The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Cllr M. Turner welcomed Cllr Franks to the Parish Council

Cllr Barnett thanked Cllr M. Turner for his work as Chairman over the last year and proposed that Cllr L. Turner be elected as Chair for the year 2014/15.  Cllr Kelly proposed Cllr Munby be elected as Chair for the year 2014/15, Cllr Munby proposed Cllr L. Turner be elected as Chair 2014/15.  Seconded Cllr Bateman, All in favour. Cllr L. Turner signed the Declaration of Acceptance of Office.

Public Forum

Cllr Warren advised for information purposes only, of the protests at Walkington regarding the Fracking works.

Cllr Munby raised concerns with the situation with the Potential loss of services at the Post Office.  Clerk advised the owners are currently in discussion with the Post Office managers regarding the potential alterations who would also like to meet the Parish Council to provide actual information on the current situation.

Cllr M. Turner advised five posts at Wadley Plump have been removed.  Clerk advised the Handyman had been requested to re-install these.

Cllr T Galbriath:

The East Riding of Yorkshire Council annual meeting was held last week.

 

There has been a meeting at County Hall regarding the referendum relating to the Boundary alterations.  This has now been deferred until September 2014. South Cave residents will be given the opportunity to comment, information will be provided n the East Riding Newsletter.

 

Cllr Galbraith has been re-appointed to the planning committee at County Hall for Strategic Planning

 

ERYC are still waiting for the results of a appeal for the refusal of a wind farm (Near Driffield) which was send to appeal.  ERYC are expecting were expecting a response October 2013.   

 

The ERYC Planning Committee will meet this week to discuss a further application for additional 17 wind turbines, to be located adjacent to the 16 already permitted Goole fields (Planning Application approved 2010). 

 

West end Farm Mews – this land is owned by the ERYC and the development for Council Homes has been included in the strategy for some time.  The ERYC may put in for development in the future and the Asset Management team have no definite plans at this moment.

 

Cllr Smith:

Provided information on funding for schools and Yong Enterprise awards for the Humber Region – Bridlington School were awarded to attend the next round at Brigg

 

60630514            Presentation: Ed Commell , Governor – HMP Everthorpe & HMP Wolds

A progress report was provided regarding the site alteration and the amalgamation of the prisons to form one public sector, which were formed in January 2014.

 

A large illustration of the site was available to view detailing the alterations to the site connecting both prisons together and the benefits of the alterations were discussed.

 

 

 

 

 

The operating of both sites together will result in financial savings and will benefit inmates and tax payers and it is hoped the final alterations will be completed by January 2015.

 

Cllr M. Turner requested the Prison look into replacing lost trees to the boundary of the prison.

(iii)The Parish Council approved minute reference PTS 271(i) – Festive Lighting Infrastructure installation to six Columns at Market Place, South Cave - £1440.00.  Proposed Cllr Kingdom, Seconded Cllr Kelly, All in favour 

(iv)The Parish Council approved minute reference OSC 352 (i) – Playpark improvements grant application and increased match funding to £5600.00, Deadline for application, 6th August 2014.  Proposed Cllr Kingdom, Seconded Cllr L. Turner,  All in favour.

(v)The Parish Council considered the purchase of Town Hall Hanging Baskets at a cost of    £40.00 per basket.  Cllr L. Turner proposed the Parish Council make arrangements for the purchase of these, Seconded Cllr Kelly, All in favour

(vi)The Parish Council considered the attendance to ‘Basic Chairmanship’ ERNLLCA training (£35.00 per delegate).  Cllr Munby requested he attend this course, Proposed Cllr L. Turner, Seconded Cllr M. Turner, All in favour

(i)The Parish council noted the correspondence received in relation to Swinescaife Quarry licence & letter of complaint received.  The Parish Council requested a article be placed in the next Parish Newsletter requesting complaints be referred both to the police and also the East Riding of Yorkshire Council to log the number of incidents.

                                (ii)The Parish Council noted the appointment of new Headteacher at South Cave CE School

(iii)The Parish Council noted the confirmation received from WREN RE: Grant Application (Declined)

                                (iv)The Parish Council noted the copy petition received in relation to ‘Ellerker Wind Farm’

                                (v)The Parish Council noted the update relating to South Cave Post Office and advised South Cave Post Office are currently in discussions with the Head Office regards in the best way forward with the retail side of the business.

(vi)The Parish Council noted the Temporary Road Closure: THE EAST RIDING OF YORKSHIRE COUNCIL ROAD TRAFFIC REGULATION ACT 1984 SECTION 14 (1), TEMPORARY PROHIBITION OF THROUGH TRAFFIC, DALE ROAD, BRANTINGHAM

 

 

(vii)The Parish Council noted the message received from South Cave Library regarding Roll Bar installation to the roof of the Library                                                             

(viii)The Parish Council noted the response received from ERYC regarding West End Farm Mews.   See Minute reference 60620514 Ward Councillors report.                       

(ix)The Parish Council considered a event for the display of the sword held by the Museums Registrar, East Riding of Yorkshire Council.  The Parish Council requested Clerk obtains further information.                                                                                   

(x)The Parish Council noted the ongoing jobs

(xi)The Parish Council noted the Emergency Plan as per recommendation minute reference PTS 273 (i).  Cllr Barnett proposed the Parish Council adopt the Emergency Plan and forward copies to each Councillor and the East Riding of Yorkshire Council, Seconded Cllr L. Turner, All in favour

                                (i)14/00564/VAR

Proposal:

Variation of Condition 17.4 (finished floor levels should relate to Plot 3) and condition 18 (Approved Plans) for amended design details on plot 3 and re-positioning of brick wall to east side of plot 1 of Planning permission 12/00950/PLF (AMENDED DDESCRIPTION AND PLANS)

Cllr Kingdom proposed the Parish Council raise no objection to the application, but requested the East Riding of Yorkshire Council is made aware the plan details four trees present, only two trees are present at the site with two being felled.  Seconded Cllr Munby, All in favour.

(ii)The Parish Council considered Risby Homes request for pre-planning meeting to be held relating to Land at Westcote Farm, South Cave.  Cllr L. Turner proposed a show of hands for an information only meeting be held at The Town Hall, Vote 6 in favour, 1 abstention, 1 against, seconded Cllr M. Turner

                        (i) 14/01380/TPO

Proposal:

TPO SOUTH CAVE - 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA - Fell a Beech tree with several large cavities within major scaffold limbs and crown. Over mature and in decline. Proximity to play area (which tree overhangs) warrants felling.

Cllr Barnett proposed the Parish Council recommend refusal to the application on the grounds the tree is in good condition, it is causing no damage to buildings and is one of the largest and oldest specimens within the Parish.  The loss of the tree have a  detrimental to the streetscene.  If the Application is approved, the Parish Council would suggest light pruning of the tree whilst the East Riding of Yorkshire Tree Warden is present to ensure minimal damage.  Seconded Cllr L.
