The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

The Parish Council thanked Mr David Ellerker and Mr Jake Ellerker for their efforts in clearing the footpaths from snow around the village.

 

The Parish Council requested the clerk continue gathering information on the following items:

(i)Repair of railings at Little Wold Lane

(ii)Request library re-consider the Carpark opening times

(iii)Church Street Carpark – to request the ERYC make entrance a Keep Clear zone for motorist

58600113        Approval of Previous Meetings Minutes, 17th December 2012

Cllr Lenton proposed that the minutes of the 17th December 2012 be approved and entered into records, as a true and accurate record, seconded Cllr Kingdom, All in favour.

                        There were no PCSO’s present

 

58630113        Correspondence

                        The meeting was closed at 7:20p.m for Mr Clarke, resident at Stonepit Road to address the Parish Council, providing information on the petition gathered from residents raising awareness to the Parish Council of the need to limit the heavy vehicles accessing the Road.  The meeting was re-opened at 7:25p.m.

(i)The Parish Council noted the petition received from residents at Stone Pit Road, South Cave relating to speeding vehicles at Stone Pit Road.  Cllr G. Lenton proposed the Parish Council write to the ERYC to confirm the Parish Council endorse and support the petition and support any action being taken on this matter.  Seconded Cllr Kingdom, All in favour.

                       

 

 

(ii)The Parish Council note the letter received from resident relating to Trees as Bull Pasture and requested Clerk request the ERYC to investigate the matter. 

(iii)The Parish Council noted the letter received from resident regarding Footpath number 7 and requested Clerk advise resident the Parish Council are in the process of obtaining the materials for works to be completed.

(iv)The Parish Council noted the letter received from ERYC relating to Council Tax funding 2013/14.

(v)The Parish Council noted the South Cave Preservation Society Management Committee Minutes & War Memorial – Working party minutes.

(vi)The Parish Council noted Cllr Phillips Resignation and noted the expiry of the Vacancy notice as being 28th January 2013.   Clerk notified the Parish Council of the Co-Option dates.

Cllr Kelly proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr Hardy, All in favour.

7:45The meeting was closed to the public for the following item (there were no members of the public present)

(ii)The Parish Council considered arrangements for Grass Cutting services 2013 and resolved to continue the maintenance with the Current Contractor.  The Parish Council received the recommendation to provide a schedule of work to the Contractor detailing the monthly maintenance, to ensure the Parish needs are fulfilled and budgets maintained.   Cllr M. Turner proposed in the interests of Parish needs and Sound financial management, the Parish Council accept the recommendation received.  Seconded Cllr Lenton, All in favour.

(iii)The Parish Council resolved to set the precept at £90,479 for 2013/14 (in order to maintain the current household billing amounts).  Proposed Cllr Kingdom, seconded Cllr M. Turner, All in favour.

 

 

 

 

(iv)The Parish Council discussed a letter from the South Cave Playgroup for a grant under section 137 of the LGA 1972 in support new play area flooring.   Cllr Kelly proposed that the Parish Council should support a local charity, proposing a contribution of £250:00 under s137 of the LGA 1972, seconded Cllr Lenton, All in favour.

(i)12/05008/PLF – Erection of detached garage with adjoining physiotherapy and rehabilitation room at Glebe House, 22 Station Road, South Cave for Mrs Southcott

Application Type: Full Planning Permission

Cllr M. Turner proposed the Parish Council raise no objection to the application as this would have no impact on neighbouring properties or streetscene and requested suitable replacement trees are re-planted into alternative areas within the garden.  Seconded Cllr Kelly, All in favour.

                          

58660113        Other Matters

(i)The Parish Council noted deadline for February 2013 Newsletters, distribution dates & consider items to be included.

(ii)The Parish Council noted Annual Spring Clean arrangements for Saturday 23rd March 2013 (included in newsletter).

(iii)The Parish Council noted update on Allotment Gardens located at Cave Gates, South Cave and was provided with a draft agreement.  It was requested comments be made to The Clerk.

(iv)The Parish Council noted the amended Meeting Schedule 2013.

(v)The Parish Council noted South Cave Primary School Term Dates.

(vi)The Parish Council considered the Christmas Lighting improvements 2013 and noted the improvements are to be made bearing no financial impact to the Parish Council.

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
