The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Three members of the public address the Parish Council to provided information relating to Minute reference.    Land to the rear of 96 Beverley Road, South Cave (Ref: SCAV18) development.

 

Cllr Munby advised the footpath at Bacchus Lane, South Cave is fairly narrow and could restrict the use of Pushchairs and Wheelchairs.  Clerk to contact the ERYC to request a site visit to establish if modifications can be made to the footpath for safety reasons.

 

Cllr Bateman advised the footpath at Brough Road (outside Netherwolds) is very narrow and potentially dangerous for pedestrians.  The road is very busy and pushchairs are pushed over of the footway due to the large hedge.  Clerk to contact the ERYC to request a site visit to establish if modifications can be made to the footpath for safety reasons.

 

Cllr M. Turner raised awareness of the loss of many trees within the village and in particular the loss of trees at Church Street, South Cave.

58321112        Ward Councillors Reports (For Information Only)

Ward Councilor Tony Galbraith:

Christmas Parking – There will be free Christmas Parking at Beverley and Cottingham on 8th, 15th and 22nd December 2012.

Wind Turbines – The East Riding or Yorkshire Council are receiving more objections from the Ministry of Defence due to the interference with the Radar. 

NHS Reforms – In April 2013, a new organisation called Health Watch will handle complaints and suggest improvements.  This group will be independent of the NHS and East Riding of Yorkshire Council will tender the work.

Local Development Plans – The Consultations will be published January 2013 with a six week window to make comments.

 

58331112        Approval of Previous Meetings Minutes, 22nd October 2012

Cllr L. Turner proposed that the minutes of the 22nd October 2012 be approved and entered into records, as a true and accurate record, Seconded Cllr Hardy, Vote 9 for 1 abstention.

There were no Declaration of Interests.

58351112        Police Matters

                        PSCO’s provided crime figures for October/November 2012 totalling eight crimes.

The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

                        Planning & Technical Services Committee Meeting – Monday 12th November 2012.  Proposed Cllr M. Turner, Seconded Cllr L. Turner, All in favour.

(i)The Parish Council noted the letter received from resident relating to proposed Planning Development.

(ii)The Parish Council noted the email received from ERYC relating to Councillors applications for dispensation for the vote for the Precept setting 2013/14.

(iii)The Parish Council noted the letter received regulating to condition of footpath number 7 (Water Lane to Bull Pasture) and requested Clerk make enquiries with East Riding of Yorkshire Council for surplus skelpings.

(iv)The Parish Council noted letter received from Resident relating to Pathway levels at West End, South Cave and suggested Clerk refer the matter to the East Riding of Yorkshire Council.

(v)The Parish Council noted the letters received relating to Wadley Plump access road and requested Clerk forward copy correspondence to the relevant department at the East riding of Yorkshire Council for comment.

(vi)The Parish Council noted the response relating to Library Carpark parking.  Cllr Lenton proposed the Parish Council make contact with South Cave Primary School to discuss possibilities for traffic/parking problems.  Seconded Cllr Kingdom, All in favour.

(vii)The Parish Council noted South Cave Preservation Society Management Committee minutes – 7th November 2012

(viii) The Parish Council noted the copy correspondence from South Cave Social and Recreational Committee relating to Overhanging Tree at Tennis Courts.

(ix)The Parish Council noted the update relating to Market Place parking.

(i)The Parish Council noted the lifestyle group donations & considered the Open Spaces committee recommendation for the purchase of additional litter bin to be located at Church Hill, South Cave.  Cllr L. Turner proposed is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure an additional bin be installed, Seconded Cllr Bateman, All in favour.

Application Type: Full Planning Permission

Cllr Kelly proposed the Parish Council raise no objection to the application as this has no adverse effect on neighbouring properties or the streetscene.  Seconded Cllr Munby, All in favour.

The Parish Council noted the decisions made by the East Riding of Yorkshire Council

 

58411112         Tree Applications

(i) 12/04344/TCA - SOUTH CAVE EAST CONSERVATION AREA - Remove Pine tree as roots are coming up through driveway and is very dangerous to people visiting the property at 70 Church Street South Cave East Riding Of Yorkshire HU15 2EP  for Mrs Bernadette Mitchell

Application type: Tree Works in Conservation Areas

Cllr Kingdom proposed the Parish Council recommend refusal of the application.  The tree forms an important part of the streetscene within the conservation area and its loss would be detrimental to the surrounding area.  The Parish Council recommends investigations under the block paving to ensure that the cause of the disturbance is the tree roots and assess if the issue can be resolved by removing hard core and replaying the paves and if the roots are causing damage to the paving, the roots can be removed without jeopardising the safety of the tree and relay the paving.

 

The Parish Council are concerned for the safety of this tree and have requested a TPO be placed as soon as possible.   Seconded Cllr Kelly, Vote 9 for, 1 abstention.

(i)12/03694/TPO – Crown Lift T1-T5 Pine and Larch Tree over ten foot and proximity prune T3 to two meters from house at 12 The Limes, South Cave Approved (No Obj to trees being maintained)

The Parish Council noted the decision made by the East Riding of Yorkshire Council.

                        (i)The Parish Council noted Christmas Dinner arrangements, Venue choice and menu options.  

                        (ii)The Parish council considered the Christmas Opening times for the Town Hall. 

                        (iii)The Parish Council noted the update received relating to the Allotment Gardens.  

                        (iv)The Parish Council noted the Christmas lights switch on event.

                        (v)The Parish Council noted the 8th December 2012 Farmers Market arrangements, including Morris dancers, Church Choir, Handbell Ringers and Santas Grotto.

                        (vi)The Parish Council were unable to note the Tree wardens report relating to the trees within the parish as this has not yet been received.

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
