The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr Barnett advised she had received a complaint from a resident at Common Lane, enquiry why the disabled parking bay been removed from outside the post office and request Clerk to respond accordingly. 

 

Cllr Munby requested the Charity stalls at the Farmers Market should hold a sign notifying which charity they represent. 

 

Cllr M. Turner advised the noticeable increase in parking problems at the School.  The Library has closed the gates and locked them and proposed Clerk contact ERYC to request the carpark is re-opened when the Library is closed.  The closure of this parking area as cased a loss of ten parking spaces causing further congestion at school times. Seconded Cllr Lenton, All in favour. 

 

Clerk provided the Parish Council with an update on the Market Place Parking problems and advised will keep the Parish Council informed of any meetings arranged.

58161012        Ward Councillors Reports (For Information Only)

Ward Councillor Tony Galbraith:

Cllr Galbraith requested the Parish Council keep the Ward Councillors involved and notified of any meetings arranged relating to the Parking problems in South Cave.

 

The Government has announced Council Tax Benefit reductions by 2.4 million, but will protect pensioners.  The Cabinet are currently considering a 25% reduction.

 

Elloughton cum Brough – The Tesco Planning application has been re-submitted at Common Lane. An Appeal has been susses full in refusing a wind turbine application.  Another six appeals were lost. 

 

South Cave School –The ERYC changed the way funds are distributed for the next financial year.  South Cave Primary School will lose 19k of its income.

Cllr Munby proposed that the minutes of the 17th September 2012 be approved and entered into records, as a true and accurate record, Seconded Cllr Hardy, Vote 5 for 2 abstentions.

58191012        Police Matters

                        PSCO Nick Overton provided crime figures for October 2012 totalling five crimes.

Any complaints relating to speeding should now initially be directed to Mr Philip Hiscott at the East Riding of Yorkshire Council, Highways department, who will arrange for a engineer to visit the site. 

Civil enforcement officer at the ERYC are now responsible for parking tickets.

58211012        Finance

(i)The Parish Council noted receipt of the precept request 3rd January 2013.

(ii)The Parish Council considered the Open Spaces Committee recommendations for removal of Horse Chestnut tree located in cemetery and considered three estimates.  Cllr Lenton proposed recommendation is approved, in the interests of good management and works to be completed by Harrison Professional Tree Care upon receipt of the relevant insurance and risk assessments. Seconded Cllr M. Turner, All in favour.

(iii)The Parish Council noted the completion of Bus Shelters cleaning and costs of £10.00 per shelter.  The remaining £30.00 to be re-entered into the Bus Shelter ring fenced budget.

(iv)The Parish Council considered the Cave Gates allotment alterations prices following the recommendation made at Finance & General policy meeting.  Cllr L. Turner proposed the Parish Council proceed with Jon Vicary on the grounds of sound financial management and in the interests of the Parish, who will arrange and mark 31 plots within the allocated 2 acre site at Cave Gates. 

Cllr Bateman proposed the Parish Council utilise the Tenancy Agreement for Allotment Gardens with two minor amendments to include, the exclusion of all livestock and guns. Seconded Cllr Munby, Vote 6 for, 1 abstention.

(v)The Parish Council resolved in accordance with its power under S137 & 139 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure:

Donation of £50.00 to the Royal British Legion for the laying of a Parish Council wreath at the Remembrance Service.  Proposed Cllr L. Turner, Seconded Cllr Lenton, All in favour.

(vi)The Parish Council considered the Cemetery wall quotations received.  Cllr L Turner proposed the Parish Council arrange a onsite meeting with contractor O’Neil’s to discuss works and obtain the relevant insurance documentation and in the interests of sound financial management, arrange for the works to be completed.  Seconded Cllr Barnett, All in favour.

(i)12/04026/PLF – Change of use of first floor shop (A1) to restaurant (A3) and erection of two storey and single storey extensions to rear at The Gallery, 67 Market Place, South Cave for Mr G. Wells

Application Type: Full Planning Permission

Cllr Munby proposed the Parish Council raise no objection to the application as the proposal appears to have been tastfully designed.  The Parish Council would like to ensure the ERYC are aware the property adjoins to a residential property, and the Hours of opening should remain as present.  The Parish Council would like to draw reference to para 10.0 Consultation, item (2).  The Parish Council has not verbally provided feedback on this proposal prior to the application being considered at the meeting held on Monday 22nd October 2012.  Seconded Cllr Bateman, Vote 5 for, 2 against.

