Planning Meeting 4th April 2011

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1752   Apologies for absence

Cllr Manley proposed apologies be accepted from Cllrs Marsh, Kelly & Lenton, Seconded Cllr L. Turner, All in favour.

 

1753    Approval of Previous Planning Meeting Minutes (7th March 2011)

Cllr Barnett proposed that the minutes of the 7th March 2011 with amendment to item 1747, to show Cllr Lenton declaring a prejudicial interest and  item 1749 amended to show  Seconded by Cllr L. Turner,   be approved and entered into the records as a true and accurate record, Seconded Cllr Manley, All in favour.

 

1754   Declarations of Interest

Cllr Barnett declared a personal interest in item number 1756 (iv), being an acquaintance to the applicants.

 

1755    Correspondence

(i)Cllr Barnett proposed the committee submit the English Heritage Application for outbuildings located at 38 West End, South Cave, Seconded Cllr M. Turner, All in favour.

(ii)The committee noted email received from resident relating to Planning Application 10/40166 at 91 Beverley Road, South Cave.

(iii) The meeting was closed at 7:10pm for members of the public to address the Parish Council with their objections to planning application 11/00961/PLF.  The meeting was reconvened at 7:20pm.

The Committee noted correspondence received in relation to planning application 11/00961/PLF at 2 Cleaves Avenue, South Cave.

 

1756    Current Plans to consider

(i)11/00691/STVAR - Full Planning Permission

            Variation of Condition 2 (to extend period of operation) of approved applications 06/00794/STPLF at South Cave Quarry, Station Road, South Cave for W. Clifford Watts LTD.

            Cllr M. Turner proposed that the Parish Council raise no objection to the proposal and deferred the period of operation, to the ERYC Planning Officer, Seconded Cllr Manley, All in favour.

(ii) The meeting was closed at 7:30pm for members of the public to address the Parish Council with their support to the following application.  The meeting was reconvened at 7:35pm.

11/00393/PAD - Consent to Display an advertisement

            Display of 4 no. non-illuminated hoarding signs (two at the road entrance and two advance signs) [amended scheme 10/03743/PAD] at Kettlethorpe Farm, Kettlethorpe Hill, South Cave for Drewtons Ltd.

Cllr Barnett proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Mumby, All in favour.

(iii)11/00909/PLF - Full Planning Permission

            Erection of two-storey extension to side (renewal of 08/01502/PLF) at 60 Castle Drive, South Cave for Mr Michael Sedman.

            Cllr Manley proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Mumby, All in favour.

            (iv)11/00560/PLF - Full Planning Permission

            Retention of 2no Velux Windows to roof at rear at 15 Pinfold, South Cave for Mrs Gillian Lambert.

            Cllr L. Turner proposed that the Parish Council raise no objection to this proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Mumby, All in favour.

(v)11/00774/PLF - Full Planning Permission

            Erection of single storey extension to rear following demolition of current conservatory at 9 Bridge Road, South Cave for Mr & Mrs Hague.

            Cllr Mumby proposed that the Parish Council raise no objection to this proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Manley, All in favour.

(vi)11/01057/PLF -  Full Planning Permission

Erection of an extension to the front pitched roof over garage to the side (resubmission 10/04829/PLF) at 25 Castle Rise, South Cave for Mr & Mrs Inceer.

Cllr Barnett proposed that the Parish Council recommend refusal of this application due to overdevelopment/over massing in a residential area, which is not in keeping with the character of the street scene.  This proposal will also have an adverse effect on neighbouring properties in particular number 23 in terms of overshadowing. Seconded Cllr M. Turner, Vote 4 for, 2 abstentions.

(vii)11/00775/PLF - Full Planning Permission

            Erection of two storey extension to side at Newfield Grange, 9 Newfield Lane, South Cave for Mr Harrison.

            Cllr M. Turner proposed that the Parish Council raise no objection to this proposal as it has minimal effect on the property, neighbouring properties or the street scene, Seconded Cllr Mumby, All in favour.

 

1757    Planning Decisions  

(i)11/0324/PLF/WESTES - Installation of replacement windows and entrance lobby (re-submission of 10/042854/PLF) at 22 Church Street, South Cave for Mr Cocks - Approved (No Obj)

 

1758    Trees Decisions

            (i)11/00030/TCA -  Permission to prune tree granted, notification TPO placed on Mature Beech located at The Beeches, Brough Road, South Cave (OBJ Req’d TPO)

 

1759    Other Parish Council Matters

(i)The committee noted update on Mount Airey Airstrip.

(ii)Cllr Galbraith advised the Committee of his apologies for meeting to be held on Wednesday 6th May 2011 to discuss the response the Greenfield site SCAV6.
