Planning Meeting 2nd April 2012


The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.


Present:            Cllrs Barnett (Late Arrival),  L. Turner, M. Turner, Lenton, Kingdom, Jamieson, Manley  &  Kelly

Clerk - Mrs L Fielding


Cllr M. Turner took to chair in the absence of Cllr Barnett due to late arrival.


1835    Apologies for absence

Cllr Manley proposed apologies be accepted from Cllrs Munby & Phillips, Seconded Cllr Kelly, All in favour.


1836    Approval of Previous Planning Meeting Minutes (5th March 2012)

Cllr Kingdom proposed that the minutes of the 5th March 2012 be approved and entered into the records as a true and accurate record, with three minor amendments.  Seconded Cllr Kelly, Vote 7 for, 1 abstention.

There were no Declarations of Interest.


1838    Current Plans to consider

(i)12/01037/PAD – Display of non-illuminated hoarding sign at Drewtons Cafe and Farm Shop, Kettlethorpe Hill, South Cave for Drewtons Ltd

Application Type: Consent to display an Advertisement

Cllr Kingdom proposed the Parish Council recommends refusal of this application due to the detrimental alteration to the original application.  The new position would add to the general clutter in the locality and detract from the visual amenity in the immediate area. The Parish Council suggests the original location should be re-considered, and note the plans are inconsistent with the Application form in regards to sign C.  Seconded Cllr Kelly, All in favour.

(ii)12/01132/PLF – Erection of single storey extension to rear at 21 Shepherds Well, South Cave for Mr J Taylor

Application Type: Full Planning Permission

Cllr Kingdom proposed the Parish Council recommend in principle, approval of the application as the floor plan of the extension does not affect the Streetscene or neighbouring properties.  The Parish Council are concerned with the construction of the extension as this is not in keeping with the design and materials of the existing dwelling and are concerned the zinc roof will have a detrimental visual impact on the area from Little Wold Lane and the Wolds Way footpath. Seconded Cllr Barnett, All in favour.

(i)11/05567/PLF – Conversion of existing outbuilding to dwelling and erection of an extension to detached garage at Outbuildings at 38 West End, South Cave for Historic Restorations Ltd – Approved (No Obj)

(ii)11/05318/PAD – Display of non-illuminated free standing canopy directional sign to Farmshop & Tea Room at Land North of Kettlethorpe Hill, South Cave for Mr C. Taylor – Refused (REF)

(iii) /04989/Stout – Erection of buildings for use within use classes B1, B2 and B8 with associated site works (all matters reserved) (Revised scheme of withdrawn application 10/04691/STOUT) for Spanridge Ltd Outline Planning Permission 11- Approved (No Obj)

(iv)12/00310/PLF – Erection of a livestock building (re-Submission of 11/05447/PLF) at Mires Beck Farm, Common Road, South Cave for Mr Robert Tucker

Full Planning Permission  - Approved (REF)

The Parish Council noted the Decisions made by the East Riding of Yorkshire Council.



1840    Trees

(i)12/01223/TCA - SOUTH CAVE EAST CONSERVATION AREA - T1 & T2 Crown clean two Silver Birch trees, thin by 10% and canopy raise to 4m to improve the health of the trees, shape and allow more light into the garden at 43 West End South Cave East Riding Of Yorkshire HU15 2EX

Cllr Barnett proposed the Parish Council raise no objection to the proposal, the Parish Council has requested a TPO be placed on the remaining trees within this location.  Seconded Cllr Kelly, Vote 5 For, 3 Abstentions.

(ii)12/01331/TPO – TREE PRESERVATION ORDER SOUTH CAVE 1971 (REF.268) AND SOUTH CAVE CONSERVATION AREA – Fell Beech Tree due to excessive leaning and weight balance on and towards Brough Road at Ryland Hill, Brough Road, South Cave for Mrs Porter – Application Type: Works to Protected Trees.

Cllr Lenton proposed the Parish Council recommends refusal of this application, all of the trees tend to lean towards the road but the Parish Council do not think they are a danger to the public.  The tree for which the application relates, is the furthest away from the road.  The loss of any of these trees would have a significant effect on the skyline and entrance into the village.  The Drawing provided in the application is misleading with respect to the location of the Beech Tree.  Seconded Cllr Kingdom, All in favour.


1841    Tree Decisions

(i) 11/05991/TCA - T1 and T2 canopy raise two Silver Birches to 3m, crown clean and thin by 10% to tidy trees and reduce shading at 43 West End, South Cave for Mr T. Storey – Application Withdrawn (No Obj)


1842    Correspondence

(i)The Parish Council noted the update on possible grant funding relating to minute ref: 1834, and requested further information be obtained.
