Planning Meeting 11th June 2012

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1851    Apologies for absence

Cllr M. Turner proposed apologies be accepted from Cllr Munby, Seconded Cllr L. Turner, All in favour.

 

1852    Approval of Previous Planning Meeting Minutes (8th May 2012)

Cllr Kingdom proposed that the minutes of the 8th May 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr L. Turner, All in favour.  

 

1853   Declarations of Interest

Cllrs L. Turner & M. Turner both declared a personal interest in minute ref: 1857 (ii) being members of the gardening group & Cllr Phillips declared a non-prejudicial interest in minute ref: 1854 (i) being a acquaintance to the owners of the premises.

 

1854    Current Plans to consider

(i)12/01827/PLF – Retention of 1.8m boundary fence/wall with increased height to existing pillars and wooden gates to front at 25 Station Road, South Cave for Mr Hogarth

Application Type: Full Planning Permission

Cllr Lenton proposed the Parish Council raise no objection to the application provided the fencing is covered with a finishing in keeping with the village and streetscene.  Seconded Cllr Kingdom, Vote: 7 for, 1 Abstention & 1 Against

(ii)12/01620/PLF – Proposed change of use of part of sports pavilion to a children's day nursery (AMENDED DESCRIPTION) at South Cave Bears Day Nursery South Cave Sports Ground And Pavilion Church Street South Cave East Riding Of Yorkshire HU15 2EP

 for South Cave Social And Recreational Committee

Application Type: Full Planning Permission

The meeting was closed at 7:15p.m for a representative of the submission to address the Parish Council and Pubic.  The meeting re-convened at 7:30p.m.

Cllr Lenton proposed the Parish Council defer the matter to the ERYC planning Committee and provide a statement to the ERYC relating the Access concerns.  Statement to be produced and approved at Full Council on 18th June 2012.  Seconded Cllr Phillips, All in favour.

(iii)12/01636/PLF – Conversion of part of integral double garage to additional living accommodation at 76 The Stray, South Cave for Ms Tracy Radford

Application Type: Full Planning Permission.

Cllr Kingdom proposed the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Phillips, All in favour.  

(iv)12/02070/STVAR – Variation of Condition 30 (relating to the permitted floor area for use class) to amend the use class restriction for application 11/04989/Stout at Spanridge Ltd

Application Type: Strategic – Variation of Conditions (s)

Cllr Phillips proposed the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Kelly, Vote 7 for, 2 abstentions.  

(v)12/02090/PLF – Replacement of old existing single storey modular classroom used by the before and after school and school holiday club (SKIDS), with a larger, modern single storey modular unit at the same location at SKIDS, South Cave Church OF England Voluntary Primary School, Church Street, South Cave for South Cave Kids Club (SKIDS)

The meeting was closed at 7:55p.m for representatives of the submission to address the Parish Council and Pubic.  The meeting re-convened at 8:00p.m.

Cllr Kingdom recommend the Parish Council Strongly support the application and raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr M. Turner,  All in favour.  

(vi)12/00950/PLF – Erection of two storey extension to rear following demolition of outbuildings to rear and side, erection of 2 no. dwellings and widening of Beck Lane to create vehicular access (AMENDED PLANS) at 42 West End, South Cave for Mr & Mrs Stow

Application Type: Full Planning Permission

Cllr Barnett proposed the Parish Council recommended refusal of the application for the following reasons:

1) There is no proposal for a SUDS in place

2) The development floor levels are too low and liable to flood. Discharging into the existing drain which already floods in heavy rain is unacceptable. The development is within a flood zone three areas and no flood report is included in the application, the Parish Council believe a flood report is necessary.  

3) The Parish Council request the ERYC review the junction arrangements giving priority to pedestrians.  This is a heavily used passage used by schoolchildren to West End, South Cave and the potential for accidents when cars access the garages is very high. 

4)The street light located on footpath number 3 (Beck Lane) is not identified on the plan.

The Parish Council would like the ERYC to be mindful if approval is made that a separate provision for a footpath to the widened access way be made in the interests of safety. The Parish Council recommend the Application is considered by the ERYC Planning Committee.

The Parish Council noted the Decisions made by the East Riding of Yorkshire Council.

 

 

 

 

 

 

1857    Correspondence

(i)The Parish Council noted the ERYC decision for the Street Naming of Conversion of Outbuildings at 38 West End, South Cave, and raised concerns with the decision made.  The Parish Council request Clerk suggest either Whiting Walk or Whiting Way. 

(ii)The Parish Council considered the Application for Voluntary Tree Warden.  Cllr Kelly proposed the Parish Council accept Mr R. Buckley and provide the necessary Terms of Reference and Identification.  Seconded Cllr Kingdom, Vote 6 for, 3 abstentions.

 

1858    Other Matters

(i)The Parish Council received  an up-date on progression with Grant Funding for Playpark extension and requested Clerk obtain a fee for the valuation for the land.

In view of the confidential nature of the business to be transacted, it is advisable in the public interest that the public be temporarily excluded and they are instructed to withdraw.  Section 100(A) (4) LGA 1972

(ii)The Parish Council considered and appointment of the replacement Footway Cleaner Mr David Ellerker, providing a 3 months trial period and review of the services in 12 months.  Proposed Cllr Barnett, Seconded Cllr Kelly, All in favour.
