Planning Meeting 6th February 2012

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1820    Apologies for absence

Cllr M. Turner proposed apologies be accepted from Cllrs Manley, Seconded Cllr Barnett, All in favour.

 

1821    Approval of Previous Planning Meeting Minutes (9th January 2012)

Cllr Lenton proposed that the minutes of the 9th January 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr L. Turner, Vote 6 for, 1 abstention.  

 

1822   Declarations of Interest

Cllr L. Turner declared a personal interest in minute reference 1826.

 

1823    Current Plans to consider

Items (ii), (i) & (iv) were re-organised on the agenda due to a member of the public present to represent all three applications.

(ii)11/05318/PAD – Display of non-illuminated free standing canopy directional sign to Farmshop and Tearoom (AMENDED PLANS) at Land North Of Kettlethorpe Farm, Kettlethorpe Hill, South Cave for Mr Taylor

Consent to Display an Advertisement

The meeting closed at 7:15p.m for the applicant to support this application and was re-opened at 7:15p.m.

Cllr Lenton proposed the Parish Council raise no objection to the application, as the proposed sign is an improvement to the original.  Seconded Cllr Munby, Vote 6 for, 1 Abstention.

(iv)11/04257/PLF – Change of use form Office to holiday accommodation only at Goshawk Suit, Old Home Farm, Drewton Lane, South Cave for Historic Restorations Ltd.

Full Planning Permission (Description Change – Previous Description: Change of use from office to dwelling including installation of a window at Goshawk Suite Old Home Farm, Drewton Lane, South Cave for Historic Restorations Ltd)

The Meeting was closed at 7:25p.m for the applicant to support this application and was re-opened at 7:30p.m.

Cllr Munby proposed the Parish Council raise no objection to the application.  Seconded Cllr M. Turner, All in Favour.

(i)11/05567/PLF – Conversion of existing outbuilding to dwelling and erection of an extension to detached garage at Outbuildings At 38 West End, South Cave for Historic Restorations Ltd.

Full Planning Permission

The Meeting was closed at 7:45p.m for the applicant to support this application and was re-opened at 7:50p.m.

Cllr Munby proposed the Parish Council raise no objection to the application as the proposed application is not detrimental to the streetscene.  The property is one of the oldest properties in the Village and is a significant building to the streetscene, the Parish Council request the materials used in the development are complementary to its current appearance.  Seconded Cllr Kingdom, All in Favour.

(iii)12/00310/PLF – Erection of a livestock building (re-Submission of 11/05447/PLF) at Mires Beck Farm, Common Road, South Cave for Mr Robert Tucker

Full Planning Permission 

Cllr M. Turner proposed the Parish Council recommend refusal of this application as only one of the three points raised by the Parish Council to the previous application had been taken into account. The large increase of slurry introduced by this application will be spread on land adjacent to the West End of the Village and close to Ellerker increasingly adding  to the current existing problems that "muck spreading" causes and will be inconsistent with the residential amenity of the Village.

The Parish Council are also concerned about the possibility of increased heavy traffic travelling to and from the property.

Seconded Cllr Munby, All in favour.

 

1824    Planning Decisions  

(i)11/05447/PLF - Erection of a pig fattening building at Mires Beck Farm Common Road, South Cave for Mr Robert Tucker – Full Planning Permission (REF)

The Planning Application is Withdrawn

The Parish Council noted the Decisions made by the East Riding of Yorkshire Council.

 

1825    Trees

(i)12/00353/TPO – Application to carry out works to trees protected by a Tree Preservation Order at 12 The Parklands, South Cave.

Cllr Barnett proposed the Parish Council recommend refusal of the application as the Tree is a healthy specimen and forms part of the Long line of trees bordering the golf course, shaping the character of the village and providing a valuable public amenity.  Seconded Cllr L. Turner, Vote 6 for, 1 Abstention.

(ii)12/00374/TPO – Application for carry out works to trees protected by a Tree Preservation Order at 15 The Limes, South Cave.

Cllr Kingdom proposed the Parish council recommend refusal of the application as the tree in question forms part of a prominent line of trees bordering the north side of Ferry Road, South Cave.  The tree is healthy and currently has a TPO.  The loss of the tree would have a detrimental effect on the Streetscene.  Seconded Cllr L. Turner, All in Favour.

 

1826    Correspondence

(i)The Parish Council considered the letter received relating to land located at 43 Bacchus Lane, South Cave.  Cllr Munby proposed the Parish Council make enquiries on the possible use of the land is purchased and request the amount of money the land is being offered for.   Seconded Cllr Phillips, Vote 6 for 1 Abstention.

 

1827    Additional Items        

(i)The Parish Council noted the submission of insurance claim for Cemetery Wall.
