The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

i)The boundary referendum –  96% voted against Boundary changes,  the option of the Hull City Council reforming the boundaries is no longer a option.

ii)Planning – Application  12/02455/STPLF - Land South and East of Old Priory, Station Road, South Cave - Hybrid Application, ERYC officers may recommend approval of the application on Thursday 23rd October 2014.

Cllr Kingdom may attend as an individual and take along points of objections from the Parish Council.

                                      iii)ERYC will engage with Hull City Council Joint Scrutiny on East Yorkshire hospitals trust.

(ii)The Parish Council considered the price received for computer system modifications at Town Hall.  Cllr Kelly proposed the Parish Council proceed with the works.  Seconded Cllr   Munby, All in favour. (s111 LGA)

(iii)To resolve that the Council in accordance with its power under S137 & 139 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure:

Donation to the Royal British Legion for the laying of a Parish Council wreath at the Remembrance Service (£50.00) & consider Parish Council representative for remembrance Sunday 9th November 2014 commencing 2:45p.m at memorial followed by service at the Church.  Cllr Kelly proposed the Parish Council proceed with the donation, seconded Cllr Kingdom, All in favour.

(i)The Parish Council noted the Christmas Light Switch on arrangements.  Cllr Kelly proposed the Parish Council approve the rental of Pedestrian Barriers for Market Place, South Cave - Saturday 29th November 2014 at a cost of £85.00 + VAT, Seconded Cllr Munby, All in favour (s137 LGA)

(ii)The Parish Council noted the draft Newsletter – November 2014

(iii)The Parish Council noted the tree donations to be received from Woodland Trust & Considered the purchase of Stakes and covers at a cost of £102.00 + VAT.  Cllr Kingdom proposed the Parish Council proceed with the purchase of the stakes and covers, Seconded Cllr Foley, All in favour (s1 PCA)

(iv)The Parish Council considered the Christmas celebration following meeting to be held on Monday 15th December 2014, to be arranged at the Fox & Coney or Cave Castle commencing 8:30p.m depending on availability.

(v)The Parish Council noted THE EAST RIDING OF YORKSHIRE COUNCIL, ROAD TRAFFIC REGULATION ACT 1984 SECTION 14 (2), TEMPORARY PROHIBITION OF THROUGH TRAFFIC, CRABLEY CREEK LEVEL CROSSING, CRABLEY LANE, SOUTH CAVE

(vi)The Parish Council noted the update regarding safety at Beverley Road and Little Wold Lane junctions.  Cllr Foley provided information regarding the problems, have agreed to trim a bush at the junction to Little Wold Lane. 

(vii)The Parish Council noted the response from ERYC regarding Water Lane safety issues (Water Lane crossing to Footpath number 7 leading to Bull Pasture). The Parish Council requested neighbouring properties be contacted requesting opinions on the matter.

(viii)The Parish Council noted the update from ERYC relating to South Cave CE School installation of Bio-Mass boilers and the Parish Councils request for a Air Quality survey/assessment and requested Clerk request a Air Quality assessment be arranged by the School.

(ix)The Parish Council received an update regarding Market Place Cycle Rack installation.  Cllr Munby advised the Parish Council on the suggestion made by the ERYC for one Cycle rack on each side of the crossing.    Cllr Kelly proposed the Parish Council request the ERYC proceed with the installation, Seconded Cllr Jamieson, All in favour

(x)The Council noted the ERYC review of Polling places/stations and no comments were made.

                                      (i)The Parish Council noted Market Place farm update – Wilsons Willow & Little Wold Vineyard

                                      (ii)The Parish Council noted the Letter received on behalf of South Cave Residents regarding Spook Wood” Motor Cycle problems & considered the draft letter to be sent on behalf of the Parish Council.  Cllr Galbriath to make arrangements for a joint meeting with Clifford Watts, Police and the Woodland Trust.  The Parish Council advised the matter is ongoing and will continue the efforts in arranging a meeting before any further comments can be made.

(i)The Parish Council noted the Farmers Market update and received brief notes from meeting held with representative from the South Cave CE School, Board of Governors

(ii)The Parish Council considered the pro rata contribution for Bonfire Clearance (January to September 2014).  Proposed Cllr Kelly,  Seconded Cllr Barnett all in favour.