(i)12/04017/TCA -  SOUTH CAVE EAST CONSERVATION AREA - Fell one Poplar tree due to extensive dieback, shedding branches, potential damage to septic tank in close proximity, causing excessive shading to property and is of low amenity value. at The Grove Stonepit Road South Cave East Riding Of Yorkshire HU15 2BY  for Nu-Lawn Landscapes

Application type: Tree Works in Conservation Areas

Cllr M. Turner proposed the Parish Council defer the matter to the East Riding of Yorkshire Council, Seconded Cllr Munby, All in favour.

(ii)12/03886/TCA - SOUTH CAVE EAST CONSERVATION AREA - Remove dead Eucalyptus from northern boundary.  Sycamore and 2 Ash trees on northern boundary require tidying as they are beginning to grow towards neighbours conservatory.  Crown lift 1 Conifer, 1 elongated Sycamore, 1 Lombardy Poplar with evidence of extensive co-dominant stem 1 Alder leaving better shaped second Alder.  Remove 2 White Poplar trees in the southern corner and remove 3 self-seeded elongating Sycamores.  Tidy Laurel by the garage and clear the area behind the garage at 77 Market Place South Cave East Riding Of Yorkshire HU15 2AS  for Mr Neil Ward

Application type: Tree Works in Conservation Areas

Cllr Barnett proposed the Parish Council raise no objection to the application but recommend the following as suggested by the Parish Council tree officer:

i)Make the garden safe by removing the dangerous and/or dead trees

ii)Carry out work described in the Arborology report

iii)Ask the owner to monitor the condition of the remaining trees annually and seek expert advice if signs of disease are present

(iii)12/04101/TPO - TPO CHURCH STREET, SOUTH CAVE - 1968 (REF. 127) - Canopy raise T1 Sycamore located in rear garden and crown clean to re-balance tree at 20 Wesley Close South Cave East Riding Of Yorkshire HU15 2EJ  for Mr Broom

Application type: Works to Protected Trees

Cllr Barnett proposed the Parish Council raise no objection to the works to the tree but recommend the following as suggested by the Parish Council tree officer:

Lift the canopy by about 1 metre and thin out the crown by to 10% and removal of dead Branches.  Seconded Cllr Munby, All in favour.

(i)DC/11/03971/PLF – Alterations to front elevation and internal layout of existing office building to create 1 additional office unit and erection of a single storey extension to rear at 54 West End, South Cave for Mr Forman

The Parish Council noted the correspondence received and requested Clerk update when further information is received.

 

58251012        Correspondence

                        (i)The Parish Council noted the ERYC Budget Events 2013/14.

(ii)The Parish Council noted the Humber & Wolds rural community Council Annual General Meeting.

(iii)The Parish Council noted the ERYC Response relating to Wadley Plump.  Cllr Munby proposed the Parish Council publish the letter in the Parish Council Newsletter, requesting residents to write to the Clerk, with their observations.  Seconded Cllr Lenton, All in favour.

(iv)The Parish Council considered the ERNLLCA Councillor refresher course and requested further details from ERNLLCA.

(v)The Parish Council noted the South Cave Preservation Society Management Committee minutes.

(vi)The Parish Council noted the ERYC letter – Abolition of council tax benefit.

(vii)The Parish Council noted the ERYC outdoor mobile skate park facilities and expressed concerns with the usage of the Car Park located at Wadley Plump. The Parish Council request the ERYC consider alternative venues and contact the Parish Council once located.

Cllr Lenton left to room for the following item to be discussed:

(viii)The Parish Council approved the general response for South Cave Site Assessments.  Cllr Turner provided an overview of the comments to be submitted. Cllr Barnett proposed the Parish Council submit the comments by the deadline of 31st October 2012. Seconded Cllr L. Turner, All in favour. 

 

58271012         Administration

(i)The Parish Council noted the Newsletter deadline of 26th October 2012.

(ii)The Parish Council considered additional Items for the Parish Newsletter.

 

58281012        Other Matters

(i)The Parish Council considered the date of 1st December 2012 for Christmas lights switch on and celebration event.  Cllr Barnett proposed the Parish Council make arrangements with The Bear Inn and groups within the village.  Seconded Cllr M. Turner, All in favour.

Cllr Lenton proposed the Parish Council arrange for the school crossing patrol to be present at the event, in the interest of Health & Safety, at a cost of £56.00, Seconded Cllr L. Turner, All in favour.

Cllr Lenton Proposed Viking FM Radio should not be present for the switch on.  Seconded Cllr Barnett, All in favour.

(ii)The Parish Council noted the South Cave Preservation Society decision to donate a Christmas tree to the Parish Council, Town Hall.

(iii)The Parish Council considered the Christmas dinner arrangements and requested a menu from The Bear Inn, Market Place, South Cave for Monday 17th December 2012, time: 8:00p.m.

 

58291012        Finance - Confidential Matters

The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.
