The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Cllr Kelly informed the Parish Council the signage at Turks Trodd had been replaced.

Cllr M. Turner raised awareness of the flooding problems on 20th July 2014.  The alterations the ERYC had made to the beck at Barnards Drive had made no effect and nine properties flooded.  The Parish Council requested Clerk make arrangements for a site meeting with the Environment Agency, ERYC and Yorkshire Water.

 

The Parish Council requested Clerk contact the ERYC to establish the arrangements made for the works at Pinfold Beck and the works to the wall, which is within a conservation area.

Cllr T Galbriath:

The wind farm at Burton Agnes has been rejected and will now be going to judicial review.

The ERYC are promoting tourism and are visiting locations.  It was noted a visit to Brampton Cliffs had been attending which the RSPB are planning a new visitors centre.  The build/planning has been placed on hold whilst a Newt survey has been completed.

Cllr Galbraith provided apologues for the planning meeting to be held on Wednesday 23rd July 2014 and advised the site(s)/planning application would go to cabinet.

It was noted South Cave and Brough has not received the East Riding magazine.  Cllr Galbraith would investigate this matter further

                Item brought forward to 7:15p.m to enable Cllr Jump to attend a later meeting:

                (i) Cllr Jump – Haltemprice & Hunsley Community Partnership:

Provided an update on the work completed by the group and how the parish can get involved.   

     7:35p.m (ii) Matt Lewer – East Riding of Yorkshire Council, Special Projects Officer – Housing Strategy and Development:

     Provided information on the East Riding of Yorkshire Councils assessment for the need for additional affordable housing and the commitment to improving access to affordable housing for local people, especially in communities where the need is great and to discuss the process and also how the Parish Council might wish to get involved.  A survey was suggested to involve the Parish Council, to gather information on the needs of the village.  Cllr Kingdom proposed the Parish Council agree to be involved in Principle to be involved with the survey as the information could be useful for future development applications. Seconded Cllr Barnett, All in favour.

(i)There were no police present to speak. Crime figures were provided from the police totalling five crimes from 16th June 2014 from 20th July 2014

(ii)The Parish Council received an update from Humberside Police investigating officer re: Ferry Road training accident 2014

(i)The Parish Council received and where necessary adopted the resolutions from within   the minutes of the following committee meetings:

Planning Committee Meeting – 23rd June 2014

Open Spaces Committee Meeting – 14th July 2014

Technical Service Committee Meeting – 14th July 2014 One minor alteration  

Farmers Market Committee Meeting – 14th July 2014

Farmers Market Traders Meeting – 12th July 2014

Cllr Barnett proposed that the Committee minutes be approved and entered into records, as a true and accurate record.  Seconded Cllr L. Turner, All in favour

(ii)The Parish Council considered the recommendations from Farmers Market Committee – Minutes 14th July 2014 to hand the Market over to the Market Traders from October 2014 (September 2014 being the final market financially supported by the Parish Council)

Cllr Barnett proposed following over 13 years of continues support of the Farmers Market the Parish Council hand over the management of the Market onto the Market Traders who will continue with the Market directly making arrangements with South Cave CE School from October 2014.  Seconded Cllr M. Turner, All in favour.

Cllr Barnett proposed the Parish Council notify South Cave CE School of the new arrangements for the Farmers Market and ensure  arrangements are made by the School for the re-seeding and clearance of the Bonfire Site on Bull Pasture, originally included in the Farmers Market agreement/arrangements.  Seconded Cllr Kelly, All in favour.

Cllr M. ClCllr KelCllr Foley proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr L. Turner, All in favour.

(ii)The Parish Council devolved authority to the August meeting of the Planning Committee to resolve payment of accounts 11th August 2014.  Proposed Cllr L. Turner, Seconded Cllr Barnett, All in favour.

(iii)The Parish Council approved the Technical Services recommendations re minute reference: PTS 278 (Bus Shelter improvements) and requested Clerk make arrangements for the works.  Proposed Cllr Warren, Seconded Cllr Kingdom,  All in favour

(iv)The Parish Council considered the Technical Services recommendation re minute reference: PTS 285 (vii) (Town Hall Notice Board).  Cllr Kelly,   Proposed the Parish Council purchase a clear window Notice board at a cost not exceeding £30.00, Seconded Cllr Foley. All in favour.

 

60859714             Other Matters

                            This matter was brought forward at 8:20p.m (i) The Chair advised the Parish Council will at no time indicate their support or opposition to any potential application as to do so, would seriously compromise the Parish Councils Position The Parish Council considered the offer received from Risby Homes in relation to Open Space at Westcote Farm. 

The meeting was closed at 8:30 for resident from Thornham Close to speak:

Concerns were raised for drainage of the site as the site is higher than the properties at Thornham Close.  It was advised resident attend the meeting once the formal application is received, Clerk to keep resident informed.

