The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Cllr Kelly advised Market Place is in need of a sweep, Clerk advised the Parish Council the Footway Sweeper had been away for the past week.

58020912 Approval of Previous Meetings Minutes, 16th July 2012
Cllr Kingdom proposed that the minutes of the 16th July 2012 be approved and entered into records, as a true and accurate record, Seconded Cllr Munby, All in favour.

58040912 HMPS Presentation
Representatives Rachel O'Brien (RSA
Transitions - Project Director), John Marshall MBE (RSA Transitions, East
Yorkshire - Project Manager) and Ed Cornmell (Governor of HMP Everthorpe)
provided the Parish Council with a overview of the feasibility study of HMP
Everthorpe who are working with the RSA (the Royal Society for the
encouragement of Arts, Manufacturers and Commerce) in developing a major
resettlement project, which would bring
Everthorpe Hall and the surrounding land at the rear of prison back into
The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

Cllr Munby proposed that the minutes be approved and entered into records, as a true and accurate record, Seconded Cllr Kingdom, All in favour.
(i)The Parish Council noted progress of Bank Mandate alterations.
(ii)The Parish Council considered Open Spaces Committee recommendations for removal of Horse Chestnut tree in Cemetery and requested one further price should be submitted.
(iii)The Parish Council considered the South Cave Diamond Jubilee Wood Donation. Cllr Barnett proposed under section 137a, the Parish Council should support the sign and donate £125 toward the costs, Seconded Cllr Kelly, All in favour.
(iv)The Parish Council noted the completion of Audit Commission annual return.
(v)The Parish Council considered amending procedure for Salary payments. Cllr Kingdom proposed the Parish Council should make arrangements for salaries to be paid via Bacs system as per advisory not 52 received relating to reform under the Legislative and Regulatory Reform Act 2006, which sets out robust yet flexible controls and the total salary bill should be made public, but not the payments to individual members of staff. Salaries should be dealt with after the press and public have been excluded from the meeting. Seconded Cllr Kelly, All in favour.
(vi)The Parish Council considered recommendations from the Open Spaces Committee for playpark improvements and considered three prices received. Cllr Kingdom proposed the Parish Council make arrangements for the improvements to the Playpark Swings (x2 sets flat swings) by RSS Playmakers, funding to be raised from 2012/13 Budget s19, Seconded Cllr Hardy, All in favour.
(vii)The Parish Council noted the Market Weighton Poor Land Allotment increase from October 2012 to £2000, and notification to be passed to allotment holders for increase in rentals from October 2013. The Parish Council requested a tenancy agreement be implemented the Land Owners.

(i)The Parish Council noted the update received from Cllr Kingdom on planning applications: DC/12/02455/STPLF/STRAT/HC and DC/12/02456/PCC/STRAT/HCO
(i)The Parish Council noted ERYC declined invitation to attend a Parish Council meeting to discuss procedures for works to trees.)
(i)The Parish Council considered ERNLLCA joint regional Training Conference. Cllr Barnett proposed the Clerk attend one day conference, Seconded Cllr Kingdom, All in favour.
(ii)The Parish Council considered ERNLLCA training programme 2012. Cllr Bateman requested she attend Making the most of your role as a councillor Part 1 and Cllr Kelly requested he attend Making the most of your role as a councillor Part 3
(iii)The Parish Council noted the South Cave Preservation Society minutes.
(iv)The Parish Council noted the South Cave Preservation Society Hanging basket & floral display results.
(v)The Parish Council received update relating to potential land purchase for Playpark Extension. Cllr Barnett proposed the Parish Council discontinue communications, as a purchase price has not been proposed by landowner. Seconded Cllr Munby, All in favour.
The meeting was closed at 8:15p.m for members of the public to raise concerns relating to item (vi) and was re-convened at 8:10p.m.
Jo Thoresby of Mermaid Boutique, Market Place, South Cave highlighted customers problems with parking at Market Place South Cave, mirrored by Gaynor Edson of The Gallery, Market Place, South Cave.
(vi)The Parish Council considered letter(s) received relating to Market Street parking problems and requested the East Riding of Yorkshire Council representative be invited to attend a meeting to discuss the matter further at which point, suggestions for improvements could be made.
(i)The Parish Council received advisory note on Changes to cheque signatories and other controls.
(ii)The Parish Council considered volunteer for weekly Playpark Inspections. Cllrs Munby & Hardy volunteered to be included on the Rota.
58110912 Other Matters
(i)The Parish Council discussed safety issues at Wadley Plump, South Cave (access road from Church Street to Pavilion). The Parish Council requested the Director of Children Family & Adult Services at the East Riding of Yorkshire Council be contacted to raise awareness of the lack of pedestrian footway and the potential risks involved with the increase in traffic, letter to be copied into Chief Legal & Democratic Services at East Riding of Yorkshire Council.
(ii)The Parish Council received update relating to South Cave Medical Practice retinopathy screening clinic and advised to bring to Full Council if an alternative venue has not been located.
(iii)The Parish Council considered the price received for Clocktower lighting repairs. Cllr Kelly proposed the Parish Council make arrangements for the work to be completed. Seconded Cllr Kingdom, All in favour.

The East Riding of Yorkshire Council are in the process of stockpiling the winter maintenance salt.
Ward Councillor Rita Hudson:
The speed of traffic at Beverley Road, South Cave seems to be on the increase. Clerk advised would arrange for local PSCO to attend for speed checks.
