The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

5650111  Apologies for absence

Cllr Manley proposed that apologies be accepted from Cllr Jamieson, Seconded Cllr L. Turner, All in favour.

  

5660111 Ward Councillors Reports (For Information Only)

                Ward Councillor Tony Galbraith:

(i)ERYC have commenced repairing the roads damaged by the weather during December 2010.  Eight teams will be completing the work with estimated costs of £7 million.

(ii)ERYC have submitted draft budget proposals for 2011 to 2012 and need to make a £15m reduction in costs.  This includes a Council Tax Freeze for 2011 to 2012, no library closures in the East Riding, some may be changed to run on a voluntary basis.  £4.5m to be spent on Adult Social Care, if the ERYC can get local agreement with the NHS, then the NHS will contribute £2m towards this.  Closure of one of three Adult Care Centers in Beverley.  Merging services such as home to school transport. 

(iii)South Hunsley School will now be an academy, it was noted the school admissions will continue to be governed by the ERYC. Brough have planning permission for a further 300 properties in the area, it was noted this could result in higher secondary school admissions, possibly resulting in a number of children within the South Cave Parish being re-directed to other schools in the future.  Further housing in Brough area is also planned as an addition to the approved 300.

(iv)ERYC are concerned about the number of headmasters and headmistress reaching retirement age and are having recruiting problems filling these posts.  The government is considering increasing the retirement age to 65 years.  It was noted this could result in a high number of early retirements.

Ward Councilor Rita Hudson:

(v)Cllr Hudson praised the Parish Council for their efforts and advised no complaints have been received from residents. Cllr Hudson spends time walking around the village and has only received positive comments in relation to the Parish Council and its Councilors.

    

5670111   Approval of Previous Meetings Minutes, 20th December 2010

                 Cllr Lenton proposed that the minutes of the meeting of 20th December 2010 be

     approved and entered into the records, as a true and accurate record, seconded Cllr

     Manley, All in favour.

5680111   Matters Arising

Cllr Turner requested that previous letters sent to ERYC regarding Swinescaife Quarry and the Airfield be chased and put on agenda for the next meeting.

 

5690111   Declarations of Interest    

There were no Declarations of Interest.

 

570111   Police Matters

                 (i)PCSC Nick Overton was in attendance and reported 4 crimes for December in

     South Cave; 1 Theft offence, 1 Criminal Damage Offence, 1 Fraud offence, 1

     Harassment Offence. 

(ii)It was noted that the police are seeing an increase in vehicle crime and garage burglaries.        

(iii)Cllr Lenton raised a problem with Motor Cross Bikes being used on the Parish Councils allotments. PCSC Overton advised he will make a visit to the potential known offenders.

(iv)Cllr M. Turner highlighted the reported noise disturbance at the Fox & Coney, South Cave.  PCSO Overton advised the police received three calls at the time of the events.  PCSO Overton advised Caroline Grundy, Licensing Officer at the ERYC is currently investigating.  Further matters noted in Minute Reference: 5610111

(v)Cllr Kelly raised the attention of speeding cars throughout the village, in particular Market Place, South Cave.  Cllr Harrison noted the speed of vehicles travelling on Beverley Road, South Cave.  Cllr M. Turner noted the speed of vehicles travelling on Ferry Road, South Cave.  PCSO Overton advised he will allocate time to visit South Cave with the Speed Reflective Board and focus on Speed Awareness.

    

5710111  Planning Inspectorate - Decision

(i)DC/10/03743/PAD/WESTES - Displaying of painted plywood boards indicating location of Farmshop & Tea room on Kettlethorpe Hill and West Hill at Kettlethorpe Farm, Kettlethorpe Hill, South Cave for Mr C. Taylor. Application Withdrawn

Council requested Clerk respond to the ERYC to establish why the two temporary signs are still there.   

 

5720111    Correspondence

(i)The Council noted email & letter received from residents in South Cave regarding the Fox & Coney noise disturbance on 31st December 2010 & 2nd January 2011. Clerk advised the Council the Licensing Officer is currently considering legal action.  The Council requested the Clerk respond to residents the advise the Parish Council are currently in discussions with the East Riding Licensing Department who are looking into the background and legalities of the incidents.

(ii)The Council noted the letter received from The Royal British Legion with regards to the ‘Great Poppy Party Weekend’ to be held in celebration of The Royal British Legions 90th birthday on 10th to 12th June 2011.  The Council requested Clerk respond offering the Charity stall to The Royal British Legion at the Farmers Market to be held 11th June 2011.

(iii)The Council noted the letter received from ERYC with regards to the Chairman’s

Awards and Commendations.  Cllr Lenton proposed the Sports Pavilion, South Cave be recognised for the Chairman’s Built Heritage Award.  Seconded by Eileen Barnett, All in favour.

(iv)The Council noted the letter received from ERYC with regards to Sport & Play Recognition Awards 2011.  Councillors suggested Norman Elliott be nominated for Service to Sport/Play & Matt Simpson be nominated for Unsung Hero.  Proposed by Cllr Harrison, Seconded by Cllr L. Turner, All in favour.

(v)The Council noted email received from ERYC with regards to Housing Needs Survey and Market Assessment 2011.

(vi)The Council noted the East Riding Parish News for December 2010 and January 2011.

(i)Cllr Barnett proposed that these items be paid on the grounds of sound financial    management of the Council, Seconded Cllr Manley, All in favour.

(ii)Co-Operative Bank and HSBC Bank Mandates were finalised, for the Clerk be added as a new signatory.  

(iii)Councillors noted recommendation made by Finance & General Purposes committee held on 14th December 2010 and on the grounds of sound financial management resolved the precept at £94,118 for 2011/12, proposed Cllr Barnett, Seconded Cllr Munby, All in Favour.

5740111  Trees

Decision – App No: 10/60227/TPO – Removal of 5 conifers located along boundary with no 31 Castle Drive for no 29 Castle Drive, South Cave.  Permission Granted.

Council noted the original application advised the removed trees would be replaced with suitable species.  Cllr M.Turner proposed Clerk respond to ERYC Planning Officer Trees & Landscape to ask if replacement planting will be auctioned.  Seconded Cllr Lenton, All in favour. 

Decision – App No: 10/60154/TPO – Fell one Alder Tree on boundary with 12 Rawdale at 3 Radcliffe Garth, South Cave.  Council noted letter received from ERYC Senior Planning Office Trees & Landscape.   Cllr L. Turner proposed Clerk respond to ERYC requesting the TPO be transferred to the remaining tree.  Seconded Cllr Munby, All in favour.

                 (i)The Council noted the formal signing of the Contract of employment of the Clerk and RFO.