(i)The Parish Council considered the Town Hall open day showcasing the replica sword – Saturday 22nd November 2014.  Cllr Barnett proposed arrangements be made for a weekday/schooldays , Seconded Cllr Kelly, all in favour

(ii)The Parish Council considered Councillor Surgeries to be at The Town Hall (Monthly) – Third Saturday of each month 10:00a.m to 12:00p.m.  Proposed Cllr Barnett, Seconded Cllr Bateman, vote six in favour, 1 abstention

(iii)The Parish Council noted the office Closure 21st October 2014 to Thursday 30th October 2014 Inclusive

(iv)The Parish Council considered the budget for the purchase of a Christmas tree for the Town Hall, decorations and stand. Cllr Kingdom proposed the tree be purchased at a cost of £45.00 and £26.00 for the purchase of a reusable stand,  Seconded Cllr Barnett, all in favour (s137)

                                      (i)The Parish Council noted the minutes received from Community Partnership Meeting held on 17th September 2014

(ii)The Parish Council received a brief from Yorkshire Wolds Conference 16th October 2014.

(iii)The Parish Council noted the  Humber & Wolds Rural Community Council Annual General Meeting invite – 19th November 2014.

(iv)The Parish Council noted the Northern Gas Networks (NGN) invitation to one of  two workshops.

                                      To consider support of letter submitted to East Riding of Yorkshire Council in relation to highways consultation response:

We note the changes to the highways consultation response dated 24th September and am perplexed at the change in stance from the Highways department with no apparent justification.  The minor realignment of the access way to achieve a 6m access road, reduction in vision splay and radii does not address previous objections on Highway issues. We also  note the repositioning of the traffic island has not been amended. These objections appear to remain.

.

We see nothing in the minor detailed changes which mitigates the highways response dated 12 December 2012 which clearly stated;

 

“The construction of a junction in this location where there has been a history of accidents and speeding issues together with U-Turn problems on this strategic and important lorry route with the gradient of the A1034 is likely to create potential hazards to other road users. In addition the movements likely to be created at the junction, including braking and turning manoeuvres, would be likely to interrupt the safe and free flow of traffic to the detriment of highway safety.”

 

The Highway access is at the narrowest part of the downhill A1034 road and is dangerous. The previous highway response reminds you that “significant HGV flows along this section of the Network and the fact that the A1034 is a recognised abnormal load route.”  

 

It is therefore of further concern that the Highways response does not address it’s own objection, that the proposal still does not achieve a minimum 2 metre wide footway  especially along the busy A1034. This in light of the MfS recommendation for priority being given to pedestrian facilities in new residential layouts, when this junction will be heavily used by all pedestrians, especially with families from the 60 houses.

 

We do not understand how a large reduction in the vision splay and corner radii with only a 1.8m footpath suddenly makes this proposed access for 60 dwellings safe.  We would remind you that the provision of this dangerous and detrimental access is the sole reason for demolition of Nr 70 Market Place in the conservation area.

 

The writer of the Highway response refers to the compliance with NPPF guidance which itself is very broad brush and does not cover areas of detail. Nothing in that guidance prevents proposed dangerous junctions being refused.  In this case the Highways consultee should specify in what regard the proposal now complies with all guidance and what specifically has made them retract their previous objection (at a time when NPPF was applicable)

 

If this access cannot achieve the national standards recommended, (and recommended with very good reason), then "making do" is not sufficient reason to put lives at risk. South Cave has been the subject of a number of questionable highway junction and access decisions over the years which residents have to live with on a daily basis and this, if approved, will add to the problems.

                                      Cllr Barnett proposed the Parish Council support the letter and formally forward to the East Riding of Yorkshire Council,  Seconded Cllr Kelly, All in favour.    

                                      (ii)The Parish Council noted the appeal to Planning Inspectorate in respect of 14/01897/PLF – Land South of Fairways Farm, Northfield Close, South Cave, HU15 2EW – Mr Suri

                                      ERYC Appeal Case Number: 14/00064/REFUSE

                                      Planning Inspectorate Reference: APP/E2001/A/14/2226978

                                      Cllr Kingdom proposed a letter of support be send to ERYC supporting the refusal, Seconded Cllr Foley, All in favour.

Cllr Kingdom Proposed the Parish Council recommend refusal of the application, on the grounds of the massing and scale of the extension having a detrimental impact on the streetscene and would dominate the neighbouring property.  Seconded Cllr Kelly, All in favour.
