Planning Meeting 7th November 2011

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1799    Apologies for absence

Cllr Manley proposed apologies be accepted from Cllrs Jamieson, Lenton & Barnett, Seconded Cllr Phillips, All in favour.

 

1800    Approval of Previous Planning Meeting Minutes (3rd October 2011)

Cllr Kingdom proposed that the minutes of the 3rd October 2011 be approved and entered into the records as a true and accurate record, Seconded Cllr Manley, Vote 7 for, 1 abstention.

 

1801  Declarations of Interest

Cllr L. Turner declared a prejudicial interest in minute reference 1802 (i) being a member of the South Cave Sports and Recreational Committee.

Cllr M. Turner declared a personal interest in minute reference 1802 (i) being a relation to a member of the South Cave Sports & Recreation Committee.

 

1802    Current Plans to consider

(i)Full Planning Permission 11/04416/PLF – Erection of 3 no. dwellings and garages, use of land for the construction of tennis courts, construction of a highway turning facility and the provision of car parking following demolition of existing dwelling at 43 Bacchus Lane, South Cave for Mr P Wilson and note three letters of support received.

Cllr Kelly proposed the Parish Council recommend refusal of this application for reasons:

·         The proposed development is not within the development line and the Parish survey conducted 2010 indicated 89% of residents did not support additional residential building outside the development line.

·         Access to the site via Bacchus Lane provides insufficient head turning with a lack of vision to motorists.

·         Access to the site via the Playing Field & Leisure Centre is insufficient to support any further vehicles, with no pedestrian footpath located on the road Health & Safety of pedestrians would be compromised further.

·         The Route to the Playing Field & Leisure Centre should be kept clear at all times to provide access for emergency vehicles.

(ii)Full Planning Permission 11/04257/PLF – Change of use from office to dwelling including installation of a window at Goshawak Suite Old Home Farm, Drewton Lane, South Cave for Historic Restorations Ltd

Cllr Munby proposed the Parish Council recommend refusal of this application, as the Parish Council does not support additional dwellings in rural locations, unless a condition is attached with a provision the dwelling is to be used for agricultural workers of the estate.  Seconded Cllr M. Turner, All in favour.

 

1803    Planning Decisions  

(i)DC/11/02864/PLF – Erection of dwelling and construction of temporary access for construction vehicles and temporary materials store at Land south east of 72 Beverley Road, South Cave for Mrs Christmas – Approved (No obj)

(ii)DC/11/03971/PLF – Alterations to front elevation and internal layout of existing office building to create 1 additional office unit and erection of a single storey extension to rear at 54 West End, South Cave for Mr Forman – Approved (REF)

(iii)11/03890/PLF – Erection of a dwelling following demolition of existing bungalow (resubmission of 11/2194/PLF) at 10 Brough Road, South Cave for Mr Andrew Hull – Approved (No Obj)

(iv) 11/03974/STPLF – Erection of 3no buildings for Business (B1), General Industry (B2) and Storage and Distribution (B8) purposes with associated access, parking and hard and  soft landscaping following demolition of existing buildings at Land South of 3 Newfield Lane, South Cave for Mr & Mrs Martin.- Approved with conditions (No Obj)

The Parish Council noted the decisions made by the East Riding of Yorkshire Council

 

1804    Trees

(i)11/04825/TCA – Notification to carry out works to trees in a conservation Area at The Hermitage, 42 Pinfold, South Cave for Dr Arnold

Cllr Phillips proposed the Parish Council raise no objections, Seconded Cllr Munby, All in favour.

 

1805    Trees Decisions

(i)11/03350/TPO - Application to carry our work on tree(s) protected by the Tree Preservation Order at 38 West End, South Cave for Historic Restorations Ltd – Split Decision (REF)

The Parish Council noted the decisions made by the East Riding of Yorkshire Council

(i)The Parish Council noted the update received relating to 38 West End, South Cave.
