The Meeting of South Cave Parish Council Planning Committee took place
in the Town Hall, Market Place, South Cave at 7.00pm.

1726 Approval of Previous Planning
Meeting Minutes (8th November 2010)
Cllr Marsh proposed that the minutes of the 8th
November 2010 be approved and entered into the records as a true and accurate
record, seconded Cllr Munby, All in favour.
Cllr Lenton declared a personal
interest in item number 1729 (iv), due to being an acquaintance of the Director
of the Company, Spanridge Ltd.

The
planning committee noted the above decisions made by the ERYC. Cllr March proposed that the Clerk respond to
ERYC regarding 38 West End, to ask for the ERYC to consider placing a grade II
listing on the site frontage building, Seconded Cllr Lenton, All in favour.
1729 Current Plans to consider
The following item (iv) was moved forward on the agenda to be discussed
first and the meeting was closed at 7:15pm for members of the public to address
the parish council. The meeting
reconvened at 7:25pm
(iv)DC/10/04691/STOUT/STRAT
Outline Planning Permission
Erection of buildings for use within
Use Classes B1, B2 and B8 and associated site works (All matters reserved) at
South Cave Business Park, Stonepit Road, South Cave for Spanridge Ltd.
Cllr Marsh proposed that the
Parish Council raise no objection to this strategic outline planning application
at this stage and would like to add their support to this application. Seconded Cllr Kelly, All in favour.
(i)DC/10/04284/PLF/WESTES Full Planning
Permission
Installation of replacement windows
and entrance lobby at F A Larards & Sons, 22 Church Street, South Cave for
Mr Cocks.
Cllr
Barnett proposed the Parish Council raise no objection to the proposal as the
replacement windows and entrance will enhance the appearance of the property,
have no adverse effect on the neighbouring properties, the Street Scene or the Conservation
Area, Seconded Cllr L Turner, All in Favour.

(ii)DC/10/04335/STPLF/STRAT Full Planning
Permission
Erection of No. 5 buildings for
Business, General Industrial and Storage/Distribution purposes with associated
access and parking following demolition of existing buildings at land South of
3 Newfield Lane, South Cave for Mr & Mrs Martin.
Cllr Lenton proposed
that the Parish Council raise no objection and support this proposal. The Parish Council would, however, like to see
included in the plans cycle parking and cycle storage facilities on the site, Seconded
Cllr Marsh, Vote 6 for 2 against.
(iii)DC/10/04722/PLF/WESTES Full Planning Permission
Change of use and alterations of existing outbuilding to
form a self contained annexe at 40 Pinfold, South Cave for Mr & Mrs Hall.
Cllr Munby proposed that the Parish Council raise no
objection to the proposal as is has no adverse effect on the property,
neighbouring properties, the street scene or the conservation area. The Parish Council would however like to impose
a condition that the building shall not be occupied at any time other than for
purposes ancillary to the residential use of the dwelling known as 40 Pinfold,
South Cave. (Circular
11/95 The Use of Conditions in Planning Permissions, model condition 47) in
order that the building is not
converted into a separate property. Seconded
Cllr Marsh, Vote: 7 for, 1 against.
1730 Trees
(i)App No. 10/50262/TCA Remove 1 x
flowering Cherry at 39 West End, South Cave.
Cllr Marsh proposed that the
Parish Council raise no objection to the removal of the Cherry Tree as it will
have no significant effect on the amenity of the area, Seconded Cllr Barnett,
Vote 7 for 1 abstention.
(ii)App No. 10/50270/TCA Remove 1 x Oak
Tree at 43 West End, South Cave.
Cllr Marsh proposed that the
decision to remove the oak tree should be differed to the East Riding Yorkshire
Council Tree Officer, Seconded by Cllr Kelly, All in favour.
(iii)App No. 10/50277/TCA Remove 1 x Scots
Pine at 42 Pinfold, South Cave.
Cllr L Turner proposed that the
Parish Council recommend refusal that this tree be removed. It is a magnificent Scots Pine that dominates
that corner of the village, and is healthy with no sign of damage or root
disturbance during recent gales. It will
have a detrimental effect to the visual amenity of the area and is not a
sufficient reason for denuding the village of a healthy mature tree. The Parish Council request that ERYC place a
TPO on this tree as it is now clearly under threat, Seconded Cllr Barnett, All
in favour.

2/3 x trees at 3 Brough Road Permission granted WC Noted.

alder at 12 Rawdale Close Permission granted Noted.
1731 Other Parish Council
matters
(i) The Parish Council noted the ERYC Budget Consultation events in January 2011. Cllr Harrison confirmed he will attend the meeting on the 11th January 2011.
