SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr Manley advised the Parish Council, the ERYC have sprayed the weeds around the village, but had observed the weed sprayer continually spraying in between weed patches.   Clerk advised the Parish Council the ERYC have been notified of this.

56961211 Ward Councillors Reports (For Information Only)

Ward Councillor Tony Galbraith: The ERYC are in the process of reducing costs over the next four years totaling £320 million, ERYC back office may take the main hit with reductions costs.

 

The LDF consultation period is due to end on the 19th December 2011.  Consultation replys should be submitted before this date.

 

The ERYC predict £100 million is required for improvements to schools.

 

The LAT team is soon to be replaced by the Community Partnership and to be merged with various other groups and there is to be a Town & Parish Council networking event to be held on 29th February 2012. 

 

Ward Councillor Rita Hudson: Parking in south cave is still a issue around Market Place, Church Street and West End.

 

The Parish Council advised the ERYC were in the process of rectifying the parking outside the Post Officer making a further two parking places.

Cllr Lenton proposed that the minutes of the 21st November 2011 be approved and entered into records, as a true and accurate record, Seconded Cllr Barnett, All in favour.

                 (i)The Parish Council noted the December 2011Clerks Report – Points Raised:

                 The Parish Council requested an update on the Patrol Crossing

                 Cllr M. Turner advised the Parish Council the fence erected around the dyke at number 2 Jobsons Close, South Cave is in breach of the ERYC rules.

(i)The Parish Council noted the 2012 Meeting Dates.

(ii)The Parish Council noted the letter received from James Legal – Improving access to legal services for Residents.  Cllr M. Turner propose the Parish Council arrange for a trial period of three months for the firm to use the Town Hall for Free Consultation sessions.  Seconded Cllr Harrison, Vote 9 for, 1 Abstention.

(iii)The Parish Council noted the letter received from The Royal British Legion.

(iv)The Parish Council noted the update received from NALC relation to the Quality Status.

(v)The Parish Council noted the letter received relating to 38 West End, South Cave.  Cllr Munby proposed the Parish Council provide a update on the matter, Seconded Cllr Manley, All in Favour.

(vi)The Parish Council considered the request to use the Village sign logo for the South Cave Show programmes.  Cllr Lenton proposed the Parish Council allow for the logo to be used, Seconded Cllr Kelly, All in Favour.

 (vii)The Parish Council noted the Town Hall Christmas Closure and agreed the Town Hall be closed from Thursday 22nd December 2011.  Proposed Cllr Barnett, Seconded Cllr M. Turner, All in Favour.  

(viii)The parish Council noted the NALC Planning Training.  Cllr M. Turner proposed that Cllr Munby attend the training.  Seconded Cllr Phillips, All in favour.

 

57041211 Planning

(i)11/05447/PLF - Erection of a pig fattening building at Mires Beck Farm Common Road, South Cave for Mr Robert Tucker – Full Planning Permission

Cllr Kelly proposed the Parish Council recommend refusal of the application for three reasons:

   I – The development is within a flood zone 3 area

 II – The increased amount of slurry to be spread on the fields around the village, very close to residential areas both within South Cave and Ellerker Village.

III – Despite the assurance the traffic would not increase, the Parish Council are concerned about the possibility of increased traffic and heavy vehicles travelling to and from the property.

Seconded Cllr Munby, All in Favour.

(i)The parish council considered the  SLCC Membership 2012 and noted the increase     in fees.  Proposed Cllr Barnett, Seconded Cllr L. Turner, All in Favour.

(iii)The Parish Council noted The Royal British Legion Poppy Appeal have requested a donation for 2011 (2010 £50.00 donated).  Cllr Barnett proposed the Parish Council donate £50 for 2011, Seconded Cllr Lenton, All in Favour.

(iv)The Parish Council noted  IT & Spectrum Maintenance increase.

(v)The Parish Council acknowledged receipt of Caves U3A donation for the Meeting room Blinds.

(vi)To note financial statement received from Samuel Jobsons Charity and consider a donation.   The Parish Council deferred this matter until the s137 Grant Application is received.

(vii)The Parish Council considered the purchase of three additional village entrance signs.  Cllr Kelly proposed the Parish Council purchase a further three signs to be located at West End, Beverley Road & Water Lane.  Seconded Cllr Kingdom, All in Favour.
