The Meeting of South
Cave Parish Council took place in the Town Hall, Market Place, South Cave
commencing at 7:00pm.

Public Forum
Cllr Harrison raised
the letter sent to residents within South Cave from National Grid regarding the
Public consultation on plans for carbon
capture, transportation and storage project in the Yorkshire and Humber region. Cllr Harrison suggested Clerk contact
National Grid to arrange a public consultation within South Cave.
Cllr Barnett
requested the Christmas Lights committee be reformed to progress the project
further, members of the committee include, Cllr Barnett, Cllr Harrison, Cllr L.
Turner & Clerk.
Cllr Lenton requested
Clerk contact the ERYC for an update on the Mount Airey Airfield Planning
application.
Cllr M. Turner
requested clerk contact the ERYC to request the overhanging shrubs/trees be cut
back, currently overhanging the footpath on Willow Plats.

Ward Councillor Tony Galbraith:
(i)Apologies provided from Ward Councillors’ Pat

(ii)South Cave will receive replacement Blue
recycle bins which will be bigger than the existing bins and will include glass
and more plastic items. The ERYC are
aiming to achieve 60% of recycled rubbish by 2012. It was noted the ERYC are to remove North
Cave bottle banks shortly.
(iii)Cllr Galbraith advised he is now the
Chairman to the Local Action Team until the new localism bill is in force.
(iv)The NHS have many changes which will be
implemented by 2013, they are currently setting up consortiums.
(v)The Elloughton cum Brough Primary School is
oversubscribed for 2011/2012 with 30 sets of parents having children unable to
attend the local school, 9 of which have now been awarded places. A Further 21 parents are currently awaiting
confirmation on the outcome of a consultation held, the ERYC suggested the
children are picked up in Taxis, the Parents were unhappy with this suggestion
given the fact the children are around the age of 4 and 5 years. Welton Primary School are currently considering
extending their school to take into account the oversubscribed Elloughton cum
Brough Primary School which will be completed 2012/13.

May 2011 be approved and entered into records, as a true and accurate record, Seconded

Water Lane, South Cave - x3 Off Road Bikes Stolen

Church Street, South Cave - Theft from a parked vehicle.
Station Road, South Cave - Property break in, Copper pipes stolen.
Chinese Take Away, Market Place, South Cave -
Vandalism to signage to front.
Moors Lane, South Cave - Tack stolen from
shed.
(ii)Cllr Lenton expressed his concerns at the
amount of traffic in the village not abiding the law and using mobile phones
whilst driving. PCSO Pearson, advised
she would pass the matter onto the area PC for action.

(i)The Parish Council noted the update received
re: Market Place Parking Issues and suggested Clerk chase a response.
(ii)The Parish Council noted update re:
Parking at Trinity Fold. Cllr Lenton
proposed a copy of the reply be sent to the resident, Seconded Cllr M. Turner,

(iii)The Parish Council noted the Royal
British Legions’ invitation to attend the 90th Birthday Service. Cllr
L. Turner confirmed she will be in attendance.
(iv)The Parish Council noted the East Riding
Parish News May & June 2011.
(v) The Parish Council noted ERYC: Tackling
Anti Social Behaviour in Our Community - May 2011.
(vi)The Parish Council noted the information
received relating to Local Code of Conduct.
(vii) The Parish Council noted letter from
the ERYC - Street Lighting Schemes 2011/2012 and requested Clerk request a copy
of the plan.
(viii)The Parish Council noted the ERVAS
newsletter.
(ix)The Parish Council noted the ERYC response re: Wadley
Pump road sign. Cllr Barnet proposed the
Clerk contact The Pavillion to suggest they pay for the sign and installation
as they have main use of this road, Seconded Cllr L. Turner, All in favour.
(x)The Parish Council noted the Environment
Agency update re: South Cave Flood Map Improvements Study.

(i) The Parish Council considered
ERNLLCA training seminar - Meeting Procedure.
Cllr Phillips requested to attend this course at Pocklington on the 25th
July 2011. Proposed Cllr M. Turner,

(ii)The Parish Council considered ERNLLCA training seminar -
The Role of The Clerk. Cllr Barnett
proposed Cllr Munby & Clerk attend, Seconded Cllr L. Turner, All in favour.
(iii)The Parish Council considered the
YLCA/ERNLLCA/YHRTP Joint regional training Conference. Cllr L. Turner proposed the Clerk attend the
one day event to be held on the 25th September 2011, Seconded Cllr
Lenton, All in favour.

(i)The Parish Council
noted South Cave Show appreciation of grant and consider representation from
the Parish Council to attend the event.
Cllr Kelly confirmed his attendance on behalf of the Parish Council.
(ii)The Parish Council
considered the costs for the village entrance signs. Cllr L. Turner proposed the signs be erected
by Nu-Lawn Landscapes, Seconded Cllr Barnett, All in favour.
(iii)The Parish Council
considered a contribution for the production of ‘South Cave - at work &
play’.
Cllr Harrison proposed the Council should not contribute as it does not
fit the criteria used for Grant allocations.

(iv)The Parish Council noted the South Cave
Scouts appreciation of grant.
(v)The Parish
Council considered the donation request
for Dazzle Inclusive Theatre Group. Cllr
Barnett proposed the Council should not support the group in the form of a
grant as this group would not have direct impact for the community. Seconded Cllr Munby, All in favour.
(vi)The Parish Council approved items for
payment for June 2011.

Cllr Kelly proposed that these items be paid
on the grounds of sound financial management of the Parish Council, Seconded

5642611 Administration
(i)The Parish Council received a presentation
from Karen Wood, Rural Communities Officer of ERYC and Peter Hirschfield,
Community Led Planning Officer, regarding the Parish Plan. The Presentation informed the Parish Council
of the support and resources available for the community led Parish Plans,
Village Design Statements and the Neighbourhood Development Plans.
The Parish Council requested a copy of the
support document from Peter Hirschfield, who is to arrange for one to be
provided.
(ii)The Parish Council notified the Clerk the
Community Emergency Plan has already been drafted by the previous Clerk and
this should be checked and submitted to the ERYC.

Council Meeting - Monday 18th July 2011.
