Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

of Previous Planning Meeting Minutes (4th July 2011)
Cllr Barnett proposed
that the minutes of the 4th July 2011 be approved and entered into
the records as a true and accurate record, Seconded Cllr Manley, All in favour.
Cllr Barnett declared

Erection of conservatory to rear at 21 Castle Drive, South Cave for Mr
John Gray.
Cllr Lenton proposed the Parish Council raise no objection to the
proposal as it has no adverse effect on the neighbouring properties or the
street scene, Seconded Cllr Kelly, Vote 8 for, 1 abstention.

Full Planning Permission
Erection of extension to rear following demolition of existing at The
Forge, 65 Church Street, South Cave for Mr & Mrs Cameron
Cllr L. Turner proposed the Parish Council raise no objection to the
proposal as it has no adverse effect on the neighbouring properties or the
street scene, Seconded Cllr Manley, All in favour.

– Construction of 2.1m high boundhary wall with wrought iron railings following

The
Parish Council noted the decisions made by the East Riding of Yorkshire Council
under the nuisance exemption order under the Town & Country planning Act.

Preservation Order number 44 at The Hermitage, South Cave for a Mature
Palm.
(ii)Tree
Preservation Order number 45 at The Beeches, Brough Road for a Beech Tree.
The
Parish Council noted the decisions made by the East
Riding of Yorkshire Council and request Clerk clarify item (i) species.
1780 Correspondence
(i)The Parish Council noted ERYC reply relating to Advertising Banners
located at Station Road, South Cave.
(ii)The Parish Council noted update relating to Mount Airey Airstrip, and
requested further clarification on the date the take off movement had
increased.
(ii)The Parish Council noted the information
received from the ERYC relating to Fence at 2 Jobsons Road, South Cave. Cllr Lenton proposed the Parish Council
contact the ERYC to request a copy of the conditions in place. Seconded Cllr Harrison, All in favour.
(iv)The Parish Council noted reply received from
ERYC relating to 38 West End, South Cave.

Cllr Barnett proposed
that these items be paid on the grounds of sound financial management of the
Parish Council, Seconded Cllr Manley, All in favour.
(ii)The Parish Council noted East Riding of
Yorkshire Councils letter relating to Flooding Consultation Funding
Distribution. Cllr Harrison suggested
Cllr M. Turner and Clerk submit suggestions to be submitted to the ERYC. Seconded Cllr Lenton, All in favour.
(iii)The Parish Council noted the reply received
from National Grid and the presence of senior Routing Pipeline Engineer for
National Grid and Consents Officer of Land & Development for National Grid
at the next Full Council Meeting to be held on 19th September 2011.
(iv)The parish Council noted East Riding or Yorkshire Councils response
to Government Consultation on Planning for Travellers.
(v)The Parish Council noted the information received
from the Environment Agency relating to South Cave Beck & Ferry Beck and
requested Clerk arrange a meeting with EA, ERYC and The Parish Council to
discuss the current problems with South Cave Parish.
(vi)The Parish Council considered the Town Hall electrical works. Cllr Harrison proposed the Parish Council
accept the price received from Hall-Tech for the installation of three new
sockets to the meeting room. Seconded
Cllr Kelly, All in favour. Cllr Kelly
proposed the Parish Council accept the price received from Hall-Tech for the
installation of two panic buttons, Seconded Cllr Phillips, All in favour.
(vii)The Parish Council noted SLCC “The September
Special” networking day.
(viii)The Parish Council noted Lifestyle group
request. Cllr Lenton proposed the Parish Council support the work in principle
and suggested additional seating in the play area are required, Seconded Cllr
Harrison, All in favour.
(ix)The Parish Council noted and considered the
minutes of LDF Sub-Committee. Cllr
Barnett proposed the Parish Council submit a public consultation relating to
the Local Development Framework, obtaining the residents views on the proposed
plans and suggestions for new sites. The
final consultation document to be brought back to Full Council prior to
consultation, Seconded Cllr Kelly, Vote 6 for, 2 Abstentions, 1 Against.
(x)The Parish Council considered the Footway sweeper
contract. Cllr Barnett proposed the
Parish Council amend the Agreement to include a minimum of 15 hours per week,
and ensure the Job Description notes as ‘The Contractor’. Seconded Cllr Manley, All in favour.
(xi)The Parish Council noted the Funding Update –
Natwest Community Force Awards. Cllr L. Turner to lease with Clerk to propose
additional play equipment in the South Cave Playpark.
Additional Emergency Items
(i)Planning Application:
DC/11/02277/PLF – Erection of a single storey extention to rear and
construction of a dormer window to side (Amended Plans) at Wheels, 42 Station
Road, South Cave for Mr & Mrs A M Horsley
Cllr
Kelly proposed the Parrish Council raise no objection to the amendment as it has no adverse effect on the neighbouring properties or the street
scene, Seconded Cllr L. Turner, All in favour.
The Parish Council noted the email received from resident in disagreement
with the application, Decision reached by Full Council, minute reference
5651711 (iv) and suggested the disagreement be forward to the ERYC for their
consideration.
(ii)Cllr Harrison proposed the Parish Council be presented with a Clerks
Report on the 3rd Day of each month noting additional items for
consideration. Seconded Cllr Kelly, All
in favour.
