The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr M. Turner advised the Parish Council of the Travel Expenses currently claimed by the ERYC.  Cllr Harrison requested this item be placed on the next Finance & General Policy Agenda.

 

Cllr Harrison advised the Council on the 31st March 2011 contact was made with CE Electric regarding the loss of electricity to areas is South Cave.  CE Electric advised the problem had been resolved.  Cllr Harrison suggested a letter be sent requesting them to survey the area to highlight any problems.

5601411  Ward Councillors Reports (For Information Only)

                Ward Councilor Tony Galbraith:

(i)Meetings at the ERYC have more or less stopped.

(ii)Complaints have been received relating to the events being held at the Fox & Coney, Market Place, as noted in minute reference 5608411 (iv).

Ward Councilor Rita Hudson:

(i)Complaints have been received relating to the events being held at the Fox & Coney and concerns relating to parking problems in Market Place.

    

5602411   Approval of Previous Meetings Minutes, 21st March 2011

Cllr Manley proposed that the minutes of the 21st March 2011 with three minor alterations be approved and entered into records, as a true and accurate record, seconded Cllr Munby, All in favour.

 

5603411  Matters Arising

There were no matters arising.

 

5604411   Declarations of Interest     

    Cllrs Manley and L. Turner declared a personal interest in Minute Ref: 5610411 (ii), due to being in membership of the organisation.  Cllr Barnett declared an interest in Minute Ref: 5610411 (iii), due to being a acquaintance of the organization.

 

5605411  Police Matters

(i)PCSO Nick Overton reported that during March 2011 eight crimes had been reported:

2 theft crimes, 2 criminal damage crimes, 1 assault crime, 1 fraud crime, 1 exposure crime and 1 make off crime. 

(ii)PSCO Nick Overton reported the problems occurring with motorcyclists at the Quarry, Swinescaife Lane is currently under observation, a date will be set to ticket the offenders with section 59 warnings.  

(iii)PSCO Nick Overton reported on issues relating to parking problems located at Trinity Fold, South Cave.  Cllr Harrison proposed item 9 (ii) on the Agenda be moved forward.

5607411  Planning - Current Plans to Consider

(i)11/01030/STVAR - Variation of Condition(s)

Variation of Condition 2 (to extend period of operation) of approved application 10/00927/STPLF at South Cave Quarry, Station Road, South Cave for W Clifford Watts LTD.

Cllr M. Turner proposed that the Parish Council raise no objection to the proposal and deferred the period of operation, to the ERYC Planning Officer, Seconded Cllr Harrison, All in favour.

                        (ii)11/00377/PLF - Full Planning Permission

                        Conversion of existing outbuilding to provide additional accommodation and provision of 2no. sledge dormer windows at Rose Villa, 17 Pinfold, South Cave for Ms Gillian Matthews.

                        Cllr Barnett proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties, the street scene or the conservation area.  The Parish Council would however like to impose a condition that the building shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Rose Villa, 17 Pinfold, South Cave. (Circular 11/95 The Use of Conditions in Planning Permissions, model condition 47) in order that the building is not converted into a separate property.  Seconded Cllr Manley, Vote: 5 for, 2 against.       

                        (iii)11/01155/PLF – Full Planning Permission

                        Conversion of outbuilding to dwelling at Outbuildings at 38 West End, South Cave for Historic Restorations Ltd.

Cllr M. Turner proposed that the Parish Council recommend refusal of this application due to overdevelopment of the site, massing, dominance and loss of privacy to neighbouring properties to the South in West Hall Garth (land falls to the South and is approximately 6ft lower) and to the West in Appleton Gardens due to the height of the proposed properties (3 floors).  The Design and Access statement says that there are no outstanding natural, water features within the site, but still does not take into account the Beck to the South of the development, which is a locally known area for flooding properties in West Hall Garth and the removal of the green soak away land resulting in an increase in surface water run off remains a concern.  The access for

traffic onto the public highway is still a major issue, there is already a visibility problem for residents in Appleton Gardens due to the on street parking and this further development will only add to the problems and dangerous situations being experienced in this area, Seconded Cllr Munby, All in favour.

