The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.


Present:            Cllrs Harrison (Chair), M Turner, L Turner, Kelly, Manley, Barnett and Munby

Public Forum

In attendance – Ms Gaynor Edson, The Gallery, South Cave - Market Place Parking problems.

Ms Edson advised parking is causing problems to her customers, some customers move onto other locations if parking on Market Place is full.  Ms Edson explained the parking was much better on Market Place when the Yellow lines had been temporarily removed in 2010.  Cllr Harrison advised the Council have previously raised the parking problems with The Highways Agency and ERYC.  John Hannah at ERYC visited the area during 2010 and advised South Cave is currently on a waiting list to extend the carparking bay located at the Post Office.  John Hannah also advised Market Place would be placed on a waiting list to restrict the Yellow Lines.  Cllr Harrison suggested Clerk contact John Hannah regarding the parking problems and arrange a meeting in the village with Business owners and the Parish Council.

Cllr L. Turner proposed that apologies be accepted from Cllrs Marsh & Lenton, Seconded Cllr M. Turner, All in favour.


5780211   Ward Councillors Reports (For Information Only)

                Ward Councillor Rita Hudson:

(i)Wadley Plump - Cllr Hudson raised awareness to the Parish Council at the speed of youths on bikes using Wadley Plump as a track.  Cllr Harrison advised this is Educational Land and the issue should be raised with ERYC.

Ward Councillor Pat Smith:

(i)ERYC Budget - Cllr Smith reported Council Tax will not be effected for 2011/2012. 

(ii)A Parish Liaison officer will shortly be re-instated.

(iii)Free Parking for Christmas shoppers in Beverley has been agreed from November to the end of January 2012.

                 (iv)ERYC will reduce staff by natural wastage & redundancies.


5790211   Approval of Previous Meetings Minutes, 17th January 2011

Cllr Barnett proposed that the minutes of the meeting of 17th January 2011 be approved and entered into the records, as a true and accurate record, seconded Cllr L. Turner, All in favour.

Cllr Turner requested that previous letters sent to ERYC regarding Swinescaife Quarry and the Airfield be chased and put on agenda for the next meeting.

(i)Talk from Bryan Woodward, HMP Everthorpe regarding Category D Hostel, postponed until next Full Council Meeting to be held 21st March 2011.

5750211  Planning – Current Plans to Consider

(i)11/00014/PLF - Full Planning Permission

                        Conversion and alterations to outbuilding to a dwelling at Elements, 75 Market Place, South Cave for Paul & Helen Bloor.

                        Cllr Munby proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the neighbouring properties or the Street Scene, however would like to mention the conversion may increase the lack of parking within Market Place, Seconded Cllr Kelly, All in favour.

(ii)10/04284/PLF - Full Planning Permission

                        Re-Submission - Installation of replacement windows and entrance lobby at 22 Church Street, South Cave for Mr Cocks.

                        Cllr Barnett proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the Street Scene, Seconded Cllr L. Turner, All in favour.

(i)The Council noted correspondence relating to the forthcoming Royal Wedding and agreed the Parish Council will not arrange a Street Party.  It was noted The Council would support any residents wishing to organise this event.

(ii)The Council noted minutes of the South Cave Preservation Management Committee meeting, 5th January 2011 & 2nd February 2011.

(iii)The Council noted email to ERYC regarding the grit problems on footpath & road at  Wesley Close, South Cave.

(iv)The Council noted Haltemprice & Hunsley LAT minutes.

(v)The Council noted the Chairman’s Award for Enhancing the East Riding of Yorkshire acknowledgement of nomination.

(vi)The Council noted East Riding Parish News - February 2011.

(vii)The Council noted the South Cave Parish Council newsletter, December 2010, January & February 2011.

(viii)The Council noted Red Nose Day Community Cash Grant Scheme and requested Clerk forward details to local groups.

(ix)The Council noted South Cave Primary School newsletter.

(x)The Council noted the Agenda for Yorkshire Wolds Heritage Trust and requested Clerk update further at next Council Meeting.  

(xi)The Council noted Agenda for Parish Council Liaison Meetings.

5790211  Elections 2011

(i)The Council noted dates & procedures and requested Clerk forward official dates once received from the ERYC.


5800211   Administration

                        (i)The Council considered the review of Village Design Statement and Parish Plan and agreed Clerk investigate with the ERYC for guidance on revising the current Village Design Statement and Parish Plan, the Council also agreed the matter should be postponed until after the 2011 elections. 

                 (ii)The Council considered the report produced in respect of Honorary Freemen and requested the matter be postponed until after the 2011 elections.

(iii)The Council noted the Samuel Jobson’s Charity - Meeting held 17th January 2011.  To note Lyndsey Fielding as new Committee member representing the Parish Council.  To consider Paul Marsh to represent the Parish Council.  However, they requested Clerk investigate further the Parish Council representatives for the Charity.

(iv)The Council noted letter received from South Cave C.E. Primary School.


5810211   Annual Parish Meeting

The Council considered dates & speakers for the Annual Parish meeting.   Date agreed for Thursday 26th May 2011 and suggested the following speakers:

(i)Mr Hannah, ERYC  - To discuss parking issues within South Cave

(ii)Karen Knapton - Chair to the NHS, Willerby

The Council requested the matter be followed up at the next Council meeting.



                        (i)Cllr M. Turner proposed the attendance by The Clerk to undertake WWYC course at a cost of £95.00, Seconded Cllr Kelly, All in favour.

(ii)The Council noted upcoming ERNLLCA Training for 2011 available and requested matter be followed up after 2011 elections.

(iii)The Council noted ERNLLCA Newsletter January 2011.

(iv)The Council noted SLCC Branch Newsletter February 2011.