                            The Meeting was re-opened at 8:35p.m

                            Cllr Kingdom proposed the Parish Council consider any arrangements and offers upon receipt of a formal Planning Application received via the East Riding of Yorkshire Council.  At which point, the Parish Council would require information relating to Legal Expenses and annual costs for the maintenance of the site.   Seconded Cllr L. Turner, All in favour.

                            (ii)The Parish Council noted the ERYC confirmation of ratified Conservation Area of South Cave

                            (iii)The Parish Council noted HMPS tour to be held for Parish Councillors on Wednesday 6th August 2014 – 10:00a.m

                            (iv)The Parish Council noted the Code of Conduct Training to be held by the East Riding of Yorkshire Council and requested Clerk email Cllrs with dates

                            (v)The Parish Council noted the deadline for Newsletter 28th July 2014 and received Draft Newsletter

                            (vi)The Parish Council noted correspondence received regarding South Cave CE School regarding Bio-Mass Boilers.  Cllr L. Turner provided the Parish Council with information relating to the air quality and Mr Killeen (Headteacher) support to request the ERYC conduct an Air quality survey.  Cllr L. Turner proposed the Parish Council request the ERYC make arrangements for an Air Quality survey to be completed whilst the boilers are working.  Seconded Cllr Munby. All in favour.

                            (vii)The Parish Council noted Clerk Holiday commencing 20th August 2014

                            (viii)The Parish Council noted the North Cave Neighbourhood Plan approval

                            (ix)The Parish Council noted the date to be arranged with Clifford Watts and Police regarding Swinescaife Quarry.  Clerk advised the date will be circulated accordingly once confirmation is received from Clifford Watts.

                            (x)The Parish Council noted the response received from ERYC regarding Church Street Car Park rules. Cllr M. Turner proposed the Parish Council request the Yellow lines be extended to avoid misunderstanding or provide an additional parking bay.  Seconded Cllr Warren, All in favour

(i)14/01897/PLF – Full Planning Permission

Proposal:

Erection of a detached dwelling

Location

Land South of Fairways Farm, Northfield \Close, South Cave, HU15 2EW

Applicant:

Mr Suri 

The meeting was closed at 8:40p.m for members of the public to speak:

Residents raised awareness of the increase in traffic and the impact on pedestrians on the cul-de-sac position.  The Narrow entrance which also included farming vehicles.  The increase in noise from vehicles accessing the site being on a gravel surface,  the impact on the streetscene as the building can be seen from the road and also from the various footpaths around the vicinity and the development being outside the development limits.

The meeting was re-opened at 8:45p.m

Cllr M. Turner proposed the Parish Council recommend refusal of the application for the following reasons:

i)The application site is outside the village development limits

ii)The application site is not included in the proposed Housing Allocations in the LDP submission document

iii) The application would be an overdevelopment of the site which was originally only approved for a single storey agricultural dwelling, which has been subsequently enlarged with a additional storey and extension.

iv)The application is highly visible from the street and also the numerous public footpaths surrounding the development area.  The Building can also be seen from the Golf Course at Cave Castle which creates a detrimental impact on the visual amenity of the area.

v)The access to the site entrance is only single car width  access and the increase in traffic would have a detrimental impact on neighbouring properties. Access onto the cul-de-sac which already includes a recently approved access to the opposite side (ref app Nr 12/04674/REM), and the proposal potentially increases the risk to the Safety of pedestrians

vi)There is no access for Bins to the site

vii)This site is backland development

If the East Riding of Yorkshire Council are minded to approve the application, the Parish Council request this application be discussed by the Committee.

(ii)14/01861/PLF – Full Planning Permission

Proposal:

Erection of a two storey link extension

Cllr Kelly proposed the Parish Council raise no objection to the application having no impact on the streetscene, Seconded Cllr Franks, All in favour.

(iii)14/01934/PAD – Consent to display an advertisement

Proposal:

Cllr Barnett proposed the Parish Council raise no objection to the application, Seconded Cllr Foley, vote 10 in favour, 1 abstention. 

(iv)14/02122/PLF – Full Planning Permission

Proposal:

Erection of two-storey extension and conservatory to rear  

Location:

26 Nunnery Walk, South Cave  

Applicant:

Mr & Mrs Whitaker  

Cllr Barnett proposed the Parish Council recommend refusal to the application for the following reasons:

i)The application is out of character with the existing surrounding properties and the roof lines are in need of re-design

ii)Dominance and massing – the proposal will over develop this pot within a Cul-De-Sac location and the neighbouring properties may incur light restrictions

iii)If the East Riding of Yorkshire Council approve the application the Parish Council requires the ERYC to be mindful to apply a day ad time restriction on the work to be completed and deliveries of materials.

(v)14/02162/PLF – Full Planning Permission

Proposal:

Erection of two storey extension to front and single storey extensions to rear following demolition of existing sun room
