The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

57210212         Ward Councillors Reports (For Information Only)

Ward Councillor Tony Galbraith: The ERYC have voted to freeze the Council Tax for 2012.  Police have chosen to increase their precept by 4% & the Fire Service have also chosen to freeze their precept. 

 

Stonepit Road Planning – Highways were content with the application, the ERYC objected to the highway being not easily accessible for foot traffic, there are no bus stops and the road is unsafe for cyclists. 

 

Community Partnership Meeting – Cllr Galbrith requested the Parish Council be involved with the meetings.  Cllr Kelly offered to attend the meetings and represent the Parish Council.

 

57220212 Approval of Previous Meetings Minutes, 16th January 2012

Cllr Lenton proposed that the minutes of the 16th January 2012 be approved and entered into records, as a true and accurate record, with two minor amendments, Seconded Cllr M. Turner, Vote 7 in favour, 3 abstentions.

There were no Declarations of Interest.

(i)The Parish Council received crime figures for February 2012.     

There were eleven offences for the month of January 2012 as follows:

Theft from motor vehicle – 4

Criminal Damage – 3

Public Order – 1

Drugs – 1

Burglary Other – 1

Theft – 1

Cllr Kingdom requested the police provide the Parish Council with trend information

(ii)The Parish Council noted the Parish/Town News Release – South Hunsley & Dale Area.

(i) The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:  

Farmers Market & Crafts Committee - 31st January 2012

Open Spaces Committee – 30th January 2012

Planning & Technical Services Committee – 30th January 2012

Extraordinary Meeting – 7th February 2012

Cllr Barnett proposed that the minutes be approved and entered into records, as a true and accurate record, Seconded Cllr Lenton, All in favour.

                 (i)The Parish Council noted the February 2012 Report.

                

57280212 Correspondence

(i)The Parish Council considered the Cave Castle Hotel Charity Family Fun Day arrangements.  Cllrs Manley & L. Turner both volunteered to attend the event to represent the Parish Council.  

(ii)The Parish Council considered the East Riding of Yorkshire Draft Housing Assistance Policy and Draft Affordable Rent Policy response.  Cllr Kingdom proposed the Parish Council are happy to support the Draft Affordable Rent Policy, Seconded Cllr Jamieson.  Vote 9 for, 1 abstention.

(iii)The Parish Council noted the  East Riding of Yorkshire Council Draft Affordable Warmth Strategy Policy.

(iv)The Parish Council noted the South Cave Preservation Society Management Committee Minutes – 4th January 2012 & 1st February 2012.

(v)The Parish Council noted the letters of complaint.

(vi)The Parish Council noted the letter received from ERYC relating to Light Controlled Crossing Survey & email received from resident.   The Advert will appear on the front page of May 2012 Newsletter.

(vii)The Parish Council noted the revised date for Planning & Technical Services Committee Meeting & Open Spaces Committee meeting for Monday 12th March 2012 and Planning Committee meeting for Tuesday 8th May 2012.

(viii)The Parish Council noted the consultation for Joint Minerals Development Plan.  Cllr Kingdom proposed to draft the Parish Councils response.

(ix)The Parish Council noted the Code of Conduct training.

(x)The Parish Council noted the consultation response Draft Allocations Policy and Draft Tenancy Policy.

(xi)The Parish Council noted the Code of Conduct and the declaration of interest information.

(xii)The Parish council noted the petition for Wind Turbines.

(xiii)The Parish Council noted the ERYC advertisement of Vacancy for a Councillor expiry 15th March 2012.

The Parish Council requested Clerk withhold payment for P & N Design and obtain a detailed description of works completed, to present to the next Full Council Meeting.

Cllr L. Turner proposed that these items be paid on the grounds of sound financial management of the Parish Council, Seconded Cllr Kingdom, All in favour.

(ii)The Parish Council noted receipt of Insurance Claim for Cemetery Railings.

(iii)The Parish Council noted the contractor works for 2012 and suggested the Footway Sweeper works 2012 be re-advertised with a review of the Job Description.

(iv)The Parish Council considered the advertisement for Office Cleaner 2012 and suggested a advert be placed in the May 2012 Newsletter.

(v)The Parish Council considered the amendment to the Bank Mandates and proposed the matter is placed on the May 2012 Agenda.

(vi)The Parish Council considered P & N Design to complete the Cemetery Railings specification & tender document and requested a site meeting to consider the works.  Matter to be placed on the next Planning & Technical Services Committee meeting to be held on Monday 12th March 2012.

(vi)The Parish Council noted the Insurance renewal premium for 2012.
