The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

 

Present:            Cllrs Harrison, M Turner, L Turner, Barnett, Lenton, Kingdom, Phillips, Jamieson, Manley and Munby

Public Forum

                 Cllr M. Turner requested Clerk contact the ERYC Streetscene to establish the schedule of works to be completed following the Walkabout as no works to the road pot holes have been completed to date.

 

Cllr L. Turner requested the weeds surrounding the War Memorial located at West End are sprayed.

5645711  Ward Councillors Reports (For Information Only)

                Ward Councillor Tony Galbraith:

                 (i)Cllr Galbraith advised the East Riding Pension Fund problems highlighted in the Daily Mail, will not have a immediate effect on the residents.

                 (ii)Cllr Galbraith advised Southern Cross Homecare hold five homes within East Riding, none of which are within the Dale Ward.  The East Riding are confident patents will not need to move from their current homes.

                 (iii)Cllr Galbraith advised a change in Laws on Sewers, a letter has been sent to al resident from Yorkshire Water detailing the new laws, which could increase Water Rates by 7% (Between £4 and £13 per household.)

                 (iv)Cllr Galbraith advised the Yorkshire Ambulance Service are currently 68% of target on the delivery of the emergency service to the public, which is the worst level in East Yorkshire.  An addition seventeen new members of staff are being recruited to tackle the problem.

                 (v)Cllr Galbraith advised the Elloughton Cum Brough school placement problems are now resolved with Welton School available to increase the intake. 

                 Ward Councillor Rita Hudson:

                 (i)Cllr Hudson advised residents in South Cave are concerned on the lack of parking in the village which could be affecting the businesses operating in Market Place. 

 

5646711   Approval of Previous Meetings Minutes, 20th June 2011

Cllr Lenton proposed that the minutes of the 20th June 2011 be approved and entered into records with one minor amendment to Cllr Kingdom name being corrected, as a true and accurate record, Seconded Cllr M. Turner, Vote 9 for, 2 Abstention.

(i)PCSO Nick Overton confirmed 11 crimes for June/July 2011:

3 Vehicle Crimes

(ii)Cllr Munby provided evidence of a suspicious individual located on the Golf Grounds.  PCSO Overton advised he will make investigates and report back to the Council.

(iii)Cllr Kingdom requested the Police provide the Parish Council with crime trends in the area, PSCO advised a analyst will look into this.

(iv)PCSO Overton requested the Parish Council consider a contribution to South Cave CE School for the purchase of Anti Crime Paint.  Cllr Barnett proposed to contact the head teacher of the School to request the paint be provided from the School Budget, alternatively the School PTE may be in a position to contribute.

(i)11/02674/PLF - Full Planning Permission, Erection of a porch following demolition of existing porch at 19 Brough Road, South Cave for Ian Good. 

Cllr Munby proposed the Parish Council raise no objection to this application as this has no adverse effect on the property, neighbouring properties or the street scene.  Seconded Cllr Lenton, All in favour.

(ii)11/02603/PLF - Full Planning Permission, Erection of first floor extension and single storey extension to rear following demolition of existing conservatory at 54 The Stray, South Cave for Mr & Mrs Fraser.

Cllr Munby proposed the Parish Council raise no objection to this application as this has no adverse effect on the property, neighbouring properties or the street scene.  Seconded Cllr M. Turner, All in favour

(iii)11/02625/PLF - Full Planning Permission, Construction of a manege at Land East of Toft Cottage, 27 Baccus Lane, South Cave for Mr Chris Smith.

Cllr Munby proposed the Parish Council raise no objection to this application as this has no adverse effect on the property, neighbouring properties or the street scene.  Seconded Cllr Barnett, Vote 8 for, 1 Against, 1 Abstention.

(iv)11/02277/PLF – Full Planning Permission, Erection of a single storey extension to the rear and construction of a dormer window to side at Wheels, 42 Station Road, South Cave for Mr & Mrs A. M. Horsley.

Cllr M. Turner proposed the Parish Council raise no objection to this application as this will have minimal effect on the property, neighbouring properties or the street scene.  Seconded Cllr Munby, All in favour.

 

 

 

 

 

 

5652711 Trees

                 (i)11/02890/TPO - Application to carry out works to trees protected by a Tree Preservation Order at 14 The Limes, South Cave for Mrs Beresford.

Cllr Lenton proposed the Parish Council recommend refusal of this application on the grounds of the importance of the tree which is adjacent to a public highway which provides a pleasant scented area overlying the path and part of the grass verge and recommends the one branch which overlaps the path be trimmed sufficiently to provide headroom for pedestrians.  Seconded Cllr Barnett, All in favour.

                 (ii)11/03020/TCA - Notification to carry out works to trees in a Conservation Area for Dr Arnold.

                 Cllr Harrison proposed the application be postponed until the report is received from the Tree Warden.  Seconded Cllr Barnett, All in favour.

 

5653711 Correspondence

(i)The Parish Council noted the email received relating to the Queens Diamond Jubilee and requested Clerk reply to advise the Parish Council are not currently considering a event.

(ii)The Parish Council noted letter received relating to Dog Fouling and suggested the Newsletter include a Dog Fouling Notice.

(iii)The Parish Council noted the email received from Cllr Hemmerman, Market Weighton in relation to Rainwater flooding in East Yorkshire and consider the involvement of the Parish Council.  Cllr L. Turner proposed Cllr M. Turner attend on behalf of the Parish Council.  Seconded Cllr Barnett, All in favour.

(iv)The Parish Council noted letter received from ERYC re: Training on Planning for new Parish Councillors.  Cllr Phillips confirmed his interest in attendance and will confirm with Clerk at a later date.

(v)The Parish Council noted Age UK letter.

(vi)The Parish Council noted SLCC News June & July 2011.

(vii)The Parish Council noted ERYC Parish News July 2011.

(viii)The Parish Council noted update on Jobsons Road Beck and requested Clerk continue with investigations.

(ix)The Parish Council noted the update on Public Consultation for a Carbon Capture and requested Clerk continue to chase a reply.

(x)The Parish Council noted the update for Wadley Plump sign.

(xi)The Parish Council noted the update on Market Place parking issues.

(xii)The Parish Council noted the updated Flood Maps produced by the Environment Agency.

(xiii)The Parish Council noted the update received re: Footpath 7, Water Lane to Bull Pasture.

(xiv)The Parish Council noted Village Taskforce update and suggested Clerk obtain a schedule of works for South Cave.

(xvi)The Parish Council noted Humberside Fire & Rescue Service fire safety audit.

(xvii)The Parish Council noted the update relating to possible roundabout sponsorship.

(xviii)The Parish Council noted the specification for the Town Hall loft outlet and Cllr Lenton suggested another look at possibilities. 

(xix)The Parish Council considered a representative to Celebrate Yorkshire Day.  Cllr Manley confirmed her attendance.

(xx)The Parish Council noted the email received from resident relating to Market Place crossing.   Cllr Barnett proposed the Parish Council request a pelican crossing be installed and the Lollypop crossing, be reinstated.  Seconded Cllr M. Turner, Vote 9 for, 1 Abstention.

5656711   Town Hall  

(i)The Parish Council considered the security of the Town Hall office and suggested Clerk obtain a price for the installation of x2 Panic Buttons.  The Parish Council also requested Clerk obtain prices for the supply of a wall mounted letter box.
