The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

                                      Public Forum

                                      Cllr Bateman advised the Bin located at West End near Costcutter is in need of replacement due to the wind collecting the detritus, a covered bin is required.  Clerk advised the ERYC are currently looking into the possibility of replacing the bin.

 

                                      Cllr M. Turner expressed concerns with the grassed are at Wadley Plump being used for vehicle parking.  The trees within the vicinity could be potentially damaged and the impact on the streetscene in this conservation area is being compromised.  Clerk advised a meeting will be arranged on site to discuss the matter with ERYC relevant departments.

609350215                 Ward Councillors Reports (For Information Only)

                                      Cllr Galbraith advised the ERYC have frozen their precept for the 5th year, however the Police and fire services may increase be 1.9% each. 

                                      Flood alleviation:  South Cave has been allocated 0.8m funding, South Cave is 7th on the list to be studied, possibly in year 2017/18.  The parish Council requested the ERYC maintain contact with the Parish Council and any schemes should be discussed with the Parish Council.

                                      Gladman Developments – Little Wold Lane, South Cave: The ERYC committee to discuss the application may be the 12th March or the 26th March 2015.  It will not be know until one week prior to the meeting the exact date, the Parish Council requested Cllr Galbraith notify the Parish Council once he is aware of the date and time of the meeting.

 

                                      Cllr Smith advised the ERYC have finished their review of safeguarding for children:

Cllr Kelly proposed that the minutes of the 19th January 2015 be approved with one minor amendment and entered into records, as a true and accurate record.  Seconded Cllr Bateman, All in favour.

Cllr Kelly proposed that these items be paid on the grounds of sound financial   management of the Council, seconded Cllr Warren, All in favour. 

(ii)The Parish Council noted South Cave Scouts appreciation for s137 grant aid £1000.00

(iii)The Parish Council noted Brough Voluntary Action Group appreciation for s137 grant aid £200.00

(iv)The Parish Council considered the Cemetery Railing improvement estimates received and consider submission of planning application.  Cllr Kelly proposed the Parish Council proceed with the planning application for the site improvements, seconded Cllr Barnett, All in favour

                               (v)The Parish Council considered the formal financial request from Ellerker Parish Council/Stop Bagletts Wind Farm group, for consultation costs.

Cllr M. Turner proposed that the Council in accordance with its power under S137 & 139 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area, or its inhabitants and will benefit them in a manner commensurate with the expenditure:

£500.00 donation to Ellerker Parish Council/Stop Bagletts Wind Farm group

Seconded Cllr Munby, Vote 7 in favour, 1 against.

      (i)The Parish Council considered a bin installation next to South Cave Cemetery (layby)                 Station Road and requested the Clerk request installation by the ERYC.

      (ii)The Parish Council noted the meeting notes regarding Community Partnership           meeting.

      (iii)The Parish Council considered Tree warden application,  Cllr L. Turner proposed the                 Parish Council refuse the application, seconded Cllr Barnett, All in favour.

      (iv)The Parish Council noted the ERYC flood investigation report and requested ERYC    maintain contact with the Parish Council regarding any project works relating to Flood          Alleviation.

      (v)The Parish Council noted the update on Defibrillator installation at South Cave Post Office, Market Place, South Cave & confirmed defibrillator training dates in 14th April         2015, be advertised in the Parish Newsletter.  

      (vi)The Parish Council noted the update regarding the Water Lane traffic calming            surfacing works, in which the ERYC advised work may be includes in the budget for               2016/17.

      (vii)The Parish Council received the correspondence from South Cave Preservation       Society and discussed concerns raised.  A formal response to be forwarded by The Clerk           to address the enquiries contained within.  

      (viii)The Parish Council noted the ERYC ‘Volunteering in your Community’ information

      (ix)The Parish Council noted the ‘le tour de Yorkshire’ and considered a community       event.  Cllr L. Turner proposed the Parish Council make no plans for the event on this    occasion, Seconded Cllr Barnett, All in favour.

      (x)The Parish Council noted the update of WREN grant and playpark improvement         project and note closure of playpark being 16th March 2015 to 20th March 2015 inclusive.  

      (xi)The Parish Council noted the residents donation towards additional seat/bench at   Bull Pasture (£50), the Parish Council suggested the funds be placed into to a holding               account for contributions for the purchase and installation of a seat totalling £360.00.            Advert to be placed in the next newsletter requesting additional donations for this   project.  Proposed Cllr L. Turner, Seconded Cllr M. Turner, All in favour.

                                      (i)East Riding Local Plan – The Parish Council noted responses from primary villages, the Parish Council raised concerns for the lack of consultation for the additional allocated sites and requested Clerk arrange a LDF meeting.

 

609450215                 Finance - Confidential Matters

                                      (i)To resolve that in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw

                                      (ii) The Parish Council noted the following items be paid on the grounds of sound financial management of the Council:

                            Salaries: £1819.31 Proposed Cllr Kelly,  Seconded Cllr Warren, All in favour.

                                      (iv)The Parish Council Considered the Employee Pension contributions.  It was noted the pension contributions had been included in the Budget set for 2015/16. 

                                      (v) The Parish Council resolved that  Mrs L. Fielding, Clerk to South Cave Parish Council, may be a member of the Local Government Pension, at the pooled rate to Parish Councils .    Proposed Cllr L. Turner, Seconded Cllr Bateman, All in favour.

(v)The Parish Council considered the Complaint received by resident relating to Beck works at Pinfold South Cave and the submission of Meeting notes in the Parish Newsletter.  Cllr Barnett proposed the Parish Council amend the notes to be included in the Next Parish Newsletter clarifying the Parish Council has requested information from the ERYC as follows:

Amendment to Flood Meeting Notes – Wednesday 10th September 2014Please be aware the notes published in November 2014 Newsletter have been amended to clarify the authorisation of works process to the Beck at  Pinfold, South Cave as follows

An informal meeting was held with Environment Agency, East Riding of Yorkshire Council & Yorkshire Water on Wednesday 10th September 2014 at the Town Hall at 2:00p.m

The Parish Council discussed various issues relating to waterflow problems around the village. It was noted that, whilst alterations to the beck at 15 Pinfold had been approved by  ERYC, who will inspect the works to ensure the levels are correct, EYRC had not subsequently consulted with the Parish Council prior to works commencing. It was requested that any future planning applications relating to drainage works within South Cave would involve prior consultation between ERYC and the Parish Council. ERYC advised the Parish Council that they would look into the possibility of notifying the Parish Council in future.

 

The Parish Council are still awaiting response from the East Riding of Yorkshire Council regarding their request that future applications relating to watercourses should be referred to the Parish Council for comment, prior to ERYC granting authorisation of works. All applications for planning are published in the Parish Newsletter & minutes, including addresses of applications together with the decision on each application.

(vi)To note Clerk holiday dates 2015 as being Friday 31st July 2015 to Friday 14th August Inclusive.
