservatory frame at 25 The Stray, South Cave for Mr Bannister – Application Type: Full Planning Permission.

Cllr Lenton proposed the Parish Council raised no objection to this application as the development will have no  impact on neighbouring properties or the streetscene.  Seconded Cllr Barnett, All in favour.

(i) 13/01865/TCA - Description of Works: SOUTH CAVE CONSERVATION AREA - Fell Cedar tree (T1) as it has become too large for a small cottage garden and causing concern to property and neighbours

Location; 5 Church Hill South Cave East Riding of Yorkshire HU15 2EU 

Applicant: Mrs Joan Irving

Application Type: Tree Works in Conservation Areas

Cllr M. Turner proposed the Parish Council raise no objection to this application, and have requested a suitable tree be planted as replacement.  Seconded Cllr Barnett, All in favour.

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