 

5608411    Correspondence

(i)Item moved forward after 6 (i) on the Agenda - The meeting was closed at 7:25p.m for members of the public to address the Parish Council with their concerns relating to Parking at Trinity Fold.  The meeting was reconvened at 7:30pm.

Cllr Barnett proposed that the Parish Council send a letter to John Hannah at the ERYC, expressing the Parish Councils concerns with the Parking at Trinity Fold following resident’s complaints and the Police observations who also express their concerns in this matter.  Seconded Cllr Manley, All in favour.

(ii)The Parish Council noted shop traders complaints relating to parking at Market Place and requested the matter be placed on the next Full Council Agenda.  Cllr Turner proposed a letter is sent to John Hannah at the ERYC to request an extra two parking places outside The Gallery, Market Place, currently the yellow lined area.  Seconded Cllr Manley, All in favour.

(iii)The Parish Council noted the application for the Local Paths Partnership Scheme for 2011/2012, and the final claim will be noted at the next Full Council meeting.

(iv)The Parish Council noted residents complaints relating to events to be held at the Fox & Coney.   Cllr Galbraith informed the Parish Council Hillary Holloway from the Environmental Health is monitoring the situation.  Residents are being provided with Sound Monitoring meters and two public protection officers will be in attendance during the event to be held over the Easter Weekend.  The Parish Council requested Clerk inform any residents complaining the Environmental Agency are monitoring the situation.

(v)The Parish Council noted letter received from ERYC - Changes to Consultation Applications for Works to Trees Protected by Tree Preservation Orders and Notices for Work to Trees within Conservation Areas.

(vi)The Parish Council noted information received relating to food waste caddy’s.

(vii)The Parish Council noted the date arranged for the village ‘walkabout’ - 11th May 2011.  

(viii)The Parish Council noted the LDF working Party proposals.

(ix)The Parish Council noted the East Riding Parish News - April 2011.

(x)The Parish Council noted the letter received from ERYC relating to Swinescaife Quarry.

(xi)The Parish Council considered prices received for the war memorial alterations.   Cllr Barnett proposed price be accepted in the sum of £700.00, on the provision the works are completed by the 25th June 2011.  Seconded Cllr Manley, All in favour.

(xii)The Parish Council noted email received relating to Planning Application 11/00560/PLF, Cllr L. Turner proposed the Parish Council contact the ERYC requesting details of the development clause placed on the property.  Seconded Cllr Barnett, All in favour.

 

5609411  ERNLLCA/SLCC

                        (i)The Parish Council noted ERNLLCA Spring Conference to be held on Friday 10th June 2011.  Cllr Barnett proposed the Clerk attend, Seconded Cllr Manley, All in favour.

 

5610411   Finance

(i)The Parish Council noted the Grounds Maintenance fees 2011/2012 for King George V Playing Fields and compared price received from Parish Council Grass Cutter to be considerably higher. 

(ii)The Parish Council considered the Grant Application from South Cave Show.  Cllr Manley proposed the Parish Council support the application with £250.00 grant.  Seconded Cllr Munby, All in favour.

(iii)The Parish Council considered the Grant Application from South Cave Scouts Group.  Cllr L. Turner proposed the Parish Council support the application with £250.00 grant.  Seconded Cllr M. Turner, All in favour.

                        (iv)The Parish Council considered a contribution for the production of ‘South Cave - at work & play’.  Cllr Harrison requested Clerk obtain further clarification on what contribution the author is seeking.  Seconded Cllr M. Turner, All in favour.

(v)The Parish Council approved the terms of reference for the Internal Audit, signed by the Chairman.

(vii)The Parish Council noted receipt of the Notice of Annual Audit and the date for Notice of Appointment for the Exercise of Electors’ Rights.
